N The Regular Meeting of the Board of Commissioners was called to order at 4:05 p.m. in Room 107, O o City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of g silence. Those present and comprising a quorum: Mayor Aaron Householter (presiding), Commissioners Jon R. Blanchard, Kaye', Crawford, Randall R. Hardy, and Barbara V. Shirley. Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy_ City Manager; Greg Bengtson, City Attorney; and Shandi Wicks, City Clerk. AWARDS AND PROCLAMATIONS (3.1) The month of September 2014 as "National Recovery Month" in the city of Salina. Don Greene, Senior Recovery Coach with Central Kansas Foundation, read the proclamation. CITIZEN FORUM Dennis Beniot, 1773 20th Road, Kanopolis, noted information listed on the back of a toothpaste tube relating to fluoride. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (6.1) Approve minutes of August 18, 2014. 1 (6.2) Resolution No. 14-7131 appointing members to various boards and commissions. (6.3) Resolution No. 14-7128 authorizing the Mayor to enter into an agreement with Mattison Farms, Inc. of New Cambria, Kansas for services related to the transportation and land application of municipal wastewater biosolids. (6.4) Authorize the Mayor to execute a specialty contractor agreement for Laboratory Support - Site Wide Remedial Investigation -Chemical Testing of Soil, Sediment and Water to Continental Analytical Services, Inc, in an amount not to exceed $78,325.50; a specialty contractor agreement for Laboratory Support - Site Wide Remedial Investigation -Chemical Testing of Vapor to ESC Lab Services, in an amount not to exceed $33,478; a specialty contractor agreement for Laboratory Support -Site Wide Remedial Investigation to Geotechnical Testing of Soil to ALS Environmental, in an amount not to exceed $5,670; a specialty contractor agreement for Surveying Support - Site Wide Remedial Investigation to Wilson & Company, Inc. Engineers & Architects, in an amount not to exceed $31,066; a specialty contractor agreement for Drilling Support -Site Wide Remedial Investigation to Environmental Priority Services, Inc., in an amount not to exceed $146,630; a specialty contractor agreement for Drilling Support -Site Wide Remedial Investigation to GeoCore, Page 1 Inc.,in an amount not to exceed $57,418; and reject the bid for Waste Disposal Support -Site Wide Remedial Investigation from Environmental Management. (6S) Authorize the Mayor to sign the First Supplemental Agreement with Kaw Valley Engineering, Inc. of Salina to perform design services for the purchase of replacing Iron Avenue from Front Street to Delaware Street. w (6.6) Resolution No. 14-7129 establishing various fees for services in the Comprehensive Fee Schedule of the City of Salina, Kansas. Commissioner Hardy noted that part of the agreements were to be awarded to local businesses. Commissioner Hardy asked about the bids received for the surveying support. Commissioner Hardy asked if staff knows how much money is made from advertising inside the bus. Mr. Gage responded. Mayor Householter asked how changes to the advertising businesses would be handled if a w business decides to discontinue advertising on the bench. Mr. Gage responded. Commissioner Blanchard asked about the types of businesses that are allowed to advertise. (7.2) Resolution No. 14-7133 approving an amendment to the May 12, 2014 agreement between the City of Salina and Assurance Partners, LLC for a Public Parking Easement and Development of Public Improvements. Michael Schrage, Deputy Cih, Manager, explained the amendment. Commissioner Blanchard asked if the item before them today was causing the project to not proceed. Mr. Schrage responded. 14-0256 Moved by Commissioner Blanchard, seconded by Commissioner Shirley, to adopt Resolution No. 14-7133. Aye: (5). Nay: (0). Motion carried. DEVELOPMENT BUSINESS None. OTHER BUSINESS Commissioner Crawford would like to address the growing number of domestic calls in Salina and noted that she received information from the Police Department on the actual numbers of calls. Commissioner Crawford would like the Community Relations Department, DVACK and others in the community to get community conversations going in the Salina neighborhoods regarding domestic violence. Commissioner Blanchard asked if staff can pass along the information to the appropriate entities and staff. Mayor Householter noted that he, along with fellow commissioners, attended Grace E. Stewart's mile walk that morning. Commissioner Shirley asked how many years the students have been doing this. Commissioner Blanchard responded. II Trent Davis provided a few thoughts regarding his term as a commissioner and thanked his wife w 11(9.2) Board appointment reassignment N Mayor Householter announced the following reassignment: Interim City Commissioner Trent Davis will assume liaison roles on the boards previously z served by Commissioner Shirley. Those boards include Salina Housing Authority and Convention and Tourism. Commissioner Shirley said some outgoing comments regarding her term as a commissioner.
