CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
JANUARY 10, 1988
4:00 p.m.
The Special Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Sunday, January 10, 1988, at 4:00 p.m.
There were present:
Mayor Stephen C. Ryan, Chairman presiding
Commissioner Robert E. Frank
Commissioner Vi Justus
Commissioner Sydney S. Soderberg
Commissioner Joseph A. Warner
comprising a quorum of the Board, also present:
Greg Bengtson, City Attorney
Robert K. Biles, City Clerk
W. E. Harris, Interim City Manager
Absent:
None
The meeting was called for the following purpose:
1. Recessing into executive session to discuss personnel matters regarding
non -elected personnel, particularly the consideration of applicants for the
position of City Manager.
Moved by Commissioner Soderberg, seconded by Commissioner Warner
that the City Commission recess into executive session to discuss personnel
matters regarding non -elected personnel, particularly the consideration of
applicants for the position of City Manager, and to reconvene in approximately
30 minutes. Aye: (5). Nay: (0). Motion adopted.
The Commission recessed at 4:01 p.m, and reconvened at 4:31 p.m.
Moved by Commissioner Soderberg, seconded by Commissioner Frank
that the City Commission recess into executive session to discuss personnel
matters regarding non -elected personnel, particularly the consideration of
applicants for the position of City Manager, and to reconvene in approximately
15 minutes. Aye: (5) . Nay: (0) . Motion adopted.
The Commission recessed at 4:32 p.m. and reconvened at 4:46 p.m.

Commissioner Soderberg
that Dennis M.
Kissinger be employed as City Manager,
effective February 15,
1988, and that
the
City Manager's compensation be set
at $62,000 a year plus
$325 per month
for
transportation allowance, and that all
moving expenses from
Miamisburg, Ohio
to
Salina be paid by the City. Aye:
(5). Nay: (0). Motion
adopted.
Mayor Ryan expressed his appreciation to each of the Commissioners
for the time and effort they had expended as the City Manager Search
Committee.
The Commissioners expressed their appreciation to Bill Harris for his
accomplishments as Interim City Manager.
Moved by Commissioner Soderberg, seconded by Commissioner Warner
that the Special Meeting of the Board of Commissioners be adjourned. Aye: (5).
Nay: (0). Motion adopted. The meeting adjourned at 4:54 p.m.

REQUEST FOR SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
We, the undersigned, Mayor and Commissioners of the City of Salina,
Kansas, do hereby request that a special meeting of the Board of Commissioenrs
of the City of Salina, Kansas, be held on the 18th day of January, 1988, at 4:00
p.m. for the purpose of considering the following:
1. Recessing into executive session to discuss personnel matters
regarding non -elected personnel, particularly the consideration of
applicants for the position of City Manager.
