SPECIAL MEETING OF THE
FEBRUARY 10, 1988
4:00 p.m.
BOARD OF COMMISSIONERS
The Special Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Wednesday, February 10, 1988, at 8:00 a.m.
There were present:
Mayor Stephen C. Ryan, Chairman presiding
Commissioner Robert E. Frank
Commissioner Vi Justus
Commissioner Sydney S. Soderberg
Commissioner Joseph A. Warner
comprising a quorum of the Board, also present:
Greg Bengtson, City Attorney
Robert K. Biles, City Clerk
W. E. Harris, Interim City Manager
Absent:
None
The meeting was called for the purpose of:
1. Formulating a proposal to present to the Saline County Commission
regarding the use of Kenwood Park for the location of a recreation facility.
Greg Bengtson, City Attorney, indicated he had contacted the
Attorney General's Office to seek guidance on an executive session on Saline
County's Leasehold Interest in Kenwood Park. The Attorney General's Office
indicated preliminary discussions relating to financial considerations of the
Leasehold interest would be appropriate in an executive session.

by Commissioner Frank
that the Board of Commissioners
recess into
executive
session for preliminary
discussion of the acquisition of an interest
in real property, particularly the
acquisition of Saline County's
leasehold
interest
in Kenwood Park for
approximately twenty minutes.
Aye: Frank, Justus,
Soderberg, Ryan (4).
Nay: 'Varner (1) . Motion adopted.
Bryan Thompson, KINA News, asked the City Commission to consider
whether the benefits of holding an executive session outweighed the drawbacks
of holding one.
Kay Berenson, representing The Salina Journal, expressed the
Journal's objection to the topic being discussed in executive session.
The Board of Commissioners recessed at 8:24 a.m. and reconvened at
8:48 a.m.
Moved by Commissioner Warner, seconded by Commissioner Frank that
the Mayor be authorized to sign the second addendum to the lease on the
Kenwood Park 1959 Lease Agreement between the City of Salina and Saline
County as amended in 1977. Aye: (5). Nay: (0). Motion adopted.
Moved by Commissioner Frank, seconded by Commissioner Soderberg
that the Special Meeting of the Board of Commissioners be adjourned. Aye: (5).
Nay: (0). Motion adopted. The meeting adjourned at 10:15 a.m.

REQUEST FOR SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
We, the undersigned, Mayor and Commissioners of the City of Salina,
Kansas, do hereby request that a special meeting of the Board of Commissioners
of the City of Salina, Kansas, be held on the 10th day of February, 1988, at
8:00 a.m. for the purpose of considering the following:
1. Formulating a proposal to present to the Saline County Commission
regarding the use of Kenwood Park for the location of a recreation
facility.
