03-14-1988 MinutesCommission 88-068 88-069 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 14, 1988 4:00 p.m. IThe Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 14, 1988, at 4:00 p.m. There were present: Mayor Stephen C. Ryan, Chairman presiding Commissioner Robert E. Frank Commissioner Vi Justus Commissioner Sydney S. Soderberg Commissioner Joseph A. Warner I comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Robert K. Biles, City Clerk Dennis M. Kissinger, City h1anager Absent: None None CITIZEN FORUM CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting March 7, 1988. (6.2) Report on bids received March 3, 1988 for vehicles and equipment. (6.3) Report on bids received March 10, 1988 for the sale of park land on Broadway between University and Walnut. (6.4) Petition Number 3951, filed by Robert L. Marietta for certain street and utility improvements in Mayfair Addition. [ Refer the petition to Engineering for a recommendation] (6.5) Petition Number 3952, filed by Billy E. Pittenger for a driveway opening on South Ohio, for Lot 2, Block 8, Dow Addition. Moved by Commissioner Frank, seconded by Commissioner Justus that Item 6.2 be removed from the consent agenda and considered separately, and that all other items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. (6.2) Report on bids received March 3, 1988 for vehicles and equipment. Moved by Commissioner Soderberg, seconded by Commissioner Warner that the staff recommendations on bids received March 3, 1988 be accepted for vehicles and equipment, including the rejection of bids received for two 1988 mid-size pickups for the Water and Sewerage Department and that the City Clerk be instructed to re -advertise for bids to be received on March 31, 1988 for two 1988 mid-size pickups. Ralph Bennett, Bennett Pontiac, presented several reasons why the Commission should accept his bid for the two mid-size trucks in question. City Manager Kissinger indicated the other local car dealers had not received the bid information for these vehicles in bid packets the City mailed to them. Rather than accept the only bid received, Mr. Kissinger felt it would be in the best interest of the City to rebid the vehicles. The Mayor called for a vote on Commission Action 88-069. Aye: (5) . Nay: (0) . Motion adopted. 88-070 88-071 88-072 — 88-073 88-074 — 88-075 DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Zoning Application 88-1, filed by Timothy J. Martin for the rezoning of the South 200 feet of Lot 14 and the North 335 feet of Lot 15, Block 1 , Cloverdale Addition to 1-2 (Light Industrial) be approved. [Introduce Ordinance Number 88-9238 for first reading] Moved by Commissioner Justus, seconded by Commissioner Frank that the recommendation of the City Planning Commission be accepted, that Zoning Application 88-1, filed by Timothy J. Martin, be approved, and that Ordinance Number 88-9238, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code and the Zoning District Map therein and thereby adopted, and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (7.2) Revised 1988 Sales Tax Capital Budget. Moved by Commissioner Soderberg, seconded by Commissioner Warner that the staff recommendation for the 1988 Sales Tax Capital Budget, as revised, be approved. Aye: (5) . Nay: (0) . Motion adopted. (7.3) Revised 1988 Sales Tax Allocation for Park Improvements. Moved by Commissioner Frank, seconded by Commissioner Justus that the revised 1988 Sales Tax Allocation for Park Improvements be approved. Aye: (5) . Nay: (0) . Motion adopted. ADMINISTRATION (8.1) First Reading Ordinance Number 88-9239, authorizing the form of and execution of an agreement to organize a public wholesale water supply district; and approving the form of and execution of bylaws relating thereto. Moved by Commissioner Frank, seconded by Commissioner Justus that Ordinance Number 88-9239, authorizing the form of and execution of an agreement to organize a public wholesale water supply district; and approving the form of and execution of bylaws relating thereto, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.2) First Reading Ordinance Number 88-9240, relating to use of the solid waste disposal area for the City of Salina; authorizing use of the solid waste disposal area for waste originating outside the City and the County by permit; adding supplemental provisions to Article IV, Chapter 34 of the Salina Code; amending Salina Code Section 34-82 and repealing the existing section. Moved by Commissioner Justus, seconded by Commissioner Frank that Ordinance Number 88-9240, relating to use of the solid waste disposal area for the City of Salina; authorizing use of the solid waste disposal area for waste originating outside the City and the County by permit; adding supplemental provisions to Article IV, Chapter 34 of the Salina Code; amending Salina Code Section 34-82 and repealing the existing section, be introduced for first reading. Moved by Commissioner Soderberg, seconded by Commissioner Warner that the staff recommendation be accepted and that the purchase of two ambulances be approved. Aye: (5). Nay: (0). Motion adopted.
