REGULAR MEETING OF THE BOARD OF COMMISSIONERS
APRIL 4, 1988
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, April 4, 1988, at 4:00 p.m.
There were present:
Mayor Stephen C. Ryan, Chairman presiding
Commissioner Robert E. Frank
Commissioner Sydney S. Soderberg
Commissioner Joseph A. Warner
comprising a quorum of the Board, also present:
Greg Bengtson, City Attorney
Robert K. Biles, City Clerk
Dennis M. Kissinger, City Manager

CITIZEN FORUM
Mayor Ryan read a written statement regarding the Recreational Center
project. In the statement Mayor Ryan discussed the process used in determining
the need for a recreational facility and emphasized the Commission's commitment
to the project.
Rodney Nitz, 2319 Meadow Lane; Ned and Gayle Rose, 311 Sunset
Drive; Karen Graves, 23 Crestview Drive; Dorothy Kennedy, 421 Wayne and
John Daniels, 603 Otto, spoke in favor of the Recreational Center project.
Several speakers emphasized the broad community support for the project as
demonstrated by the "Goals for Salina" and Recreational Center Task Force
proceedings. Others urged the City Commission to proceed with the project.
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the week of April 4 through 8, 1988 as "SALINA
VITA VOLUNTEER WEEK". The proclamation was read by W. 0. Brown, VITA
Volunteer.
(4.2) The Mayor proclaimed the month of April, 1988 as "CABLE TELEVISION
MONTH". The proclamation was read by Ken Kendall, Channel Six General
Manager.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting March 28, 1988
(6.2) Report on bids received March 31, 1988 for the sale of Golf Course
equipment.
(6.3) Report on bids received March 31, 1988 for two mid-size pickups for
the Water and Sewerage Department.
Moved by Commissioner Soderberg, seconded by Commissioner Warner
that only items 6.2 and 6.3 on the Consent Agenda be approved. Aye: (4) .

Commissioner Soderberg pointed to several corrections which are
necessary in the minutes of the Regular Meeting of March 28, 1988. Mr.
Kissinger indicated a corrected set of minutes of the March 28, 1988 meeting
would be on the April 11, 1988 agenda.

the recommendation of the City Planning Commission be accepted, that Zoning
Application 88-2 be approved, and that Ordinance Number 88-9241, an ordinance
providing for the amendment of Sections 42-252, 42-267, 42-282, 42-302, 42-317,
42-332 of the Salina Code by deleting the four (4) hour fire wall separation
requirement for group day care centers and substituting the Uniform Building
Code standard in Districts C-1, C-2, C-3, C-4, C-5 and C-6 and repealing the
existing Sections, be introduced for first reading. Aye: (4) . Nay: (0) .

Moved by Commissioner Soderberg, seconded by Commissioner Warner
that Ordinance Number 88-9242, providing for the amendment of Sections 42-347
and 42-348 of the Salina Code regarding the permitted and conditional uses in
District 1-1 and repealing the existing sections, be introduced for first reading.

Moved by Commissioner Soderberg, seconded by Commissioner Frank
that Ordinance Number 88-9243, providing for the amendment of Section 42-552
of the Salina Code regarding standards for required off-street parking and
repealing the existing section, be introduced for first reading. Aye: (4). Nay:
(0) . Motion adopted.
Moved by Commissioner Frank, seconded by Commissioner Soderberg
that Ordinance Number 88-9244, providing for the amendment of Section 42-597
of the Salina Code regarding the Board of Zoning Appeals and repealing the
existing section; and by adding Sections 42-597.1 and 42-597.2, be introduced
for first reading. Aye: (4). Nay: (0). Motion adopted.

that Ordinance Number 88-9245, providing for the amendment of Section 42-599
of the Salina Code regarding violations and penalties for failure to comply with
the provisions of Chapter 42 and repealing the existing section, be introduced
for first reading. Aye: (4). Nay: (0). Motion adopted.
ADMINISTRATION
(8.1) Second Reading Ordinance 88-9240, relating to use of the solid waste
disposal area for the City of Salina; authorizing use of the solid waste disposal
area for waste originating outside the county by permit; adding supplemental
provisions to Article IV, Chapter 34 of the Salina Code; amending Salina Code
Section 34-82 and repealing the existing section.
Moved by Commissioner Warner, seconded by Commissioner Frank that
Section 5 of Ordinance Number 88-9240, relating to use of the solid waste
disposal area for the City of Salina; authorizing use of the solid waste disposal
area for waste originating outside the county by permit; adding supplemental
provisions to Article IV, Chapter 34 of the Salina Code; amending Salina Code
Section 34-82 and repealing the existing section, be amended to read, "... Any
deviation from the source or nature shown on the permit .... ", and that
Ordinance 88-9240 be adopted as amended. Aye: Frank, Soderberg, Warner,
Ryan (4) . Nay: (0) . Commissioner Justus absent. Motion adopted.
(8.2) First Reading Ordinance 88-9246, amending Section 41-27 of the Salina
Code pertaining to unclaimed deposits, and repealing the existing section.
Moved by Commissioner Frank, seconded by Commissioner Soderberg
that Ordinance Number 88-9246, amending Section 41-27 of the Salina Code
pertaining to unclaimed deposits and repealing the existing section, be
introduced for first reading. Aye: (4) . Nay: (0) . Motion adopted.
Commission
(8.3) Salina Downtown, Inc. request for a $2,000 start-up grant and
permission to use public property for a Salina Farmers Market from the last
Saturday in June to the last Saturday in September.

that a $2,000 start-up grant be awarded to Salina Downtown, Inc. Aye: (4).

Chip Miller, representing the Salina Farmers Market Steering
Committee, discussed the organization of the board of directors for the Salina
farmer's market.
