05-02-1988 MinutesCommission 88-134 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MAY 2, 1988 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, May 2, 1988, at 4:00 p.m. There were present: Mayor Sydney Soderberg, Chairman presiding Commissioner Robert E. Frank Commissioner Vi Justus Commissioner Stephen C. Ryan Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, Deputy City Clerk Absent: Robert K. Biles, City Clerk CITIZEN FORUM Wilbur Davis, 317 West Jewell, asserted that the Interlocal Agreement between the City of Salina and Board of Education concerning the Department of Community Services had been extended to December 31, 1981, but that, in his view, the agreement had not been extended after that date, and was no longer in effect. AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of May 1 through 7, 1988 as "BE KIND TO ANIMALS WEEK." The proclamation was read by Betty Lambert. (4.2) The Mayor proclaimed the Week of May 8 through 14, 1988 as "SALINA NURSING HOME WEEK." The proclamation was read by Shirley Warnow, Activity Director for Windsor Estates Nursing Home. (4.3) The Mayor proclaimed the Week of May 1 through 7, 1988 as "LIFE UNDERWRITERS WEEK." The proclamation was read by Jean Boss, Secretary -Treasurer of Salina Life Underwriters. (4.4) The Mayor proclaimed Tuesday, May 3, 1988 as "NATIONAL TEACHER DAY." The proclamation was read by Sharon Spohn, Committee for Public Relations for Salina NEA. (4.5) The Mayor proclaimed the Month of May as "FOSTER PARENTS MONTH." The proclamation was read by Conee Brown, Foster Parent. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting April 25, 1988. None DEVELOPMENT BUSINESS Commission ADMINISTRATION (8.1) First Reading Ordinance Number 88-9249, repealing Sections 6-19, 6-131, 25-161, 25-162, 25-163, 25-164, 25-165 and 25-166 of the Salina Code, all related to the prohibition of obscenity. 88-135 Moved by Commissioner Justus, seconded by Commissioner Ryan that Ordinance Number 88-9249, repealing Sections 6-19, 6-131, 25-161, 25-162, 25-163, 25-164, 25-165 and 25-166 of the Salina Code, all related to the prohibition of obscenity, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.2) Discuss an appointment to the Salina Recreation Commission. 88-136 Moved by Commissioner Warner, seconded by Commissioner Justus that Ken Robison be appointed as the City of Salina representative on the Salina Recreation Commission to fill the unexpired term of Ray Snyder to June 30, 1989.
