CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
AUGUST 25, 1988
3:30 p.m.
The Special Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Thursday, August 25, 1988, at 3:30 p.m.
There were present:
Mayor Sydney Soderberg, Chairman presiding
Commissioner Robert E. Frank
Commissioner Vi Justus
Commissioner Stephen C. Ryan
Commissioner Joseph A. Warner
comprising a quorum of the Board, also present:
Greg Bengtson, City Attorney
Robert K. Biles, City Clerk
Dennis M. Kissinger, City Manager
Absent:
None
The Special Meeting was called for the following purposes:
1. Adopting Resolution Number 88-4001 authorizing application for Kansas
Department of Transportation Economic Development Grant Funds for the
Schilling Road / Interstate 135 Interchange and the Intersection of Schilling
Road and Ninth Street and repealing Resolution Number 88-4000.
2. Discussion of progress on the Smoky Hill River Development Project.

Department of Transportation Economic Development Grant Funds for the
Schilling Road / Interstate 135 Interchange and the Intersection of Schilling
Road and Ninth Street and repealing Resolution Number 88-4000.
Moved by Commissioner Frank, seconded by Commissioner Justus that
Resolution Number 88-4001, authorizing application for Kansas Department of
Transportation Economic Development Grant Funds for the Schilling Road /
Interstate 135 Interchange and the Intersection of Schilling Road and Ninth
Street and repealing Resolution Number 88-4000 be adopted. Aye: (5) . Nay:
(0) . Motion adopted.
2. Discussion of progress on the Smoky Hill River Development Project.
R. W. Bull, Chairman, introduced the members of the River
Development Study Committee in attendance: Bob Seim, Gary Rumsey, Ann
Siemers, J. Ned Jednoralski, Kim Brown, Donnie Marrs, Bev Konzem, Dennis
Clovis and Dean Boyer.
Mr. Bull asked Mr. Seim to discuss a possible plan for river development.
Mr. Seim presented drawings showing a river bed thirty feet wide holding three
feet of water from the river inlet to the Western Star Mill Dam. Mr. Seim
indicated approximately 130,000 cubic yards of silt would need to be removed
from the river and a desilting basin could be constructed to prevent further
siltation in the river. Mr. Seim estimated the project would cost $1,600,000 and
could take up to four years to complete.

Mr. Bull indicated the River Development Study Committee members felt they
needed direction from the City Commission before they proceeded further. Mr.
Bull also asked the City to begin work on gaining easements to private property
along the river, to set up a River Development Authority, to explore the
possibility of grants and to appoint an overall project coordinator on city staff.
City Attorney Bengtson and City Manager Kissinger indicated the scope of the
project would determine the types of easements required. Mr. Kissinger
suggested a letter to the property owners might be beneficial.
City Engineer Dean Boyer, related his discussions with the State of Kansas
regarding water rights. Mr. Boyer indicated the State had agreed that no
change from the current situation was necessary.
Mayor Soderberg asked city staff to outline areas for the river development
study committee which should be discussed next.
Moved by Commissioner Warner, seconded by Commissioner Ryan that
the Special Meeting of the Board of Commissioners be adjourned. Aye: (5).
Nay: (0). Motion adopted. The meeting adjourned at 5:05 p.m.

WAIVER OF NOTICE
FOR SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
We, the undersigned, being duly elected, qualified and acting City
Commissioners of the City of Salina, Kansas, do hereby request a special meeting
of the Board of Commissioners of the City of Salina, Kansas, on the 25th day of
August, 1988, at 3:30 p.m, for the purpose of considering the following:
1. Adopting Resolution Number 88-4001 authorizing application for Kansas
Department of Transportation Economic Development Grant Funds for
the Schilling Road / Interstate 135 Interchange and the Intersection of
Schilling Road and Ninth Street and repealing Resolution Number
88-4000.
