07-07-2014 Minutesr C r71 N N Z w N U 14-0188 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS July 7, 2014 4:00 p.m. The City Commission convened at 1:30 p.m. for Mobile Home Regulations, 2:45 p.m. for Budget: Personnel & Benefits Issues and at 3:45 p.m. for Citizens Forum. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Aaron Householter (presiding), Commissioners Jon R. Blanchard, Kaye J. Crawford, Randall R. Hardy, and Barbara V. Shirley. Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks, City Clerk. AWARDS AND PROCLAMATIONS None. CITIZEN FORUM None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public hearing and report on amended Petition No. 4365 (filed by George Stein, President of SCR, Inc.), requesting the vacation of a portion of a 7 foot east -west utility easement running along the South 7 feet of Lot 12, Block 1 of the Holiday Addition and the vacation of a portion of the 7 foot east -west utility easement, which occupies the North 7 feet of Lot 15, Block 1 of the Holiday Addition. Dean Andrew, Director of Planning, explained the recommended action to continue the public hearing one week to allow potentially affected public and franchise utilities time to submit their comments. Moved by Commissioner Hardy, seconded by Commissioner Blanchard, that the public hearing on this vacation be continued one week to allow potentially affected public and franchise utilities time to submit their comments. Aye: (5). Nay: (0). Motion carried. CONSENT AGENDA (6.1) Approve minutes of June 23, 2014. (6.2) Authorize the City Manager to sell the 2006 -Ford 6 -liter diesel ambulance (unit #486) to Arrow Manufacturing for $8,000. (6.3) Authorize the purchase and installation of twenty valve actuators at the Water Treatment Plant Filter Building from Mellen & Associates, Inc. in the amount of $43,932. (6.4) Authorize the Mayor to execute a specialty contractor agreement for Laboratory Support - Delineation of Plume D to ALS Environmental, in an amount not to exceed Page 1 N z a LU 02 14-0V9 D 0 0 U 14-0190 F' 1 $3,313; a specialty contractor agreement for Surveying Support,- Delineation of Plume D to Kaw Valley Engineering, in an amount not to exceed $2,850; and a specialty contractor agreement for Drilling Support - Delineation of Plume D to Plains Environmental Services in an amount not to exceed $53,813 and reject the bid for Waste Disposal Support - Delineation of Plume D from Environmental Management. Commissioner Blanchard requested that Item 6.2 be removed from the consent agenda. Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to approve the consent agenda as presented less item 6.2. Aye: (5). Nay: (0). Motion carried. (6.2) Authorize the City Manager to sell the 2006 Ford 6 -liter diesel ambulance to Arrow Manufacturing for $8,000. Chief Larry Mullikin explained the condition of the ambulance and reason for selling. Commissioner Blanchard asked if staff knows what is wrong with the vehicle and how much a comparable vehicle would cost new if purchased today. Chief Mullikin responded. Commissioner Blanchard asked if equipment is removed from the unit prior to selling and if there is more value in the unit than the amount currently offered. Chief Mullikin responded. Jason Gage, City Manager, asked how many miles or current idle time is on the unit. Chief Mullikin responded. A conversation ensued between Chief Mullikin, Mr. Gage and the Commission regarding the proper disposal method, potential to refurbish, the value of a used ambulance versus a new ambulance. Commissioner Blanchard asked who the Arrow Manufacturing company is and if staff has offered the unit to Weis Fire & Safety in Salina. Chief Mullikin responded. Commissioner Blanchard asked what will happen to the unit if we do not act on it today. Chief Mullikin and Mr. Gage responded. Commissioner Shirley asked if we are now short one ambulance with this unit not operable. Chief Mullikin responded. Commissioner Blanchard felt the need to look at the disposal of the old unit at the time of purchasing a new unit. Mr. Gage and Chief Mullikin responded. Moved by Commissioner Blanchard, seconded by Commissioner Shirley, to authorize City Manager to sell ambulance (unit #486) for an acceptable price to a private company or individual. Aye: (5). Nay: (0). Motion carried. ADMINISTRATION None. DEVELOPMENT BUSINESS None. OTHER BUSINESS Commissioner Hardy announced a new bicycle program at K -State University -Salina and if Page 2 N N Z W U 14-0191 we can look at the Bicycle Master Plan to see if K -State University -Salina is included in the plan. Jason Gage, City Manager, responded. A conversation ensued between Mr. Gage and the Commission regarding addition of trails, funding and ability to use the City -Go buses to get into town then utilize the sidewalks. Commissioner Hardy provided information on a new ordinance passed in Chanute regarding the need for a prescription in order to get pseudoephedrine and if it is beneficial in Salina to pass a similar ordinance. A conversation ensued between Mr. Gage and the Commission regarding the availability to citizens, the affect on the pharmacies in town, the current law and the convenience to citizens. The City Commissioners provided their thoughts on the need for staff to look into a possible ordinance. Mayor Householter wanted to thank the city and county staff for all their hard work on Skyfire and asked if staff can implement a temporary speed limit for a specific event. Mr. Gage responded.
