Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager; Greg
Bengtson, City Attorney; and Shandi Wicks, City Clerk.
AND PROCLAMATIONS
1) The day of May 24, 2014 as "Poppy Day' in the city of Salina. Sue Herman, Vice -President,
American Legion Auxiliary, read the proclamation.
(3.2) The week of May 18-24, 2014 as "National Public Works Week" in the city of Salina. Justin
Burch with the Public Works Department read the proclamation.
CITIZEN FORUM
• None.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public hearing and report on Petition No. 4364 (filed by Jean Alan Fankhauser Trust and
Dean P. Fankhauser Trust, owners of the former East Iron Dillons Store property),
requesting the vacation of a 10 foot east -west alley located on the North 10 ft of Lot 103 on
' Second Street in the Original Town of Salina, Saline County, Kansas.
Dean Andrew, Director of Planning, explained the current request, affected public and
franchise utilities and recommended action.
14-0148 Moved by Commissioner Blanchard, seconded by Commissioner Crawford, to postpone
consideration and continue the public hearing to the June 2, 2014 meeting to allow additional time
to address AT & T's concerns. Aye: (5). Nay: (0). Motion carried.
CONSENT AGENDA
(6.1) Approve minutes of May 12, 2014.
(6.2) Resolution No. 14-7104 authorizing the Mayor to execute a First Amendment to the
Architect Agreement with Convergence Design LLC.
(6.3) Authorize the Mayor to sign a Kansas Department of Transportation (KDOT) Local Off -
System Bridge funding request for the Greeley Avenue Bridge, City Project No. 08-2709.
• (6.4) Authorize the Mayor to sign the Non -Federal -Aid Agreement for construction engineering
inspection services for the Ninth Street and Cloud Street Intersection Improvements.

• (6.5) Resolution No. 14-7103 for concurrence of award of contract for the Ninth Street and Cloud
Street Intersection Improvements, Project No. 11-2872 (KDOT Project No. 85 U-0066-01).
(6.6) Authorize the Mayor to sign an agreement for cost-sharing of Digital Orthographic (Aerial)
Pictometry Imagery and software with Saline County.

Dan Stack, City Engineer, explained the funding request and project scope.
Commissioner Hardy asked what the traffic count has been in the past on Greeley Bridge.
Commissioner Blanchard and Mr. Stack responded.
Commissioner Crawford asked what the potential was in receiving the funding. Mr. Stack
responded.

sign a Kansas Department of Transportation (KDOT) Local Off -System Bridge funding request for
Greely Avenue Bridge, City Project No. 08-2709. Aye: (5). Nay: (0). Motion carried.

' Commissioner Crawford noted that she attended the funeral of a former City of Lawrence
Human Relations Director and wanted to provide information on his son's community
involvement.
Commissioner Blanchard asked what events are planned in the community for Memorial
Day. Commissioner Shirley and Commissioner Crawford responded.
