The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, December 19, 1988, at 4:00
p.m.

the recommendation of the City Engineer be accepted and that the contract be
awarded to Frank Construction Company in the amount of $27,220.00. Aye:

DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Urban Renewal
Application 88-1, filed by John Irwin, Jr., for the approval of a site
development plan for property in the Northeast Industrial Park, be approved.
Moved by Commissioner Ryan, seconded by Commissioner Warner that
the recommendation of the City Planning Commission be accepted and that Urban
Renewal Application 88-1 be approved. Aye: (5) . Nay: (0) . Motion adopted.
(7.2) Ordinance Number 88-9295, annexing certain property to the City of
Salina. (Approximately 80 acres in SJSEJ 3-15-3 at the Northwest corner of
Centennial and Water Well Roads - Airport Industrial Center Subdivision)
[Consider this ordinance for adoption on second reading]
Tim Rogers, Salina Airport Authority, reviewed the scope of the
Airport Industrial Development project and the progress achieved to date. Mr.
Rogers expressed his appreciation for the efforts made by City officials, the
Chamber of Commerce and the Kansas Department of Commerce in the recruitment
of prospects.

Ordinance Number 88-9295, annexing certain property to the City of Salina be
adopted. Aye: Frank, Justus, Ryan, Warner, Soderberg (5). Nay: (0).

(7.3) Recommendation from the City Planning Commission that Plat
Application 88-5, filed by the Salina Airport Authority for approval of the final
plat of Airport Industrial Center Subdivision, be approved and the Mayor be
authorized to sign the final plat.

and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof, be adopted. Aye: Frank,

(7.5) Ordinance Number 88-9298, amending Chapter 2, Article X of the
Salina Code by amending Sections 2-206, 2-207, 2-209 pertaining to the Salina
Business Improvement District Number 1 Design Review Board, and repealing the
existing sections. [Consider introduction of this ordinance for first reading]
Roy Dudark, Director of Planning and Community Development,
outlined the changes proposed by this ordinance.
Judy Ewalt, Salina Downtown, Inc., indicated the ordinance will
streamline the process for design reviews.

perpetuity in conjunction with the Ohio Street Improvement Project (Engineering
Project 88-760), pursuant to K.S.A. Chapter 26, and amendments thereto, as the
same relates to condemnation by cities and further pursuant to Resolution
Number 88-4028 of the City of Salina, Kansas. [Consider this ordinance for
adoption on second reading]

(8.9) Resolution Number 88-4042, authorizing the Mayor of the City of
Salina, Kansas, to execute a special warranty deed conveying to Elmer
Rottinghouse or his designee, certain real estate pursuant to a lease dated April
1, 1980.

Resolution Number 88-4042, authorizing the Mayor of the City of Salina, Kansas,
to execute a special warranty deed conveying to Elmer Rottinghouse or his
designee, certain real estate pursuant to a lease dated April 1, 1980, be
adopted. Aye: (5) . Nay: (0) . Motion adopted.
(8.10) Disposition of properties purchased at the December 6, Tax Sale.
Bob Biles, Director of Finance, reported on the tax sale and presented
a series of recommendations from City staff on the disposition of the lots
acquired.
William Miller, 828 South Eighth, asked whether lots 12 through 16,
Block 5, Meyer Addition, were for sale. Mr. Kissinger indicated these were
being held back until the Parks and Recreation Advisory Board could review the
suitability of the lots for a neighborhood park.
Tim Howison, 721 Neal, asked what would be the City's position on the
petitioning of street and utility improvements. Mr. Kissinger stated the City
would not initiate improvements.

(8.11) Consideration of a request from the River Development Study
Committee for authorization to proceed with 1989 budgeted funds for a "pilot"
project cleaning up a portion of the river.
Mr. Kissinger indicated the River Development Study Committee had
asked for the authorization to begin using budgeted 1989 funds for a pilot)
project.
Commission
Ben Sellers, Kathryn Perney and Donnie Marrs, members of the River
Development Study Committee, discussed the scope of the pilot project and the
number of questions they hoped to resolve through the pilot project.
Mayor Soderberg expressed the Commission's appreciation for the
amount of work the members of the River Development Study Committee had
already put into the project.

the 1989 allocation of $100,000 for river development be released for use by the
River Development Study Committee. Aye: (5) . Nay: (0) . Motion adopted.
OTHER BUSINESS
The Mayor announced there will not be a City Commission meeting on
December 26, 1988 and January 2, 1989 because of the holidays.
