The Special Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, January 30, 1989, at 4:00 p.m. for
the purpose of considering the following:

(8.10) Recommendation from the Salina Fire Department that the purchase of a
1988 Red Delta 88 Olds from Waddell's for a trade price of $12,960 be authorized.
(8.11) Recommendation from the Parks and Recreation Advisory Board that
the City Commission approve the list of 1989 Capital Improvement Projects and
equipment for the Park Division in the amount of $150,000, and the Recreation
Division in the amount of $183,112.
(8.12) Presentation by Karen Graves, Co -Chair of Goals for Salina, regarding
application for 1989 All-American City Program for the City of Salina.
(8.13) Presentation of the Fox Theatre Report by representatives of the

George Toland,

said the City does not have a good
record of taking care of
its ceremonial
trees. He suggested
the person at
St. John's Military School
who takes such
excellent care of all
their trees and
especially their ceremonial
trees should
be appointed to the
Tree Advisory
Board. Mr. Toland expressed his dismay at the removal of
a 100 -year-old

cottonwood tree which formerly stood in Bill Burke Park. Mr. Toland said he
checked with six people from the Park Department and the City Forester and no
one knew anything about the tree being cut. He said there are 3 or 4 Salina
citizens saddened because of the loss of the majestic tree.
Mayor Soderberg said she doesn't have any answers this afternoon
about the tree, but that the City Commission will check into the matter. She
thanked him for bringing it to their attention.

Police Chief, John Woody, expressed his appreciation to these

(4.4) The Mayor proclaimed the week of February 5 through 11, 1989 as

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
Mayor Soderberg asked Judy Ewalt, Director of Salina Downtown, Inc.
to complete the annual report of the Salina Business Improvement District which
she started during the pre -commission meeting.
Judy Ewalt, Director of Salina Downtown, Inc., completed her report.
Ann Knowles, 2856 West State Street Road, said the area needs to be
recognized as a mixed use area in the city's economic development.
Bob Constable, rural Salina, thanked the City Commission for its
financial support and asked the City Commission to renew its financial
commitment for an additional three years.

Mayor Soderberg said the City Commission will consider this project at
budget time during June or July.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting January 23, 1989.
Commissioner Justus asked that the Minutes be corrected to reflect
that the projects reported by John Birchell, Saline County Community
Corrections Board, are proposed projects.
Mayor Soderberg asked that Resolutions relating to staff and
Commission appointments to boards and commissions be reviewed by the
Commissioners prior to adoption in the future. She said there is a correction in
the resolution making appointments to the Saline County Community Corrections
Board. The resolution should appoint Dr. Don Olsen.

providing for the rezoning of certain property within the City and prescribing

(7.5) Resolution Number 89-4056, establishing an "Economic Development
Revolving Loan Fund Plan" in the initial amount of $181,700.
Roy Dudark explained how this fund will capitalize the City's revolving
loan plan which was in effect previously and how the fund will benefit the
program.
Gerald Cook, Salina Area Chamber of Commerce asked the City
Commission for favorable consideration of this resolution to establish this fund.
The Commissioners and staff discussed the terms of the plan and the
membership of the Area Economic Development Council and Loan Review
Committee.
Commissioner Justus asked for a specified date to be established for
the report to be filed.
Mr. Dudark said the report will be done annually and suggested it be
completed during the first quarter.

Greg Bengtson, City Attorney, reported on the status of the Revels,
Inc. Community Development Block Grant. He said there is no exposure or
potential liability from the City standpoint for obligations surrounding this
project. He said the city has arranged for the property to be listed for sale on
the market and for a professional appraisal of the building. He reported the
City is on track pursuing its interest in the building. The money recovered
from the sale of the building will be used to defer any City expenses and the
balance of the funds, under these circumstances, will be returned to the State
to continue their program.

fees, amending Section 8-36 of the Salina Code and repealing the existing

Dennis Kissinger, City Manager, discussed the codes and explained
that the City is just updating to the current edition of the separate codes, but
that the fees and permits will remain on a 1982 fee schedule until budget time
when they will be considered for adjustment.
Mike Peterson, Building Inspector, said there are no major changes in
the codes except for hazardous material methodology.

Dennis Kissinger, City Manager, explained the National Fire Code
a companion document to the other building codes introduced for first
earlier in the meeting. He said Gerald Cook of the Chamber of
agreed to have an informational meeting to inform the public about this

With the consent of the Commissioners, Mayor Soderberg moved items
8.12 and 8.13 up on the agenda to be considered at this time.
(8.12) Presentation by Karen Graves, Co -Chair of Goals for Salina, regarding
application for 1989 All-American City Program for the City of Salina.
Karen Graves, 23 Crestview Drive, said that because of the successful
Goals for Salina process, an opportunity exists to apply to the All-American City
award committee of the National Civic League. She explained that Hutchinson
was designated an All-American City last year because of a tree planting in a
downtown revitalization project. She explained that the Goals for Salina Project
is very suitable to this award because of the citizen participation, community
leadership, long term view, government performance, volunteerism and
philanthropy, group interaction, civic education and community vision of pride.
Ann Knowles, Co chair with Peter Brown of the Implementing Task
Force, said of the 57 prime objectives, 28 are complete because of the
cooperation between the Chamber of Commerce and the City. She said 25 are in
the process or are under consideration.
Mrs. Graves asked the blessing of the City Commission and the use of
Peter Brown's time and for the filing fee of $350.00
The City Commission gave its blessing for this project.
(8.13) Presentation of the Fox Theatre Report by representatives of the
Salina Area Chamber of Commerce.
Thomas Wilson, Salina Area Chamber of Commerce representative, said
the City asked the Chamber to review the use of the Fox Theatre and report
back to the City Commission. He said the committee met every week for two
months and that the committee concluded: the best use of the building would be
a multi-purpose auditorium for visual and performing arts, public and private
assembly, business presentations, public award ceremonies, religious speakers
and school programs. He said there is significant public interest in the Fox
Theatre and inherent value as an intermediate performing art facility. He said
every effort should be made to retain the structure and several groups have
shown interest in the use of a renovated facility. He explained that there will
be significant expense in renovation and upkeep and proposed that the City
accept the building as a gift to prevent the building from being destroyed,
maintain the theatre at its present status, and then form a committee to study
the needed improvement and explore options for public and personal financing.
He suggested that if there is not adequate public financial support for the
project, that the building should be offered for private enterprise or destroyed.
Mayor Soderberg thanked the Committee for their hard work and
excellent report. The City Commission instructed staff to review the report and
then report back to the City Commission with its recommendations.

(8.10) Recommendation from the Salina Fire Department that the purchase of a
1988 Red Delta 88 Olds from Waddell's for a, trade price of $12,960 be authorized.
(8.11) Recommendation from the Parks and Recreation Advisory Board that
the City Commission approve the list of 1989 Capital Improvement Projects and
equipment for the Park Division in the amount of $150,000, and the Recreation
Division in the amount of $183,112.
