02-06-1989 MinutesAction 89-049 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS FEBRUARY 6, 1989 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, February 6, 1989, at 4:00 p.m. There were present: Mayor Sydney Soderberg, Chairman presiding Commissioner Robert E. Frank Commissioner Vi Justus Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk Absent: Commissioner Stephen C. Ryan Mayor Soderberg thanked Cable TV Channel 6 for telecasting the City Commission meetings. She suggested that citizens who have any comments about the telecasts may also call Cable TV Channel 6. Mayor Soderberg asked the City Manager for a status report on city activities due to the bitter cold weather during the past week. Dennis Kissinger, City Manager, reported on the extraordinary activities of the departments during the bitter cold and snow of the past week. None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of February 12 through 18, 1989 as "VOCATIONAL EDUCATION WEEK." The proclamation was read by Gail Young, Jr. and Katrina Freeman, Salina Area Vo -Tech Students. (4.2) The Mayor proclaimed the Month of February, 1989 as "NATIONAL AMBUCS MONTH." The proclamation was read by Lindy Lorensen, District Governor of this district of AMBUCS. (4.3) The Mayor proclaimed the Month of February, 1989 as "AMERICAN HISTORY MONTH." The proclamation was read by Doris Wyatt, Chairman of American History Committee of the Mary Wade Strother Chapter of the Daughters of the American Revolution. (8.10) Resolution 89-4058, from the Kansas Department of Transportation, asking for City concurrence in awarding the contract to B 8 W Electrical Contractors, Inc. to install upgraded traffic signals at the intersection of Crawford and Front Streets. Dennis Kissinger, City Manager, explained that this contract is to upgrade the traffic signals at Crawford and Front with crossarms in preparation for the Crawford Street widening. Dean Boyer, City Engineer, and the Commissioners discussed other aspects of the project. Moved by Commissioner Warner, seconded by Commissioner Justus that Resolution 89-4058, from the Kansas Department of Transportation, asking for City concurrence in awarding the contract to B 8 W Electrical Contractors, Inc. to install upgraded traffic signals at the intersection of Crawford and Front Streets, be adopted. (8.11) Resolution 89-4059, authorizing the Mayor to execute an assignment of the lease between the City of Salina and CPV Health Care Center, Inc., dated as of October 1, 1988, to Bank IV Wichita, N.A., Wichita, Kansas, Trustee; and a notice of such lease and its assignment. Greg Bengtson, City Attorney, reviewed the original lease and the assignment of the lease approved last October of the nursing home facility. Attorney. The Commissioners discussed the terms of the lease with the City Action 89-060 89-061 89-062 Moved by Commissioner Frank, seconded by Commissioner Justus that Resolution 89-4059, authorizing the Mayor to execute an assignment of the lease between the City of Salina and CPV Health Care Center, Inc., dated as of October 1, 1988, to Bank IV Wichita, N.A., Wichita, Kansas, Trustee; and a notice of such lease and its assignment, be adopted. Aye: (4) . Nay: (0) . Motion adopted. (8.12) Request for reappropriation of unspent 1988 Museum funds for exhibit and gallery planning at the Smoky Hill Museum. Dennis Kissinger, City Manager, explained that from time to time projects are scheduled, but are unable to be completed in that budget year. This is such a project. Tom Pfannenstiel, Director of the Smoky Hill Museum, explained that the staff began the development of long-range plans for the exhibit and gallery space at the Museum some time ago. The initial part of the project includes contracting for services with a professional exhibit and gallery planning firm to conduct a site visit and provide a full report and recommendations. He discussed the need of a professional firm to help assess the needs and collections for a permanent first floor exhibit. Moved by Commissioner Frank, seconded by Commissioner Justus that a transfer of up to $3,000 from the 1989 Contingency Account to the Museum Professional Service budget account for 1989 for use in the Museum exhibit and gallery planning and construction project be approved. Aye: (4). Nay: (0). Motion adopted. (8.13) Consideration of a request from the Salina Housing Authority regarding the City's participation in the Saline County Family Transitional Housing Program. Abner Purney, Executive Director of the Salina Housing Authority, discussed the activities of the Task Force for Homeless and Hungry to establish a program to help homeless families. He asked for $3,000 to pay for the maintenance, operation and utilities for one house for one year. He explained that administration of the program and the house will be provided by Emergency Aid / Emergency Food Bank, Inc., and the Salina Housing Authority. He explained the City will not have any further responsibilities. Moved by Commissioner Frank, seconded by Commissioner Warner that a transfer of $3,000 of 1989 Contingency Funds for disbursement to the Salina Housing Authority for the Family Transitional Housing Program be approved, and that the City Manager be directed to prepare and transmit a letter of understanding outlining the program's details to the Salina Housing Authority, and that the Salina Housing Authority be required to submit a report at the end of the pilot program describing the services provided. Christian, Vice President, Sister Mary Lou Roberts, Marlene McKie, Sheryl Eisen, Bob Lay, Mary Lou Odle from the Extension Office. OTHER BUSINESS Commissioner Warner announced that the handicapped accessibility meeting will be held Tuesday, February 7th at 7 p.m. at the Presbyterian Manor. Commissioner Warner asked about the information to be included on the Charter Ordinance 25 Question ballot on February 28th. Greg Bengtson, City Attorney, reviewed the process he and the County Election Officer used to determine the explanation to appear on the ballot. Mayor Soderberg asked the Commissioners to discuss the options open for informal meetings between the City Commissioners and the citizens. Action 89-063 Peter Brown, reported on a number of options from reports he received from other cities. The Commissioners and staff discussed several options. The City Commissioners then decided they would work out the details with staff. Commissioner Warner expressed appreciation to department heads for the Employee Appreciation Breakfast held Friday, February 3, at the Bicentennial Center. He considered it to be a success.
