REGULAR MEETING OF THE BOARD OF COMMISSIONERS
MAY 1, 1989

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, May 1, 1989, at 4:00 p.m.
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of May 1 through 6, 1989 as
"EXCEPTIONAL CHILDREN'S WEEK IN SALINA." The proclamation was read by
Sheryl Gansel, President Elect of Wheat State Chapter of Council of Exceptional
Children.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting April 24, 1989.
Moved by Commissioner Ryan, seconded by Commissioner Frank that
the Consent Agenda be approved. Aye: (4) . Nay: (0) . Motion adopted.

DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Report on bids received April 27, 1989 for Engineering Project 89-782
for joint and crack sealing work on various streets. [Award the contract to
Ballou Construction Company, Inc. in the amount of $67,925.00]
Dean Boyer, Director of Utilities, reviewed the project.

the recommendation of the City Engineer be accepted and that the contract for
Engineering Project 89-782 be awarded to Ballou Construction Company, Inc. in
the amount of $67,925.00. Aye: (4) . Nay: (0) . Motion adopted.
(8.2) Report on bids received April 27, 1989 for 3 pickup trucks and a
trailer mounted vacuum manhole cleaner. [Award the contracts as recommended]

Dean Boyer, Director of Utilities, explained the staff recommendations.
Moved by Commissioner Frank, seconded by Commissioner Ryan that
the contract for the three trucks be awarded to Long -McArthur, Inc. in the
amount of $34,901.95 with trade, and Key Equipment and Supply Company for
the trailer mounted vacuum in the amount of $32,240.00. Aye: (4). Nay: (0).
Motion adopted.
(8.3) Request for Police Department funding for continuing participation in
the Governor's "Toward a Drug Free Kansas Criminal Justice Grant Program."
Dennis Kissinger, City Manager, said it has been a successful program
in conjunction with the Saline County Sheriff, Saline County Attorney and the
Salina Police Department.
Moved by Commissioner Ryan, seconded by Commissioner Frank that
the request of the Police Department be approved, that funding for participation
in the Governor's "Toward a Drug Free Kansas" Criminal Justice Grant program
be approved from the Contingency Fund with $7,500 from the 1989 budget and
$7,500 from the 1990 budget. Aye: (4) . Nay: (0) . Motion adopted.

Mayor Warner asked Jim Gile to report on the North Salina Cleanup
day.
Jim Gile, 650 Rockview Road, reported that the North Salina Cleanup
day was very successful.
Commissioner Frank thanked Jim and the North Salina Businessmen's
Association for a job well done.
Commissioner Frank said Senator Ben Vidricksen deserves public
recognition for his approval of the "Road Bill."
Commissioner Beggs suggested that Salina be more concerned about
precluding the litter problem, rather than clean it up after it is litter.
Commissioner Frank reported that one person appeared at the
"Commissioner's Listening Post."
