05-08-1989 MinutesAction CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MAY 8, 1989 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, May 8, 1989, at 4:00 p.m. There were present: Mayor Joseph A. Warner, Chairman presiding Commissioner Carol E. Beggs Commissioner John Divine Commissioner Robert E. Frank Commissioner Stephen C. Ryan comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk Absent: None CITIZEN FORUM Ben Vidricksen, Vaughn Hoffineier and Ben Frick, north Salina Businessmen, expressed their concern over the detour route chosen for traffic during the Broadway Overpass construction. They suggested alternative streets to handle the traffic and asked to meet with City staff. AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of May 7 through 13, 1989 as "BE KIND TO ANIMALS WEEK." The proclamation was read by Betty Lambert, Treasurer of the Saline County Humane Association. (4.2) The Mayor proclaimed the Week of May 7 through 13, 1989 as " 'JUST SAY NO' WEEK." The proclamation was read by Representative of the Hawthorne Bulldogs "Just Say No" Club, Kay Rickard. (4.3) The Mayor proclaimed Tuesday, May 9, 1989 as "NATIONAL TEACHER DAY." The proclamation was read by Karol Mobley, Co -Chair and President of Salina NEA. (4.4) The Mayor proclaimed the Week of May 14 through 20, 1989 as "SALINA NURSING HOME WEEK." The proclamation was read by Commissioner Robert Frank for Shirley Warnow, Windsor Estates Activities Director. (4.5) The Mayor proclaimed Monday, May 15, 1989 as "PEACE OFFICER MEMORIAL DAY." The proclamation was read by Police Chaplain Holly Lienhard. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting May 1, 1989. (6.2) Authorize the City Clerk to issue a Surety on Bail Bond License for Lana L. Jurczewsky, agent for B and K Bonding. 89-166R Moved by Commissioner Ryan, seconded by Commissioner Beggs that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. Action 89-167 89-168 DEVELOPMENT BUSINESS (7.1) Ordinance Number 87-9219, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof. [Consider this ordinance for second reading] [Z87-13, filed by Max McClintock - Security Savings and Loan - Peoples Heritage for the rezoning of Lots 1, 11, 12, 13, 14, 15, 16, 17, 18, Block 8, Wallerius Addition to District R-2, Multiple -Family Residential] Roy Dudark, Director of Planning and Community Development, reviewed the application and explained that there has been a change in the Zoning Ordinance and that the platting requirement has been removed. Moved by Commissioner Frank, seconded by Commissioner Divine that Ordinance Number 87-9219, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property and prescribing the proper uses thereof, be adopted. Aye: Beggs, Divine, Frank, Ryan, Warner (5) . Nay: (0) . Motion adopted. None ADMINISTRATION OTHER BUSINESS Mayor Warner announced that Salina is one of the All America Cities finalists. The announcement will be made at a banquet in Chicago Saturday evening. Mayor Warner announced that the Regular Meeting of May 15, 1989 will be at 7:00 p.m. at the Friendship Center in Centennial Park. ADJOURNMENT Moved by Commissioner Ryan, seconded by Commissioner Divine that the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0) . Motion adopted.
