06-19-1989 MinutesCommission 89-210 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JUNE 19, 1989 7:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, June 19, 1989, at 7:00 p.m. There were present: Mayor Joseph A. Warner, Chairman presiding Commissioner Carol E. Beggs Commissioner John Divine Commissioner Robert E. Frank Commissioner Stephen C. Ryan comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk Absent: None A. General None CITIZEN FORUM B. Suggestions, comments and recommendations on the 1990 budget None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of June 19 through 25, 1989 as "AMATEUR RADIO OPERATORS WEEK." The proclamation was read by John Morris, President, Central Kansas Amateur Radio Club and Public Information Officer, Kansas Section, American Radio Relay League. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting June 5, 1989. None DEVELOPMENT BUSINESS Commission 89-211 89-212 89-213 89-214 89-215 ADMINISTRATION (8.1) Second Reading Ordinance Number 89-9324, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of street and utility improvements in Engineering Projects 88-763 and 88-764. Moved by Commissioner Divine, seconded by Commissioner Frank that Ordinance Number 89-9324, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of street and utility improvements in Engineering Projects 88-763 and 88-764, be adopted. (8.2) Second Reading Ordinance Number 89-9325, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of sidewalk improvements in Engineering Project 88-765. Moved by Commissioner Ryan, seconded by Commissioner Beggs that Ordinance Number 89-9325, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of sidewalk improvements in Engineering Project 88-765, be adopted. Aye: Beggs, Divine, Frank, Ryan, Warner (5) . Nay: (0) . Motion adopted. (8.3) City Engineer reports on the validity of Petition Number 3970 filed by Darwin D. Dent for street and utility improvements on Republic Avenue in Meyer Addition. [City Engineer files a feasibility report on the improvements] Dean Boyer, City Engineer, reviewed the petition for improvements. Moved by Commissioner Frank, seconded by Commissioner Divine that the Engineer's report and feasibility report be accepted as filed. Aye: (5) . Nay: (0) . Motion adopted. (8.4) Petition Number 3972, filed by Jarold and Barbara Pickering for the vacation of the North 6' of Lot 1 and the remainder of Lot 2, Block 9, Pacific Addition. [Refer to the City Engineer for a recommendation] Moved by Commissioner Ryan, seconded by Commissioner Beggs that Petition Number 3972, filed by Jarold and Barbara Pickering, be referred to the City Engineer for a recommendation. (8.5) Petition Number 3973, filed by members of the Grand Avenue United Methodist Church, 304 West Grand, requesting that the City Commission vote against the City of Salina obtaining a liquor license in order to serve or sell liquor at the Bicentennial Center or on any other City -owned premises. The petition also requested that the Commissioners vote against all measures that promote the sale and consumption of alcohol in the City of Salina. Ernest Cole, 153 South Front, asked the City Commissioners to set a policy against encouraging people to drink alcohol. The Commissioners took no formal action, but took the petition under advisement. (8.6) Petition Number 3974 was filed by Bank IV, Salina, for the curbing, guttering, paving, grading, storm sewer, water main and service, lateral sanitary sewer improvements to serve certain lots in Mariposa Addition. [ Refer the petition to the City Engineer for a report] Moved by Commissioner Ryan, seconded by Commissioner Divine that Petition Number 3974, filed by Bank IV for certain street and utility improvements in Mariposa Addition be referred to the City Engineer for a report. Aye: (5). Nay: (0). Motion adopted. Commission 89-216 (8.7) Request by the Salina Human Relations Commission for $3,000 to help fund the Ethnic Festival. Cynthia Laughman, Salina Human Relations Commissioner, presented the Human Relations Commission's request for $3,000 to help fund the Ethnic Festival. She explained they are expecting 10 to 15 groups to participate in the festival this year with food, music and dancing. The City Commissioners and Ms. Laughman discussed the details of the request. The City Commissioners encouraged private funding participation. Dennis Kissinger, City Manager, suggested that perhaps using in-house talent and materials from City departments, especially Parks and Recreation, may help defray some of the costs. Moved by Commissioner Divine, seconded by Commissioner Beggs that the Human Relations Commission come to the City Commission again in July with a detailed report of the planned activities, the groups attending, the number of people expected and the amount of private funds raised. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS Mayor Warner recognized and welcomed the Scout Leader and Scouts of Troop 3, who are working on their "Citizenship in the Community" merit badge.
