03-24-2014 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS March 24, 2014 4:00 p.m. N Z The City Commission convened in study session at 2:30 p.m. for East Iron Avenue Reconstruction Concept and at 3:45 p.m. for Citizens Forum. 8 The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, ' City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of 3 silence. Those present and comprising a quorum: Mayor Barbara V. Shirley (presiding), Commissioners Jon R. Blanchard, Kaye J. Crawford, Randall R. Hardy, and Aaron Householter. Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager; Greg Bengtson, City Attorney; and Miki Orr-Muths, Administrative Assistant. DS AND PROCLAMATIONS The day of April 1, 2014 as "National Service Recognition Day" in the city of Salina. Nancy Klostermever, Director RSVP Saline County, read the proclamation. FORUM None. HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (6.1) Approve the minutes of March 17, 2014. ' (6.2) Authorize purchase of one wastewater pump for Wastewater Collection from Environmental & Process Systems, Inc., in the amount of $26,710. (6.3) Consider Resolution No. 14-7086 authorizing an agreement with Assurance Partners, LLC, to provide insurance broker services. (6.4) Consider acceptance of public utility easement dedications from the Salina Airport Authority and Veris Technologies, Inc. 14-0084 Moved by Commissioner Householter, seconded by Commissioner Blanchard, to approve the consent agenda as presented. Aye: (5). Nay: (0). Motion carried. ADMINISTRATION (7.1) Approve the project scope for the Iron Avenue Reconstruction, Project No. 13-3008. Dan Stack, City Engineer, explained the project scope, comprehensive plan factors, budget and recommended action. Commissioner Householter asked for lighting clarification and stated staff designed a nice gateway street into the downtown area. Mr. Stack replied. Commissioner Blanchard asked if an art component for the Iron Avenue Reconstruction Project could be added indicating a gateway into the downtown area without adding cost to the project. Commissioner Blanchard stated that Salina Downtown's strategic plan ' includes creating gateways into the four (4) entries of the downtown area. Mr. Stack and Jason Gage, City Manager, replied. Commissioner Householter stated that he liked the gateway idea and that it should be well planned. He encouraged including a design element. Mr. Gage responded. Commissioner Crawford stated she would like to accept the current project as presented and look at the gateways for the downtown at a later date. Mr. Gage asked Mr. Stack to review the project for areas that could be eliminated in order to include the gateway element. Mr. Hardy stated he agreed with Commissioner Crawford with going forward with the project as presented with the option to add an art component. Mr. Gage responded. Brad Anderson, Director of Arts and Humanities, explained several options that signify a Page 1 gateway entry without incurring a significant change to the budget. Mr. Anderson asked for direction on the amount that would be designated for the art component. Mr. Gage stated that if a design element would be included, the bidding process for the project would need to be moved to a later date and the project would start in 2015. He z asked Mr. Stack to clarify the time frame of the project and the best time to ask for bids. Mr. w Stack responded. Melissa Hodges, Executive Director of Salina Downtown Inc., stated they would join in the discussion with staff for the design process of the gateway element. 14-0085 Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to approve the project scope as stated for the Iron Avenue Reconstruction, from Front Street to Delaware Avenue, Project No. 13-3008, with the inclusion of a gateway feature utilizing Arts and Humanities Community Art Design (CAD) process with a budgeted amount not to exceed 4 percent. Aye: (5). Nay: (0). Motion carried. (7.2) Resolution No. 14-7088, initiate proceedings for street and intersection improvements in the City of Salina, Kansas. Rod Franz, Director of Finance & Administration, suggested to defer consideration for Resolution No. 14-7088 until the Iron Avenue Reconstruction project scope is finalized. Mayor Shirley asked Commissioners if they agreed with Mr. Franz's suggestion. All agreed. (7.3) Authorize City Manager to sign a request from KDOT to exchange 2014 federal funds for the Iron Avenue Improvements, Project No. 13-3008. Dan Stack, City Engineer explained the rules and requirements of the program, current request and recommended action. 14-0086 Moved by Commissioner Householter, seconded by Commissioner Blanchard, to postpone action on agenda item 7.3 authorizing funds for Project No. 13-3008 until April, 7, 2014. Aye: (5). Nay: (0). Motion carried. (7.4) Award the Municipal Solid Waste Landfill Facility Cell 19 Construction, Project No. 14-3022. Dan Stack, City Engineer, explained the project, bids received and recommended action. 14-0087 Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to award the Municipal Solid Waste Landfill Facilih, Cell 19 Construction to Sporer Land Development, Inc. in the amount of $2,291,129.00 with a 4% construction contingency ($91,645.16), City Project No. 14-3022. Aye: (5). Nay: (0). Motion carried. (7.5) Award contract to complete repairs on the Salina Landfill scale. Michael Fraser, Director of Public Works, explained the scale history, bids received and recommended action. Commissioner Blanchard asked if heavy equipment is safe on the scale at this time and if the price is competitive. Mr. Fraser and Mr. Gage, City Manager, responded. 14-0088 Moved by Commissioner Householter, seconded by Commissioner Blanchard, to award contract to Salina Scale to repair the landfill scale in the amount of 529,150. Aye: (5). Nay: (0). Motion Commissioner Blanchard asked for concurrence for clarification to the motion made for item No. 7.4 to include name of company and dollar amount of the project. All agreed. DEVELOPMENT BUSINESS BUSINESS Commissioner Hardy wanted to discuss designating an "impact district" around the downtown area for maintaining roadways leading to it. Mr. Gage responded. Commissioner Blanchard stated that the downtown area should be recognized for being the heart of the community. Mr. Gage responded. Page 2 g 14-0099 Commissioner Householter stated all roads in Salina are important. He stated coordinating street repairs in the downtown area would enhance improvements that have already been made. Mr. Gage responded. Commissioner Householter commented on the warning violations for parking on the yard that have been given. Mr. Gage responded. Mayor Shirley asked about shared driveway violations.
