A RESOLUTION AUTHORIZING STAFF TO PREPARE AND SUBMIT AN
APPLICATION TO THE KANSAS WATER OFFICE FOR MEMBERSHIP IN THE
LOWER SMOKY HILL WATER SUPPLY ACCESS DISTRICT TO BE FORMED
PURSUANT TO K.S.A. 82a-2304.
WHEREAS, the 2011 Kansas Legislature enacted legislation establishing the Lower Smok}
Hill Water Supply Access Program; K.S.A. 82a-2301, et seq., (the "Program") within the Kansas
water office and authorizing the Kansas water office to enter into contracts for water supply access
WHEREAS, K.S.A. 82a-2304 authorizes formation of the Lower Smoky Hill Water Supply
District (the "Access District') through which qualified members may purchase water
access storage from the Kansas water office;
WHEREAS, K.S.A. 82a-2316 authorizes formation of the Lower Smoky Hill Irrigation
District (the "Irrigation District') for the purpose of participating in the Lower Smoky Hill Water
Supply Access Program;
WHEREAS, the Irrigation District was formed December 18, 2013, has applied to the
w of the Kansas water office (the "Director') for membership in the Access District. and has
authorized by the Director to form the Access District with the City of Salina; and
WHEREAS, the Governing Body of the City of Salina wishes to proceed with application
the Director for membership in the Access District to be formed pursuant to Kansas lav,
luding the required statement of the quantity of access water that the City of Salina desires to
chase: SO NOW THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina. Kansas:
Section 1. The City Manager and Director of Utilities are authorized and directed to prepare

Salina to purchase 4,660 acre feet of water supply access storage held in Kanopolis Reservoir.
Section 2. This resolution shall be in full force and effect from and after its adoption.
