REGULAR MEETING OF THE BOARD OF COMMISSIONERS

w The City Commission convened at 3:45 p.m. for Citizens Forum.
N The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
Room 107, City -County Building. Roll call was taken followed by the Pledge of Allegiance
and a moment of silence.
Those present and comprising a quorum: Mayor Barbara V. Shirley (presiding),
Commissioners Jon R. Blanchard, Kaye J. Crawford, Randall R. Hardy, and Aaron
Householter.
Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager;
Greg Bengtson, City Attorney; and Shandi Wicks, Interim City Clerk.
AWARDS AND PROCLAMATIONS
(3.1) The week of February 16 through February 22, 2014 as "Engineers Week" in the city
of Salina. Elliott Harris, President of the Smoky Valley Chapter of KSPE, read the
proclamation.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

CONSENT AGENDA
(6.1) Approve the minutes of February 3, 2014.
14-0048 I Moved by Commissioner Crawford, seconded by Commissioner Householter, to approve
the consent agenda as presented. Aye: (5). Nay: (0). Motion carried.
ADMINISTRATION
(7.1) Second reading Ordinance No. 14-10730 amending section 5-25 of the city code to
permit consumption of alcoholic liquor on the Salina Bicentennial Center parking
lot and grounds.
14-0049 II Moved by Commissioner Householter, seconded by Commissioner Crawford, to adopt
Ordinance No. 14-10730 on second reading. A roll call vote was taken. Aye: (5) Blanchard,
Crawford, Hardy, Householter, Shirley. Nay: (0). Motion carried.
(7.2) First reading Ordinance No. 14-10731 authorizing the execution of a Loan
Agreement with the State of Kansas for the purpose of financing improvements to
the City's water distribution system.
Martha Tasker, Utilities Director, explained the improvements and loan agreement.
I14-0050 Moved by Commissioner Hardy, seconded by Commissioner Householter, to pass
Ordinance No. 14-10731 on first reading. Aye: (5). Nay: (0). Motion carried.
(7.3) Award the bid for five (5) police package vehicles.
Lt. Sean Morton explained the fleet reassessment, bids received and disposal of
used vehicles.
Mayor Shirley stated she was surprised at the close bids and was happy to hear that
a local bidder would be awarded the bid.
Lt. Morton responded to Commissioner Blanchard's questions about reusable
equipment and trade-in amounts.

Lt. Morton responded to Commissioner Hardy's question about equipment being
used for one make of vehicle.
14-0051 Moved by Commissioner Householter, seconded by Commissioner Hardy to award the
bid for five (5) marked police package vehicles to Long MacArthur Ford, in the amount of
w $124,299.05 ($134,799.05 before trade-in allowance of three 2011 Ford Crown Vic's in the
amount of $10,500), place the 2001 Chevrolet Impala and 1998 Ford Crown Vic up for

auction, and authorize an additional $44,492.25 for the purchase of reusable equipment for
' o an overall cost of $168,791.30 Aye: (5). Nay: (0). Motion carried.
U (7.4) Authorize an agreement with McCownGordon Construction, LLC for the
preconstruction services for the Salina Bicentennial Center renovations, Project No.
13-3014.
Dion Louthan, Director of Parks and Recreation, explained the request for
qualifications process, selection interviews, scope of services and staff
recommendations.
Greg Bengtson, City Attorney, responded to Mayor Shirley's questions regarding
worker injuries that may occur during the project.
Todd Knight from McCownGordon Construction, LLC responded to Commissioner
Blanchard's question regarding other projects the company has completed.
Commissioner Blanchard asked for clarity from Jason Gage, City Manager on the
next phases of the project. Mr. Louthan added that within 30 days they would be
able to report to the Commission on the next phases.
Mr. Louthan responded to Commissioner Hardy's questions about coordination of
the projects with the River Festival.
14-0052 Moved by Commissioner Blanchard, seconded by Commissioner Householter, to
authorize an agreement with McCownGordon Construction, LLC for preconstruction
services for the Salina Bicentennial Center Renovations, Project No. 13-3014. Ave: (5).
Nay: (0). Motion carried.
BUSINESS
None.
ER BUSINESS
Commissioner Householter commended the street department for work they did
removing 12 inches of snow this past week.
Michael Fraser, Director of Public Works, responded by stating the Street
Department supervisors and crews did a great job. Jason Gage injected that the
department still had an adequate supply of materials to use on the roads.
Mr. Gage explained to Commissioners that the City did not close its offices because
many city employees have to work regardless of the weather. The snow was not
going to be an issue after midnight and crews would be able to clear the roads in
time for the morning commute.
