AN ORDINANCE PROVIDING FOR THE AMENDMENT OF THE SALINA
COMPREHENSIVE PLAN BY SUBSTITUTING A PARCEL -BASED FUTURE LAND USE
MAP AS A SUBSTITUTE FOR THE CURRENT FUTURE LAND USE MAP.

WHEREAS, all conditions precedent for the amendment of the Salina Comprehensive Plan have
been timely complied with. SO NOW, THEREFORE,
1 o BE IT ORDAINED by the Governing Body of the City of Salina; Kansas:

Section 1. Findings. That the Governing Body makes the following findings:
1. The currently adopted Future Land Use Plan Map (Figure 2.1) of the Salina Comprehensive
Plan is not a parcel based map and does not clearly delineate property boundaries or other
physical features. The proposed substitute map would depict the future land use designation
for every parcel in the city and outlying Urban Service Area.
2. The substitute Future Land Use Map under consideration would make the adopted and
publicly used Future Land Use Map conform more closely to existing zoning, uses and
property boundaries than the current Figure 2.1 without substantially changing the content or
intent of the Future Land Use Map.
3. Having clearly defined land use boundaries will assist landowners, prospective landowners
and community decision makers in making future land use and zoning decisions.
4. Having an internally produced Future Land Use Plan Map will make it easier to keep the
map up to date over time.
Section 2. Comprehensive Plan Amendment. That the Future Land Use Map (Figure 2.1) of the
Salina Comprehensive Plan is amended by substituting an intemally produced; parcel -based Future
Land Use Map for the current Future Land Use Map (Figure 2.1) in the Salina Comprehensive Plan
document.
Section 3. Repealer. That all prior ordinances in conflict herewith as they relate to the Future
Land Use Map are hereby repealed.
Section 4. Summary of ordinance for publication. That this ordinance shall be in full force and
effect from and after its adoption and publication by summary once in the official city newspaper.
Ordinance No. 13-10721 Summary
On October 28; 2013, the City of Salina, Kansas, passed Ordinance No. 13-10721. The ordinance
amends the Salina Comprehensive Plan by adopting an internally produced, parcel based Future
Land Use Map for official use as a substitute for the current Future Land Use Map (Figure 2.1) of
the Salina Comprehensive Plan document. A complete copy of the ordinance is available at
