09-28-1989 Minutes Special MtgAction 89-363 —89-364 89-365 CITY OF SALINA, KANSAS SPECIAL MEETING OF THE SEPTEMBER 28, 1989 8:00 a.m. BOARD OF COMMISSIONERS The Special Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Thursday, September 28, 1989, at 8:00 a.m. for the purpose of considering the following: 1. Second Reading of Ordinance Number 89-9346, authorizing the City of Salina, Kansas, to issue its Hospital Revenue Bonds (Asbury -Salina Regional Medical Center, Inc., Project), Series 1989, for the purpose of purchasing, constructing, improving, equipping, enlarging and remodeling a hospital facility and approving a lease agreement, a bond trust indenture, a bond purchase agreement, a preliminary official statement and an official statement and certain other matters related thereto. 2. Making appointments to a 7 -member Bicentennial Center Task Force. There were present: Mayor Joseph A. Warner, Chairman presiding Commissioner Carol E. Beggs Commissioner John Divine Commissioner Robert E. Frank Commissioner Stephen C. Ryan comprising a quorum of the Board, also present: Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk Absent: Greg Bengtson, City Attorney 1. Second Reading of Ordinance Number 89-9346, authorizing the City of Salina, Kansas, to issue its Hospital Revenue Bonds (Asbury -Salina Regional Medical Center, Inc., Project) , Series 1989, for the purpose of purchasing, constructing, improving, equipping, enlarging and remodeling a hospital facility and approving a lease agreement, a bond trust indenture, a bond purchase agreement, a preliminary official statement and an official statement and certain other matters related thereto. Paul Macek, Senior Vice President of Asbury Salina Regional Medical Center, thanked the City Commission for its positive action regarding the Hospital Revenue Bonds. Moved by Commissioner Ryan, seconded by Commissioner Beggs that Ordinance Number 89-9346, authorizing the City of Salina, Kansas, to issue its Hospital Revenue Bonds (Asbury -Salina Regional Medical Center, Inc., Project), Series 1989, for the purpose of purchasing, constructing, improving, equipping, enlarging and remodeling a hospital facility and approving a lease agreement, a bond trust indenture, a bond purchase agreement, a preliminary official statement and an official statement and certain other matters related thereto, be adopted. Aye: Beggs, Divine, Frank, Ryan, Warner (5). Nay: (0). Motion adopted. 2. Making appointments to a 7 -member Bicentennial Center Task Force. Moved by Commissioner Ryan, seconded by Commissioner Beggs that Resolution Number 89-4124, appointing a 7 -member Bicentennial Center Task Force, be adopted. Aye: (5) . Nay: (0) . Motion adopted. Moved by Commissioner Ryan, seconded by Commissioner Divine that the Special Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0). Motion adopted.
