The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, November 13, 1989, at 4:00
p.m.

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of November 12 through 18, 1989 as
"AMERICAN EDUCATION WEEK." The proclamation was read by Karol Mobley,
NEA Salina Public Relations Co -Chairperson.
(4.2) The Mayor proclaimed the Week of November 19 through 25, 1989 as
"NATIONAL FAMILY WEEK." The proclamation was read by Bishop Gary Heath
of the Church of Jesus Christ of Latter Day Saints.

(7.3) Second Reading Ordinance Number 89-9354, amending Chapter 42 of
the Salina Code by adding Sections 42-337 to 42-342 which provide for District
C-7, Highway Commercial District.

(7.4) Second Reading Ordinance Number 89-9355, designating the structure
located at 153 - 163 South Santa Fe Avenue for Heritage Conservation (HC)
Landmark Designation.

reviewed the Heritage Commission recommendation.

Ordinance Number 89-9355, designating the structure located at 153 - 163 South
Santa Fe Avenue for Heritage Conservation (HC) Landmark Designation, be

ADMINISTRATION
(8.1) Report on bids received for $1,175,000 General Obligation Internal
Improvement Bonds, Series P-235.
Bob Biles, Director of Finance, reported on the bids received at
2:00 p.m. for $1,175,000 General Obligation Internal Improvement Bonds and
recommended the contract be awarded to United Missouri Bank for a total
interest cost to the City of $394,725.00 with an average annual net interest rate
of 6.167578%.
Moved by Commissioner Ryan, seconded by Commissioner Divine that
the contract be awarded to United Missouri Bank to purchase $1,175,000 General
Obligation Internal Improvement Bonds, Series P-235, for a total interest cost to
the city of $394,725.00 with an average annual net interest rate of 6.167578%.

(8.2) First Reading Ordinance Number 89-9360, authorizing and directing the
issuance, sale and delivery of $1,175,000 Principal amount of General Obligation
Internal Improvement Bonds, Series P-235, of the City of Salina, Kansas, for the
purpose of providing funds to pay the cost of the construction of certain street,
sidewalk and utility improvements in the City of Salina, Kansas; prescribing the
form and details of said bonds; providing for the levy and collection of the
necessary assessments and taxes for the purpose of paying the principal of and
interest on said bonds as they become due; and authorizing an agreement
between the City and the Bond Registrar.

Addition to the City of Salina, Saline County, Kansas.
Don Hoff, Acting City Engineer, reviewed the request for vacation of this
portion of Westport Boulevard and the vacating process.

Ordinance Number 89-9351, providing for the vacation of a portion of Westport
Boulevard, a public street in Westport Exchange Addition to the City of Salina,
Saline County, Kansas, be adopted. Aye: Beggs, Divine, Frank, Ryan,

(8.4) Second Reading Ordinance Number 89-9356, amending Section 38-83 of
the Salina Code pertaining to inoperable vehicles and repealing the existing
section.

(8.5) Second Reading Ordinance Number 89-9357, unconditionally approving
the resolution of the Salina Airport Authority to issue $3,500,000 General
Obligation Bonds of the Authority to pay the costs of certain improvements to
properties and facilities owned by the authority.
Tim Rogers, Executive Director of the Salina Airport Authority,
reviewed the Airport Authority's proposed use of the proceeds of the general
obligation bonds.
Moved by Commissioner Ryan, seconded by Commissioner Beggs that
Ordinance Number 89-9357, unconditionally approving the resolution of the Salina
Airport Authority to issue $3,500,000 General Obligation Bonds of the Authority
to pay the costs of certain improvements to properties and facilities owned by
the Authority be adopted. Aye: Beggs, Divine, Frank, Ryan, Warner. (5).

(8.6) Second Reading Ordinance Number 89-9358, requiring any business
required to pay the transient guest tax to file with the City Clerk a duplicate
copy of reports to be filed with the Kansas Department of Revenue and
determining the confidentiality of such duplicate reports.
Dennis Kissinger, City Manager, reviewed the request for a duplicate
transient guest tax report.
Moved by Commissioner Divine, seconded by Commissioner Frank that
Ordinance Number 89-9358, requiring any business required to pay the transient
guest tax to file with the City Clerk a duplicate copy of reports to be filed with
the Kansas Department of Revenue and determining the confidentiality of such

(8.7) Second Reading Ordinance Number 89-9359, affirming the intent of the
City of Salina, Kansas, to construct certain storm water drains and sewers and
to finance such construction through the issuance of general obligation bonds of
said city.
Bob Biles, Director of Finance, reviewed this ordinance written by bond
counsel.

Ordinance Number 89-9359, affirming the intent of the City of Salina, Kansas, to
construct certain storm water drains and sewers and to finance such construction
through the issuance of general obligation bonds of said city, be adopted. Aye:

(8.8) First Reading Ordinance Number 89-9361, creating an Accessibility
Advisory Board, providing for its membership, appointment, term, and
procedures; enacting Article XI of Chapter 2 of the Salina Code.
Peter Brown, Public Information Officer, reviewed how the task force
came into being.
Phyllis Anderson, spokesperson for the Accessibility Advisory Board,
thanked the Commission for their action to make this group a permanent board.

Ordinance Number 89-9361, creating an Accessibility Advisory Board, providing
for its membership, appointment, term, and procedures; enacting Article XI of
Chapter 2 of the Salina Code, be introduced for first reading. Aye: (5). Nay:

(8.9) Report by the Parks and Recreation Department on the trial curfew
period established for five City parks for the period from August 7 to
November 7 and setting out options for City Commission action.
Steve Snyder, Director of Parks and Recreation, reviewed the options
open to the City Commission.

the recommendation of the Parks and Recreation director to extend the curfew be
accepted and that staff be directed to draft an ordinance to extend the curfew
to Labor Day, 1990. Aye: (5). Nay: (0). Motion adopted.
(8.10) Engineer files plans and and specifications for Engineering Project
89-792a for the East Crawford baseball field retaining wall. [Set the date of
November 30, 1989 to receive bids.]

the plans and specifications for Engineering project 89-792a be accepted as filed
and that November 30, 1989 be set as the date to receive bids. Aye: (5).

(8.11) Request from the Parks and Recreation Department that the City
purchase Musco light fixtures with level 8 modifications to light the East
Crawford premier baseball field at a quoted price of $35,848.
Steve Snyder, Director of Parks and Recreation, reviewed the selection
process and asked the City Commission to approve the purchase of the Musco
light fixtures with level 8 modifications.
Moved by Commissioner Frank, seconded by Commissioner Divine that
the recommendation of the Parks and Recreation Director be accepted and that
Musco light fixtures with level 8 modifications be authorized for a quoted price
of $35,848. Aye: (5). Nay: (0). Motion adopted.
(8.12) Engineer files plans and specifications for Engineering Project 89-792c
for the lighting at Bill Burke and East Crawford baseball facilities. [Set the
date of November 30, 1989 as the date to receive bids.

89-793 for water and sanitary sewer improvements for the East Crawford Street
Recreation Area. [Award the contract to Smoky Hill, Inc. in the amount of

the recommendation of the City Engineer be accepted and that the contract be

OTHER BUSINESS
Dennis Kissinger, City Manager, asked for public support of the
service project of Cub Scout Pack 29 for food bags for the Salina Food Bank.
Mayor Warner asked for public support for Central High School and
Ell -Saline in their quest for State Championship.
Mayor Warner announced that the City Commission will meet at 4 p.m.
next Monday and then will meet at 7 p.m. in a "Town Meeting" at Friendship
Center in Centennial Park.
