REGULAR MEETING OF THE BOARD OF COMMISSIONERS
MARCH 26, 1990

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, March 26, 1990, at 4:00 p.m.
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) Resolution Number 90-4177, expressing gratitude and appreciation to
Gail W. Aills for serving as Firefighter, Fire Lieutenant, Fire Captain and
Division Chief for the Salina Fire Department from December 18, 1965 to
March 31, 1990.
Moved by Commissioner Frank, seconded by Commissioner Ryan that
Resolution Number 90-4177, expressing gratitude and appreciation to
Gail W. Aills, for serving as Firefighter, Fire Lieutenant, Fire Captain and
Division Chief for the Salina Fire Department from December 18, 1965 to
March 31, 1990, be adopted. Aye: (5). Nay: (0). Motion adopted.
(4.2) Resolution Number 90-4178, expressing gratitude and appreciation to
William L. Blount for serving as Water Plant Operator for the Salina Water and
Sewerage Department from January 2, 1968 to March 31, 1990.
Action delayed until April 2, 1990.
(4.3) The Mayor proclaimed Friday, March 30, 1990 as "ARBOR DAY." The
proclamation was read by Jerry Eck, Chairman of the Salina Tree Advisory
Board.
(4.4) The Mayor proclaimed the Week of March 25 through April 1, 1990 as
"CENSUS WEEK." The proclamation was read by Dave Jacobs, Chairperson of
Salina's Complete Count Census Committee.
(4.5) The Mayor proclaimed the Month of April, 1990 as "CHILD ABUSE
PREVENTION MONTH." The proclamation was read by Commissioner Steve Ryan
in the absence of Sister Monica Schneider, Board President of the Salina
Coalition for the Prevention of Child Abuse.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the proposed construction of certain improvement
and rehabilitation of existing facilities at Wastewater Treatment Plant Number 1.
Mayor Warner declared the public hearing open.

Bob Crawford, Wilson and Company, reviewed the proposed Wastewater
Treatment Plant No. 1 site improvements, the proposed interceptor sewer
improvements to serve the south and east parts of Salina, the proposed sewer
fee increases to be implemented over the next four years and the grant
application for federal funds.
Joe Mester, Kansas Department of Health and Environment, reviewed
his department's part in the grant application.
There were no other comments, written or oral filed.
Mayor Warner declared the public hearing closed.
The City Commission took no action.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting March 19, 1990.
(6.2) Set the date of April 3, 1990 to receive bids for the sale of one 1987
turf runner lawn mower.
(6.3) Set the date of May 1, 1990 to receive bids for the purchase of a type
one ambulance which will replace a 1982 ambulance now in use.
Moved by Commissioner Beggs, seconded by Commissioner Ryan that all
items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion
adopted.

DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Report on bids received March 13, 1990 for the purchase of fifteen
electric golf carts for the Municipal Golf Course. [Award the contract to
Robison's Lawn and Golf, Inc. in the amount of $38,475.00]
Steve Snyder, Director of Parks and Recreation, reviewed the bids
received and recommended the contract be awarded to Robison's Lawn and Golf,
Inc., because the low bidder did not meet specifications and the Yamaha carts
come with a 3 -year warranty on parts and labor.
90-098 Moved by Commissioner Ryan, seconded by Commissioner Beggs that
the recommendation of the Parks and Recreation Department be accepted and that
the contract be awarded to Robison's Lawn and Golf, Inc. in the amount of
$38,475.00.
Pete Ruselowski, Regional Sales Manager for Columbia Par Car, asked
the City Commission to reconsider its motion to accept the next low bid of
Robison's. He said the Columbia Par Car is of better quality and that he would
extend the warranty to three years.
Mayor Warner called for a vote on Commission Action 90-098. Aye:
(5). Nay: (0). Motion adopted.
(8.2) Report on bids received March 15, 1990 for the construction of the
Ninth Street and Crawford Street intersection improvements. [Engineering
Project 89-796. Award the contract to Wilson Constructors, Inc. in the amount
of $586,256.001
Don Hoff, City Engineer and Director of Utilities, reviewed the bids
and recommended the contract be awarded to Wilson Constructors, Inc.

Moved by Commissioner Divine, seconded by Commissioner Ryan that
the recommendation of the City Engineer be accepted and that the contract for
Engineering Project 89-796 be awarded to Wilson Constructors, Inc. in the
amount of $586,256.00. Aye: (5). Nay: (0). Motion adopted.
(8.3) First Reading Ordinance Number 90-9374, amending Sections 35-51 and
35-52 of the Salina Code regarding obstructing visibility at intersections and
repealing the existing sections.
Dennis Kissinger, City Manager, reviewed the proposed code changes
and recommended the proposed ordinance be introduced for first reading.
Moved by Commissioner Frank, seconded by Commissioner Beggs that
Ordinance Number 90-9374, amending Sections 35-51 and 35-52 of the Salina Code
regarding obstructing visibility at intersections and repealing the existing
sections, be introduced for first reading. Aye: (5). Nay: (0). Motion
adopted.
(8.4) Resolution Number 90-4179, amending Section IV-[ of the Personnel
Manual authorizing the City Manager to grant additional injury leave.
Bob Biles, Director of Finance, reviewed the personnel manual changes
and the financial impact.
Moved by Commissioner Divine, seconded by Commissioner Frank that
Resolution Number 90-4179, amending Section IV -1 of the Personnel Manual
authorizing the City Manager to grant additional injury leave, be adopted. Aye:
(5). Nay: (0). Motion adopted.
(8.5) Report from the City Attorney on Kansas Open Meetings Act questions.
Greg Bengtson, City Attorney, reviewed the possible procedures to
comply with the Kansas Open Meetings Act. He said the County Attorney
suggested the City formalize a consent agreement which will be presented for
approval in the future.
Dennis Kissinger, City Manager, said an effort will be made to
maintain a calendar listing events which the Commissioners might attend.
OTHER BUSINESS
Mayor Warner asked all citizens to participate in the 1990 Census and
thanked the Census Committee for their work.
Mayor Warner announced that the Broadway Overpass is now open and
thanked all the citizens and the North Salina Business Association for their
patience.

Moved by Commissioner Ryan, seconded by Commissioner Frank that
the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5).
