REGULAR MEETING OF THE BOARD OF COMMISSIONERS
July 15, 2013

w The City Commission convened at 2:00 p.m. in a Study Session on the Magnolia Median
Design and Special Assessments. The Regular Meeting of the Board of Commissioners
was called to order at 4:00 p.m. in Room 107, City -County Building. A roll call was taken
' followed by the Pledge of Allegiance and a moment of silence.
Those present and comprising a quorum: Mayor Barbara V. Shirley (presiding),
Commissioners Jon R. Blanchard, Kaye J. Crawford, Randall R. Hardy, and Aaron
Householter
Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager,
Greg Bengtson, City Attorney; and Shandi Wicks, Deputy City Clerk
Mayor Shirley mentioned the Relay for Life event over the past weekend, the amount of
money raised through the event and a relative that was recently diagnosed.
CITIZEN FORUM
Dr. Trent Davis, 2145 Hillside Drive, Chairman of Salina -Saline County Board of Health,
read a letter to the Commission written on July 12, 2013 by the Salina -Saline County Board
of Health pertaining to re-establishing the interlocal agreement and establishing a
committee to find a home for the Health Department.
Mayor Shirley and Jason Gage, City Manager, responded by explaining the City
Commission's goal.
John Bosin, 1373 Eaglecrest, would like the fluoridation in the city water to stop and listed
' multiple cities and countries that have discontinued the use of water fluoridation.
Mayor Shirley would like to have a town hall meeting, mediator type meeting or involve
the Board of Health. Commissioner Blanchard asked Mr. Bosin if his group has contacted
the Board of Health. A conversation took place between Commissioner Blanchard, Mr.
Bosin and Mayor Shirley regarding the studies and reports on the fluoridation.
Commissioner Blanchard would like to see additional local information to this topic
submitted before he can support the need for a town hall meeting.
Commissioner Hardy would like information on how Portland, Oregon or Wichita, Kansas
dealt with the issue at hand. Mayor Shirley provided additional information on how a
town hall meeting would work. Mayor Shirley asked Commissioner Householter and
Crawford their thoughts on the idea.
Commissioner Householter would also Iike additional local information submitted in
order to have a town hall meeting. City Manager Jason Gage noted that a special meeting
date and time would need to be scheduled; he also noted that the commission would need
to take a close look at the studies provided and what is actually true and false. Mr. Gage
thought involving the health and human services agencies would be beneficial.
Commissioner Crawford would be in favor of a town hall meeting, she remembers when
this was put into place years ago.
' Mr. Bosin would like to allow Dr. Davis from Lawrence, Kansas to be able to attend and
speak longer than 5 minutes. And he would like the commission to look into the recent
safety issue causing a quarantine of the city fluoride room in the City of Abilene, Kansas.
Mayor Shirley and Mr. Gage discussed the details of the meeting and when it will be a
good time to set up the meeting. Mayor Shirley encouraged Mr. Bosin to come to the
Monday, July 22, 2013 Commission meeting to get detailed information on the meeting.
AWARDS AND PROCLAMATIONS
(4.1) The week of July 21-27, 2013 as "Rebecca A. Morrison House Week" in the city of
Salina. Tom Martin, Salina Regional Health Foundation Executive Director, read
the proclamation and announced upcoming events.

CONSENT AGENDA
w (6.1) Approve the minutes of July 8, 2013.
y (6.2) Authorize the mayor to sign a Kansas Department of Transportation (KDOT) Local
Off -System Bridge funding request for the Greeley Avenue Bridge, Project No. 08-
2709.

the consent agenda as presented. Aye: (5). Nay: (0). Motion carried.
DEVELOPMENT BUSINESS
None.
ADMINISTRATION
(8.1) Second reading Ordinance No. 13-10695 amending the Future Land Use Map of the
Salina Comprehensive Plan to change the future land use designation along the
south side of West Crawford Street east of Centennial Road from future Suburban
Residential to future Commercial.
Mayor Shirley noted that Ordinance No. 13-10695 was passed on first reading on
July 8, 2013 and since that time no comments have been received.
13-0240 Moved by Commissioner Householter, seconded by Commissioner Crawford, to adopt
Ordinance No. 13-10695 on second reading. A roll call vote was taken. Aye: (5) Blanchard,
Crawford, Hardy, Householter, Shirley. Nay: (0). Motion carried.
' (8.2) Second reading Ordinance No. 13-10696 changing the zoning district classification
from C-5 (Service Commercial) and un -zoned road right-of-way to PC -5 (Planned
Service Commercial) to allow construction of a new, expanded Kwik Shop
convenience store on the south side of West Crawford Street between Willow Drive
and Centennial Road (property addressed as 1727 W. Crawford Street).
Dean Andrew, Planning Administrator, explained the revisions to the ordinance
from first reading to second reading.
Mayor Shirley noted that Ordinance No. 13-10696 was passed on first reading on
July 8, 2013 and since that time no comments have been received.
13-0241 Moved by Commissioner Householter, seconded by Commissioner Blanchard, to adopt
Ordinance No. 13-10696 on second reading. A roll call vote was taken. Aye: (5) Blanchard,
Crawford, Hardy, Householter, Shirley. Nay: (0). Motion carried.
(8.3) Second reading Ordinance No. 13-10703 changing the zoning district classification
from PC -1 (Planned Restricted Business) to R-2 (Multi -Family Residential) in Quail
Meadows Addition No. 3.
Mayor Shirley noted that Ordinance No. 13-10703 was passed on first reading on
July 8, 2013 and since that time no comments have been received.

Ordinance No. 13-10703 on second reading. A roll call vote was taken. Aye: (5) Blanchard,
Crawford, Hardy, Householter, Shirley. Nay: (0). Motion carried.
Commissioner Blanchard provided information on the new playground at
Cottonwood School and the various organizations that were involved.
Mayor Shirley mentioned the Special Olympics Tennis Tournament that she took
part in over the weekend.
(8.4) Request for executive session (trade secrets & legal).

13-0243 Moved by Commissioner Blanchard, seconded by Commissioner Householter, to recess
into executive session for 60 minutes to discuss with legal counsel matters subject to the
attorney-client privilege for the reason that public discussion of those matters would
waive the privilege and adversely affect the City's interest in the matters and to discuss
z confidential data relating to the financial affairs and trade secrets of a corporation for the
reason that public discussion of the information would competitively disadvantage the
corporation and reconvene at 5:35 p.m.
The Commission reconvened at 5:37 pm.

into executive session for 90 minutes to discuss with Iegal counsel matters subject to the
attorney-client privilege for the reason that public discussion of those matters would
waive the privilege and adversely affect the City's interest in the matters and to discuss
confidential data relating to the financial affairs and trade secrets of a corporation for the
reason that public discussion of the information would competitively disadvantage the
corporation and reconvene at 7:10 p.m.
Mayor Shirley left at 7:57 p.m.
The City Commission reconvened at 7:59 p.m. No action was taken.
