05-14-1990 MinutesAction 90-166 90-167 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MAY 14, 1990 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, May 14, 1990, at 4:00 p.m. There were present: Mayor Robert E. Frank, Chairman presiding Commissioner Carol E. Beggs Commissioner John Divine Commissioner Stephen C. Ryan Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk Absent: None CITIZEN FORUM Donald McConnell, 664 South Fourth, asked that the City Commission improve the section of Fourth Street between Prescott and Crawford and make two driving lanes on the west side of the railroad tracks. AWARDS - PROCLAMATIONS (4.1) Resolution Number 90-4190, expressing gratitude and appreciation to Richard E. Glavin for serving as Serviceman at the Salina Municipal Airport, Firefighter, Fire Lieutenant, Fire Lieutenant / EMT for the Salina Fire Department from January 16, 1965 to April 25, 1990. Moved by Commissioner Warner, seconded by Commissioner Ryan that Resolution Number 90-4190, expressing gratitude and appreciation to Richard E. Glavin for serving as Serviceman at the Salina Municipal Airport, Firefighter, Fire Lieutenant, Fire Lieutenant / EMT for the Salina Fire Department from January 16, 1965 to April 25, 1990, be adopted. Aye: (5) . Nay: (0) . Motion adopted. (4.2) The Mayor proclaimed the week of May 13 through May 19, 1990 as "POLICE WEEK" and May 15, 1990 as "PEACE OFFICER MEMORIAL DAY." The proclamation was read by Police Chaplain Tim Denton. (4.3) The Mayor proclaimed the week of May 14 through May 20, 1990 as "SALVATION ARMY WEEK." The proclamation was read by Shirley Jacques, Salvation Army Board member. (4.4) The Mayor proclaimed the week of May 20 through May 26, 1990 as "NATIONAL ASSOCIATION OF INSURANCE WOMEN'S WEEK." The proclamation was read by Brenda Smith, President of the North Central Kansas Insurance Women Association. Action 90-168 90-169 90-170 90-171 90-172 None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 90-9381, providing for the amendment of Sections 42-503, 42-504, 42-507, 42-509, 42-521, 42-581 of the Salina Code regarding signs, and repealing the existing sections; and by adding Sections 42-510 and 42-525 of the Salina Code. Moved by Commissioner Warner, seconded by Commissioner Ryan that Ordinance Number 90-9381, providing for the amendment of Sections 42-503, 42-504, 42-507, 42-509, 42-521, 42-581 of the Salina Code regarding signs, and repealing the existing sections; and by adding Sections 42-510 and 42-525 of the Salina Code, be adopted. (8.2) Second Reading Ordinance Number 90-9382, amending Section 42-339 of the Salina Code regarding the conditional uses allowed in the C-7 District, and repealing the existing section. (8.4) Second Reading Ordinance Number 90-9384, repealing Section 41-91 of the Salina Code which prohibits water and sewer rate decreases when Revenue Bonds are outstanding. (8.5) Resolution Number 90-4191, authorizing the City Manager to designate employees which are authorized to drive City -owned vehicles to and from work, and to keep said vehicle at their private residence and repealing Resolution Number 86-3824. Robert Biles, Director of Finance, reviewed the history and necessity of "on-call" employees driving City -owned vehicles, and asked the City Commission to adopt the resolution to give the City Manager the flexibility to designate which employees may be authorized to drive City -owned vehicles to and from work and to keep it at their private residence. Moved by Commissioner Divine, seconded by Commissioner Ryan that Resolution Number 90-4191, authorizing the City Manager to designate employees which are authorized to drive City -owned vehicles to and from work, and to keep said vehicle at their private residence and repealing Resolution Number 86-3824, be adopted. Aye: (5). Nay: (0). Motion adopted. Action 90-173 90-174 (8.6) Resolution Number 90-4192, making appointments to the Handicapped Accessibility Board. (8.7) Business Improvement District Number 1 report on 1990 program of services and budget consideration. Judy Ewalt, Executive Director of Salina Downtown, Inc. distributed packets of information to each Commissioner and City Manager. She and Larry Dunlap, Chairman of the Business Improvement District Advisory Board discussed the proposed projects and revenue needed for the BID 1991 budget. Moved by Commissioner Warner, seconded by Commissioner Ryan that the report of the Business Improvement District Number 1 be received. Aye: (5) . Nay: (0) . Motion adopted.
