07-16-1990 MinutesAction 90-256 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JULY 16, 1990 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, July 16, 1990, at 4:00 p.m. There were present: Mayor Robert E. Frank, Chairman presiding Commissioner Carol E. Beggs Commissioner John Divine Commissioner Stephen C. Ryan Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk Absent: None CITIZEN FORUM J, Torrey, 1006 East Ellsworth, reprimanded members of the Saline County Humane Association for what he called poor taste in responding to Randy Sterrett's request for an amendment to the animal ordinance and suggested they apologize to Mr. Sterrett for their behavior. AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting July 9, 1990. 5 (6.2) Petition Number 399, filed by Robert Houck, Assistant Administrator of St. John's Hospital, for vacation of Johnstown Avenue between Oakdale and Penn Avenues for expansion of physician parking. [Refer to the City Engineer for a recommendation.] Moved by Commissioner Ryan, seconded by Commissioner Beggs that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Report on bids received July 10, 1990 for Engineering Project 90-807 for Bicentennial Center Roof project. [Award the contract to Serrault Roofing, Inc. of Salina in the amount of $61,890 for the alternate bid] Don Hoff, Director of Engineering and Utilities, reported on the bids received July 10, 1990 for this project and recommended the contract be awarded to Serrault Roofing, Inc. of Salina in the amount of $61,890 for the alternate bid. Action 90-257 90-258 90-259 90-260 90-261 Moved by Commissioner Warner, seconded by Commissioner Divine that the recommendation of the Director of Engineering and Utilities be accepted and that the contract be awarded to Serrault Roofing, Inc. of Salina in the amount of $61,890 for the alternate bid. (8.2) Resolution Number 90-4206, authorizing the Mayor to execute and the City Clerk to attest a contract with Sunflower Sanitation Service, Inc./Joseph Engravalle for waste car/truck tire recovery. Dennis Kissinger, City Manager, explained there have been additional developments in the waste tire matter and asked the City Commission to table consideration of this agreement until August 6, so the City may seek proposals from other interested parties. He also asked City Commission approval to reduce the user fee to $1.00 for each tire brought to the landfill. Moved by Commissioner Divine, seconded by Commissioner Warner that Resolution Number 90-4206 be tabled until August 6, 1990. Aye: (5) . Nay: (0) . Motion adopted. (8.3) Resolution Number 90-41207, authorizing the Mayor to execute and the City Clerk to attest an agreement with Bucher, Willis and Ratliff for engineering services relating to interior and exterior painting of six (6) elevated water storage tanks owned by the City, at a cost not to exceed $14,100. Don Hoff, Director of Engineering and Utilities, reviewed the scope of the agreement and recommended the City Commission authorize the agreement. Moved by Commissioner Beggs, seconded by Commissioner Ryan that Resolution Number 90-1207, authorizing the Mayor to execute and the City Clerk to attest an agreement with Bucher, Willis and Ratliff for engineering services relating to interior and exterior painting of six (6) elevated water storage tanks owned by the City, at a cost not to exceed $14,100, be adopted. Aye: (5). Nay: (0) . Motion adopted. (8.4) Resolution Number 90-+208, authorizing the Mayor to execute and the City Clerk to attest a drainage and waterway agreement with the Missouri Pacific Railroad Company relating to improve drainage conditions in the vicinity of the Salina Municipal Wastewater Treatment Plant, Smoky Hill River and the Railroad right-of-way. Don Hoff, Director of Engineering and Utilities, reviewed the scope of the agreement and asked for City Commission approval., Moved by Commissioner Divine, seconded by Commissioner Warner that Resolution Number 90-8208, authorizing the Mayor to execute and the City Clerk to attest a drainage and waterway agreement with the Missouri Pacific Railroad Company relating to improve drainage conditions in the vicinity of the Salina Municipal Wastewater Treatment Plant, Smoky Hill River and the Railroad right-of-way, be adopted. (8.5) Resolution Number 90-x{209, setting the date of August 6, 1990 for public hearing on the vacation of Fourth Street, requested in Petition Number 3989, filed by Warren Schmidt of Brown Industries, Inc. Moved by Commissioner Ryan, seconded by Commissioner Beggs that Resolution Number 90-4209, setting the date of August 6, 1990 for public hearing on the vacation of Fourth Street, requested in Petition Number 3989, filed by Warren Schmidt of Brown Industries, Inc., be adopted.
