Affirmitive Action Policy 11 AFFIRMATIVE ACTION POLICY OF THE HOUSING AUTIIflUTY 07 SALINA, KANSAS . - iThe following shall constitute a written statement of the equal employment opportunity policy and the goals and means of imple- menting that policy, as established by the Housing Authority of the City of Salina, Kansas, herein called the "AGENCY," on this 7th day of August, 1973. I. POLICY OF NONDISCRIMINATION A. The AGENCY will recruit, hire and promote-for all job .classifications individuals without regard to race, color, creed, national origin, sex or age, except where sex or age is a bona fide occupational . qualification. B. The AGENCY will base decisions upon employment solely upon an individual's qualifications for the position being filled. C. The AGENCY will promote individuals solely on the basis of his or her qualifications as related to the requirements of the position for which he-or she is being considered. ' • ::D. The AGENCY will insure that all other matters relating to personnel such as compensation and benefits are administered without dis- crimination. II, RESPONSIBILITIES FOR DEVELOPMENT AND IMPLEMENTATION OF POLICY OF NONDISCRIMINATION A. EQUAL EMPLOYMENT OPPORTUNITY OFFICER The name of the equal employment opportunity officer, herein called the "OFFICER," responsible for implementation of the AUTHORITY'S policy is RICHARD L. WORTH, 217-A WEST ASH, P. O. BOX 1202, SALINA, KANSAS 67401'. B. RESPONSIBILITIES OF OFFICER The responsibilities of the OFFICER shall be as follows, to wit: 1. To implement the aforesaid policy in the recruit- ment and employment of AGENCY employees. 2. To receive and adjudicate complaints of discrimination filed by employees for prospective applicants for employment. 3. To conduct executive, management and supervisory personnel meetings to explain intent of policy and individual responsibility for effect implementation. • . 4. To notify all-employees of the nondiscrimination policy ICI 1 through meetings and nondiscrimination policy information posted on bulletin boards. 5. To draft all advertisements for prospective employ- ment by the AUTHORITY so that each contains a nondiscrimination clause. • 6. To execute active efforts to recruit minority employees, which efforts shall be made through but not limited to organizations such as The Kansas State Employment Service, The American G I Forum, and the National Association for the Advancement of Colored People. 7. To process appeals from the rulings of the equal employment opportunity officer, which appeals shall be directed to and heard by the Board of Housing Commissioners. 8. To insure inclusion of Section 202 of executive order 11246 as amended by executive order 11375 in all contracts executed by the ' AUTHORITY, which are not exempt under Section 204 of executive order 11246. 9. To establish and maintain an in service training program to assure constant upgrading of all employees within the AGENCY. 10. To make every effort to assist minority contractors to understand and implement their bidding procedures in order to permit their effective competition. 11. To assure that contractors submit an affirmative action program, approved by the Department of Housing and Urban Development prerequisite to their delivery of a bid on any contract with the AGENCY. 12. To assure that the affirmative action program is being carried out within the AGENCY by those contracting with the AGENCY in all area of the AGENCY'S program and action. III. ESTABLISHMENT OF AGENCY GOALS AND OBJECTIVES A goal of the AGENCY shall be to encourage recruitment of eligible minority employees. In order to implement AGENCY efforts to secure this goal the OFFICER, in addition to the duties aforesaid, shall 1. Submit form lOOs to the Department of Housing and Urban Development at such regular intervals as directed by that office. 2. Assist the local high schools and colleges, herein- after set forth, with significant minority enrollment in programs to enable the graduates to compete in open market employment. -2- Salina Central High School Salina South High School Kansas Technical Institute North Central Area Vocational Technical School Kansas Wesleyan University Marymount College St. John's Military. School Other Schools of the County 3. Support any local efforts by minority citizen organizations to enable their members to compete in open employment markets. 4. Encourage qualified minorities to bid for subcontracts by helping them in securing performance bonds and effecting their bids. 5. Maintain an affirmative action file, which shall contain records of all action taken by the AGENCY in effecting this policy. WORTH EXECUTIVE DIRECTOR ■ -3- ADDENDUM TO AFFIRMATIVE ACTION POLICY OF THE HOUSING AUTHORITY OF SALINA, KANSAS The following shall constitute an addendum to the written state- ment of the equal employment opportunity policy and the goals and means of implementing that policy as adopted by the Housing Authority of the City of Salina, Kansas, on the 7th day of August, 1973. In order to assure effective compliance by contractors executing contracts with the agency the contractors shall be required to submit the following: A. A written Equal Employment Opportunity Policy approved • by the Department of Housing and Urban Development, which shall be submitted prior to their delivery of a bid on any contract with the agency. B. The name, address and telephone number of the Equal Employ- - ment Office. C. An analysis of the total work force; both administrative and crafts for utilization of minority groups. D. The goals established by the contractor, directed toward correction of deficiencies in minority employment, placement and promotion in administrative and craft classifications and including assistance to minority contractors and sub-contractors. • E. The timetable established for accomplishment of the goals outlined in D. aforesaid. F. Support data shall be maintained, reviewed, and submitted to the Agency in order that determination may be made of progress toward goals. G. An indication of the resources which will be used to recruit minority employees and the activities which are planned to assist minority contractors. H. A written affirmative action program, which shall be sub- mitted prior to bidding on any contract with the agency. This addendum to the affirmative action policy of the AUTHORITY is to be effective upon its approval by the Department of Housing and Urban Develop- ment. Dated this 7th day of August, 1973.
