' I PROPOSED SCOPE OF SERVICES
Bucher, Willis and Ratliff proposes the following Scope of Services to
' assess the feasibility of altering the existing Memorial Hall, Salina,
Kansas, for use as an indoor recreation center. The focus of the
study is the model and verbal proposal presented by the Shaver x
' Partnership in response to the program developed by Key and Company.
EVALUATION OF EXISTING CONDITIONS
' The condition of the various elements of the existing Memorial Hall
building will be evaluated and their suitability for continued use in
accordance with the renovation proposed by the Shaver Partnership will
' be assessed. These elements will include the structural framing
system, roof, exterior face brick, windows and doors, stairs and
elevator, interior finishes, ceilings, floors, walls, and mechanical
' and electrical systems. Particular attention will be given to their
suitability for a projected additional 30-40 year building life and to
a detailed structural investigation.
' PROGRAM COMPLIANCE
The proposal for the reuse of Memorial Hall will be evaluated for
t compliance to the program requirements as described in the study K
prepared by Key and Company. Areas to be investigated include Phase I
recreational activities and whether allotted space conforms to
regulation sizes. The proposal will also be evaluated for the
potential for inclusion of support and ancillary spaces not
specifically addressed in the proposal. A careful assessment of the x
actual available square footage area contained in the proposal will be
made for comparison against total programmed space requirements. The
proposal will also be evaluated for how it addresses the programmed
parking, site and access requirements.
' CODE COMPLIANCE
The proposed modifications to the existing building will be assessed K
to identify code related issues. Those issues include building code
requirements for handicapped access, exiting and egress, ventilation,
fire protection, life safety, structural design, etc. Issues which
' will need to be addressed in the further development of the proposal
will be identified.

DESIGN ISSUES
Design issues which must be addressed in the implementation of the
' proposed reuse of Memorial Hall will be identified. These issues fall
into the following categories:
' Architectural : - Provisions for expansion for Phase
II programmed uses
- Effect on historical value and
' integrity
- Utilization efficiency under
proposed reuse
- Maintenance factors of the existing
' building components due to age and
condition
- Assessment of functional relation-
' ships expressed in proposal
Mechanical & Electrical: - Interface between new and existing
systems vs. complete replacement of
systems
- System selection considerations
- Impact of the existing building
system components on maintenance and
operation
' Structural: - Discussion of the probable long term
effect of proposed, modifications to
the existing structure's stability
- Enhancements of the existing
' structural system that may be
necessary to meet current design
codes or recommended practice
' - Description of limitation on
structural system design imposed by
existing building configuration and
height or proposed reuse
Renovation: - Discussion of possible issues
inherent in most renovation projects
' and discussion of their cost-related
ramifications.
' Where appropriate, cost factors will be assigned to these issues and
included in the following described cost estimate.

COST ESTIMATE
' An estimate of probable cost based on the proposed modifications to
Memorial Hall will be prepared. The cost description will address the
issues identified in the sections above and the proposed building
' modifications as described by the Shaver Partnership. The cost
estimate will necessarily reflect assumptions made in lieu of detailed
design decisions. These assumptions will be based on past experience
with renovation projects of a similar scope and on verbal information
' to be obtained from the Shaver Partnership. The cost estimate will
address only Phase I program requirements as contained in the Shaver
Partnership proposal because of the location of the Memorial Hall and X
' the uncertainty of the appropriateness of the Phase II program
functions at the location.
' PROJECTION OF ANNUAL OPERATING AND MAINTENANCE COSTS
Annual operating and maintenance cost projections will be estimated
and will include the following items:
t - utilities (water, gas, electricity)
- maintenance (HVAC equipment, lights, general maintenance and
' repair)
- programmed capital replacements, based on estimated useful life
of specific building system components
' Other cost factors such as personnel, program costs, debt retirement,
etc. , will only be included to the extent that information is provided
by the City.
' SCOPE LIMITATIONS
' The study described by this scope of services is based on a proposal
by the Shaver Partnership which is in the early stages of preliminary
design. That proposal is limited to a model and verbal description
and it is inherent in that stage of design that many of the issues
that will be addressed by this study have not been developed in detail
if at all. Therefore, it must be recognized that some assumptions and
interpolations must be made that may or may not be confirmed by final
design if the Memorial Hall proposal is pursued.

II SCHEDULE AND FEE
1 Bucher, Willis and Ratliff proposes to accomplish the above Scope of
Services within thirty (30) days following notice to proceed. This
schedule is contingent upon timely receipt of all available
1 information pertaining to the existing building and the proposed
renovations including suitable copies of the original structural plans
of the building and verbal descriptions of assumptions made by the
Shaver Partnership during development of their proposal. It is
assumed this information will be provided as needed and without cost
to Bucher, Willis and Ratliff.
1 The estimated fee for the above proposed Scope of Services is
Thirty-Two Thousand Five Hundred Dollars ($32,500) and is subject to
verification by Bucher, Willis and Ratliff following discussions of
1 the proposed scope with the City of Salina. This fee includes the
labor and materials Bucher, Willis and Ratliff believes necessary to
accomplish the described scope but does not include any soil or other
investigative tests that may be deemed appropriate during the course
1 of the study. The estimated fee reflects the following relative input
of the disciplines involved:

IAfter graduation from the University of Kansas in 1957, Mr. Voskamp worked
briefly for Douglas Aircraft Company at their Santa Monica, California,
' facility in the DC-8 program. He returned to Kansas City in 1958 where he
joined the architectural firm of Voskamp & Slezak, A.I.A. as a Specification
Writer and Project Architect. In 1967, he was elected a Partner in the firm
and continued in that position until he founded the firm of Voskamp & Voskamp,
I A.I.A. in 1970. He moved to Salina, Kansas, in 1975 to take the position of
Chief Architect with Bucher, Willis & Ratliff, Consulting Engineers, Planners
and Architects. He was admitted as a Partner in the firm in 1977.
I Mr. Voskamp has been active in many civic organizations. He served as
President of the Kansas City, Missouri, Jaycees; as Director of the Kansas
City Chamber of Commerce; member of the Arts Commission of Prairie Village,
II Kansas; and Chairman for two years of the Community Enrichment Committee of
the Salina Chamber of Commerce. Presently he is serving as a Director of
Research Health Services, Inc. and Research Medical Center. For the past
eleven years, Mr. Voskamp has served as Architectural Consultant to McCormick
I/ Distilling Company at Weston, Missouri , for renovation/construction of their
facility, the oldest operating distillery in the United States and a national
landmark.

' PROFESSIONAL EXPERIENCE:
Mr. White heads the firm's Department of Architecture. His responsibilities
include client relations, management of design, construction documents,
specifications, construction administration, and field observation.
Prior to becoming a Partner, Mr. White served in several divisions in the
' firm, thereby broadening his professional experience. This path placed him in
our planning department for three years, in graduate study for a year, field
inspection and supervision for three years, and as an architectural technician
' for one year. He became a Project Architect in 1979, and in January 1981 was
admitted as an Associate in the firm. From June 1984 to June 1986 Mr. White
was employed by Peter A. Lendrum Associates of Phoenix, Arizona. There he was
project manager for large hotels and resort projects which included extensive
' conference facilities. Mr. White returned to Bucher, Willis & Ratliff in July
1986 to assume the role of Chief Architect in the Kansas City office. He was
elevated to Partner—in—Charge of Architecture for the firm in January 1987.

After his graduation with distinction, and receipt of his masters degree,
Mr. Ediger joined the firm of The Schemmer Associates of Omaha, Nebraska,
where he spent three years as a Designer and Project Architect. In 1979, he
assumed the position of Project Architect with Design Build Architects of
Lawrence, Kansas. He was Project Coordinator for the renovation of the Marvin
' Hill School of Architecture at the University of Kansas, and Project Architect
for the Addition/Renovation of Christy Hall at Southwestern College, Winfield,
Kansas.
In 1981, he joined the firm of Bucher, Willis & Ratliff. In addition to a
variety of other project responsibilities, he served as Project Architect for
the conversion of a former hospital to corporate offices for Sunflower
Electric Cooperative, Inc. He has served as Project Architect on a variety of

time, he has served in the Structural Department performing design and
plans production in the capacities of Detailer, Design Engineer, Project
Engineer and Project Manager. Mr. Carr became an Associate of the firm in

firm's division of Structural Engineering. His experience covers a variety
of building, bridge and environmental structures. Mr. Carr's bridge

including HVAC design for the EPA Laboratory in Kansas City, Kansas; HVAC

as the project electrical engineer for the Mowery Clinic, Salina, Kansas, the
Special Processes Building for DOE Bendix, Kansas City, Missouri, and for
several street lighting projects. These projects have involved replacement of
' electrical systems and energy conservation. Recently, he served as the
project electrical engineer for the Capitol Parking Garage, Jefferson City,
Missouri. This project involved the replacement of light fixtures and the
installation of energy conservation equipment.
