ARTICLE I - NAME
The name of this organization shall be the Salina Citizens' Advisory
Committee.
ARTICLE II - OBJECT
The object of this Committee shall be to serve as the formal means
through which active citizen participation is provided to aid and support
the development and the carrying out of an ongoing housing and community
development plan for Salina, Kansas.
The function of the committee shall be:
(1 ) to use the skills, knowledge and experience of its members to
assist and advise the City Commission, the City Manager and his
staff with respect to programs for the orderly growth, devel -
opment and/or improvement of the community;
(2) to inform the general public about such programs and of the
progress thereof;
(3) to serve as a medium for the promotion of private programs in
support of the community development plan; and
(4) to serve as a means for neighborhood organization and as a
resource for the City Commission and for neighborhood groups
regarding neighborhood problems.

ARTICLE III - MEMBERS
• Section 1 . The membership of this Committee shall be comprised of a
broad cross-section of the citizenry of Salina, including various socio-
economic strata, fields of endeavor, age levels, races and both sexes.
Only those persons who have been residents of Salina for a minimum of one
year shall be eligible for appointment.
The members of the Citizens ' Advisory Committee shall be appointed by
the Mayor with the consent of the Board of Commissioners of the City of
Salina, in the manner established in Resolution 3441 .
Section 2. The term of office of each member of the Committee shall
be for three years and until his successor is appointed and qualified;
provided however, that those first appointed to the Committee shall be so
appointed so that approximately one-third of those so named shall serve a
term of three years, approximately one-third of those so named shall serve
a term of two years, and approximately one-third of those so named shall
serve a term of one year.
No member of the Committee shall serve for more than two full
consecutive three year terms.
Section 3. Each member of the Salina Citizens' Advisory Committee
shall be entitled to one vote on all matters brought to a vote during a
regular or special meeting in which said member is present, and providing
a quorum is present.
Section 4. As established in Resolution 3441 , any member of the
Citizens ' Advisory Committee who has three consecutive absences from
regular meetings shall be automatically recommended for removal from the
Citizens ' Advisory Committee. The Steering Committee shall notify the Mayor

Vacancies on the Committee shall be filled by the appointing
authority for the unexpired term only.

ARTICLE IV - OFFICERS
Section 1 . The officers of the Citizens ' Advisory Committee shall
be Chairman, Vice-Chairman, and Secretary. They shall be elected at the
annual meeting, and shall hold office until their successors have been
elected.
Section 2. A nominating committee appointed by the Chairman shall
nominate a candidate for each office to be filled at the annual meeting.
Additional nominations will be permitted from the floor after the
nominating committee has reported but before final action is taken,
provided the prior consent of the nominee has been obtained.
Section 3. The term of office shall be for one year, and no person
shall serve for more than two consecutive, full or partial terms in the
same office.
Section 4. An officer may resign from office at any time during
his term, and may do so without resigning from the Committee.
In the event of such a resignation, the Committee shall elect
another person to replace him, and such person shall serve for the
unexpired term.
ARTICLE V - DUTIES OF OFFICERS
Section 1 . The Chairman shall preside at all meetings of the
Committee, and shall be eligible to vote on all matters coming before
the Committee. He shall appoint all subcommittees. The Chairman shall
be responsible for scheduling regular meetings, for calling special

meetings of the Committee, and for preparing all agendas. He is respon-
sible for conducting all meetings in an orderly manner.
Section 2. The Vice-Chairman shall perform all the duties and assume
all the responsibilities of the Chairman in his absence.
Section 3. The Secretary shall keep accurate records of all proceedings
of the Salina Citizens ' Advisory Committee; shall be responsible for issuing
all necessary notices, copies of agendas, etc. ; and shall be responsible
for compiling reports and keeping attendance records. The Secretary may be
aided in the execution of his duties by a member of the City Staff.
ARTICLE VI - MEETINGS
Section 1.. Regular meetings of this Committee shall be held on the
fourth Thursday of every other month, beginning in January, with the
following exceptions:
(A) If a regular meeting date should fall on a legal holiday, the
meeting shall be held on the following Thursday.
(B) If unusual circumstances should occur which might prevent a
quorum being present, the Chairman may reschedule the meeting, and, shall
state, in the call for the meeting, the reason for the change in date.
Section 2. Special meetings of the Salina Citizens ' Advisory
Committee shall be called by the Chairman, or in his absence, by the
Vice-Chairman. Notice by letter or by phone 24 hours previous to the
Scheduled time shall be considered ample notice.
Section 3. The annual meeting of the Salina Citizens ' Advisory
Committee shall be held at the last regularly scheduled meeting of each
year. During this meeting, the following activities shall take place;

(A) A summation of progress made, work accomplished, and of the
• proposed work program shall be prepared for the coming year for delivery
to the chief executive of the community.
(B) A work program shall be formulated for the coming year.
(C) Officers for the coming year shall be elected.
Section 4. One-half of the membership of the Citizens ' Advisory
Committee officially holding appointments shall constitute a quorum, and a
quorum shall be necessary for the transaction of any official business by the
Salina Citizens ' Advisory Committee.
ARTICLE VII - COMMITTEES
The Chairman shall appoint a Steering .Committee, to be composed of at least
one representative from each of the neighborhoods, as established in Resolution
3441 *, and who shall serve as Neighborhood Coordinator; a nominating committee;
and such other subcommittees as may be deemed necessary to carry on the work of
the committee. The Steering Committee shall be authorized to act on behalf and
with the full authority of the Committee between meetings of the Committee.
ARTICLE VIII - RECOMMENDATIONS TO APPOINTING AUTHORITY
Any Citizens ' Advisory Committee recommendation to the appointing authority
shall be adopted by a majority vote of the members present and voting, provided
there is a quorum present.
ARTICLE IX PARLIAMENTARY AUTHORITY
The rules contained in "Robert's Rules of Order Newly Revised" shall
govern the Committee in all cases to which they are applicable, and in which
they are not inconsistent with these bylaws.

ARTICLE X - AMENDMENTS
These bylaws may be amended at any regular meeting of the Citizens '
• Advisory Committee by a 2/3 vote of the members present and voting, provided
the amendments have been submitted in writing at the previous regular meeting.
