AN ORDINANCE ESTABLISHING A SAFB RI/FS MULTI-YEAR CAPITAL
IMPROVEMENTS FUND.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. Fund Established. In accordance with K.S.A. 12-1,118, there is hereby established a multi-
year capital improvements fund to be entitled "Former SAFB RI/FS Fund".
Section 2. Purpose limited. The Former SAFB RI/FS Fund shall be used only for costs incurred for the
former Schilling Air Force Base Remedial Investigation/Feasibility Study (RI/FS) and development of
the Corrective Action Decision (CAD) to be issued by the Kansas Department of Health and
Environment, as enumerated in the City of Salina Capital Improvements Program, as required by an
Interlocal Agreement among the parties (Kansas State University, Unified School District 305, Saline
County, State of Kansas. City of Salina, Kansas, and Salina Airport Authority) dated 12/20/2012 and as
authorized by K.S.A. 12-1,118. This may include any and all costs necessary to achieve the objectives
of the agreement.
Work performed pursuant to the purposes of the Fund may be performed by the City, or contracted to
others. I-[owever, fund resources shall not be used to pay normal operating expenses of the City.
Section 3. Monies for the Fund. Monies for the fund may be provided through budgeted transfers from
the Water and Wastewater Operating fund, from Bond and Temporary Note proceeds, special
assessments, reimbursements from other funds of the City of Salina, reimbursements or contributions
from private or public agencies, or State or Federal Aid.
Section 4. Annual Budget not Required. Pursuant to KSA 12-1,118, resources of the fund shall not be
subject to the annual budget process.
Section 5. Effective. This ordinance shall be in full force and effect from and after its adoption and
publication by the following summary once in the official city newspaper.
