REGULAR MEETING OF THE BOARD OF COMMISSIONERS
FEBRUARY 11, 1991

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, February 11, 1991, at 4:00
p.m.
There were present:
Mayor Robert E. Frank, Chairman presiding
Commissioner Carol E. Beggs
Commissioner John Divine
Commissioner Stephen C. Ryan
Commissioner Joseph A. Warner
comprising a quorum of the Board, also present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of February 17 through 23, 1991 as
"ENGINEERS WEEK." The proclamation was read by Greg Weatherd, President of
the Smoky Valley Chapter of the Kansas Engineering Society.
(4.2) The Mayor proclaimed the Year 1991 as "THE YEAR OF THE LIFETIME
READER." The proclamation was read by Joe McKenzie, Director of the Salina
Public Library.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on an application for property tax exemption submitted
by Premier Pneumatics, Inc.
(5.1a) Resolution Number 91-4275, exempting certain property owned by
Premier Pneumatics, Inc., located at 606 North Front Street, Salina,
Kansas, from ad valorem taxation and providing for certain in lieu of tax
payments.
Roy Dudark, Director of Planning and Community Development,
reviewed the tax exemption application for Premier Pneumatics, Inc.
Dennis M. Kissinger, City Manager, reviewed the tax exemption policy
recently adopted by the City Commission.
George Korbelik, President of Premier Pneumatics, Inc. commented on
the company's conservative estimate for expansion in the tax exemption
application.
Ernest Cole, 153 South Front, expressed his opinion that the policy
should be followed to the letter.
Gerald Cook, President of the Salina Area Chamber of Commerce, said
Premier Pneumatics' request is conservative and straight forward, that the track
record speaks for itself, and that the policy is a significant improvement over
the policy of the past. He asked for City Commission approval for this economic
development project.

Moved by Commissioner Warner, seconded by Commissioner Ryan that
Resolution Number 91-4275, exempting certain property owned by Premier
Pneumatics, Inc., located at 606 North Front Street, Salina, Kansas, from ad
valorem taxation and providing for certain in lieu of tax payments, be adopted.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting February 4, 1991.
(6.2) Set the date of February 26, 1991 to receive bids for the demolition of
4 structures from the 1990 Dangerous Structures Project.
(6.3) Petition Number 4005, filed by the University United Methodist Church
for the vacation of the south I of the north -south alley between Kirwin and
Claflin Streets, at 1509 South Santa Fe, between the Church and the parking lot
on the east side of the alley. [Refer to the City Engineer for a recommendation
and to set the date for a public hearing.]
Moved by Commissioner Divine, seconded by Commissioner Ryan that
all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion
adopted.

ADMINISTRATION
(8.1) Consideration of a trial program in newspaper recycling.
(8.1a) Resolution Number 91-4276, authorizing the Mayor to execute a
contract with Central Fiber Corporation, Wellsville, Kansas, for newspaper
recycling, for a trial period ending August, 1991, at a cost not to exceed
$3,600.
Dennis M. Kissinger, City Manager, reviewed the background of
newspaper recycling in Salina and explained the agreement with Central Fiber
Corporation is for a trial period. He showed samples of the company's insulation
product made from recycled newspaper.
Moved by Commissioner Warner, seconded by Commissioner Divine that
Resolution Number 91-4276, authorizing the Mayor to execute a contract with
Central Fiber Corporation, Wellsville, Kansas, for newspaper recycling, for a
trial period ending August, 1991, at a cost not to exceed $3,600, be adopted.

(8.2) Approve the Preliminary Official Statement for General Obligation
Bonds, Series P-237. [Sets March 4, 1991 to receive bids on General Obligation
Bonds, Series P-237.1
Moved by Commissioner Divine, seconded by Commissioner Warner that
the Preliminary Official Statement for General Obligation Bonds, Series P-237 be
approved and that March 4, 1991 be set to receive bids on the General
Obligation Bonds. Aye: (5). Nay: (0). Motion adopted.
OTHER BUSINESS
Mayor Frank announced there will not be a City Commission Meeting on
February 18th as it is Presidents' Day Holiday.
