Buzick, Judge of said court, and whereas, it now becomes the duty of the Hon. Board of City Commissioners of Salina, Kansas, to appoint a sucessor in office to said Hon. A. R. We worry about the accidents and the sex problems and plan ways of lessening them. Why then place a beer joint under the nose of our college youth? Many a family have moved out here to the south end because of the safety for their children. Beer will not make it more safe. We, the Wesleyan W.C.T.U. request that you do not grant Mrs. Katherine P. Gibbs an application to sell beer. Gentlemen: In regard to petition No 1318 filed by Iirs. Henry A. Jones and signed by numerous and sundry persons relative to the elimination of dead ends on North Oakdale, Penn, Columbia and Kansas. The dead end on Kansas and Columbia have been eliminated. This was occasioned by the fact that additional main had to be laid to accommodate some new construction on North Columbia and it was more practical and feasible to tie the two dead ends on Kansas and Columbia together with the new main rather than excavate the full length of the 300 block on Columbia to replace the existing 2" line down Columbia. It also made it possible to set a fire hydrant on the north end of Columbia which improves the fire protection on North Penn. Due to shortage of cast iron pipe and the inflated price it is not practical to go into a program of eliminating dead ends at this time. In fact, practically all new main extensions we are new installing are dead ended because we cannot get enough pipe to furnish water to properties in the city where water is needed. There are dozens of dead ends in Salina that have existed since the city took over the water plant and none of these have presented any health hazard. It is a fact that dead ends are unsatisfactory and should be avoided and eliminated if at all possible. They allow settling to occur in the pipe and the accumulation of such settlings may give the water a poor appearance when fire hydrants are flushed,or heavy consumption may cause the water to become riled. t _ Disease producing bacteria cannot spontaneously generate within the water main even though it is quiet. Therefore, if the water is safe to drink when it is pumped into the water rain, it will be safe to drink when removed from the main, even if it is a dead end main.
