(6.2) Resolution Number 92-4467, authorizing the Mayor to execute and the City Clerk to attest an agreement between the City of Salina and the Union Pacific Railroad Company for a pipeline crossing at M.P. 547.29 in connection with the interceptor sewer project. (6.3) Resolution Number 92-4468, authorizing the Mayor to execute and the City Clerk to attest an agreement between the City of Salina and the Missouri Pacific Railroad Company for a pipeline crossing at M.P. 492.08 in connection with the interceptor sewer project. (Requested in Petition Number 4036, filed by Craig and Melody Hawkinson. This Resolution sets July 13, 1992 for public hearing.) (6.7) Resolution Number 92-4472, directing public notice of application for vacation of a 10' x 113' utility easement along the west side of Lot 1, Block 1, Replat of Lot 13, Block 5 & Lots 24-26, Block 6, Meyer Addition in the City of Salina, Saline County, Kansas. (Requested in Petition Number 4037, filed by Greg and Monica Woolsoncroft. This Resolution sets July 13, 1992 for public hearing.) (6.8) Petition Number 4040 was filed by Ry -Co. Inc. for the vacation of Claflin Avenue from Austin Circle to Austin Circle in Austin Subdivision of the City of Salina, Saline County, Kansas. (6.9) Resolution Number 92-4473, directing public notice of application for vacation of Claflin Avenue from Austin Circle to Austin Circle in Austin Subdivision of the City of Salina, Saline County, Kansas. (Requested in Petition Number 4040, filed by Ry -Co., Inc. This Resolution sets July 13, 1992 for public hearing.) (6.10) Petition Number 4041 was filed by Ry -Co., Inc. for street and utility improvements to serve certain lots in Austin Subdivision. Roy Dudark, Director of Planning and Community Development reviewed the CDBG Housing Rehabilitation Program. Larry McQueen, K -State Salina, reviewed the program statements and amended project budget for the capital improvements at K -State - Salina, and asked for City Commission approval. ADMINISTRATION (8.1) Second Reading Ordinance Number 92-9510, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the zoning district map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof. (Requested in Zoning Application 92-5, filed by George Plante) Moved by Commissioner Divine, seconded by Commissioner Warner that Ordinance Number 92-9510, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the zoning district map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. (8.4) Director of Finance reports on bids received at 2:00 p.m. for the sale of $15,000,000 Water and Sewerage System Revenue Bonds, Series 1992, of the City of Salina, Kansas. Roger Edgar, Vice President of George K. Baum & Company, the City's financial advisor, reported that two bids were received at 2 p.m. and recommended the City Commission accept the low bid and award the contract to George K. Baum & Company, in association with 13 other financial companies, for a total interest cost to the City of $11,784,342.50, with an average annual net interest rate of 6.162550. (8.5) First Reading Ordinance Number 92-9513, authorizing and directing the issuance, sale and delivery of $15,000,000 principal amount of combined Water and Sewerage System Revenue Bonds of the City of Salina, Kansas, .... Randy Irey, Bond Counsel with Gilmore and Bell, reviewed the terms of the bond ordinance and explained the necessity of introducing the bond ordinance for first reading, declaring an emergency to exist because the City Commission will not meet on June 29th, and then adopting the bond ordinance on second reading today. Moved by Commissioner Ryan, seconded by Commissioner Divine that Ordinance Number 92-9513, authorizing and directing the issuance, sale and delivery of $15,000,000 principal amount of combined Water and Sewerage System Revenue Bonds of the City of Salina, Kansas, for the purpose of repairing, altering, extending, reconstructing, enlarging and improving the combined water and sewerage system, prescribing the form and details of said Revenue Bonds, providing for the collection, segregation and application of the revenues of said system for the purposes authorized by law, including paying the cost of operation and maintenance of said utility, paying the principal of and interest on the revenue bonds of said City issued against said system and providing adequate reserve funds, making certain covenants with respect to said bonds; and approving a preliminary official statement and official statement relating to said bonds, be introduced for first reading. The Commissioners invited all the Citizens to attend the All American Fourth of July and Play Day in the Park on Saturday from Noon to 4 p.m. The Mayor read a letter to M -K Development thanking them for a job well done marketing the Schilling Manor homes and developing the area over the past years.
