Beggs, Chairman presiding Commissioner Peter F. Brungardt Commissioner John Divine Commissioner Stephen C. Ryan Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Absent: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor presented City Service Awards to City of Salina employees with twenty-five years of service: Everett Boyle, Building Meintenance Mechanic for the Department of General Services; Jerry Scott, Fire Marshal for the Salina Fire Department; John Johnson, Fire Engineer/EMT for the Salina Fire Department; Errol Douglass, Police Lieutenant for the Salina Police Department; Patricia Arnold, Secretary for the Department of General Services; Hank Corcoran, Customer Accounting Supervisor for Water Customer Accounting; Morris Henry, Water Plant Supervisor for the Salina Water and Wastewater Department; and William Arnold, Water Plant Operator for the Salina Water and Wastewater Department. The Mayor presented City Service Awards to City of Salina employees with ten years of service: LaDonna Bennett, Administrative Secretary for the City Manager; Barry Hummel, Engineering Technician for the Engineering Department; Judy Piercy, Secretary for the Salina Fire Department; Ronald Householter, Fire Engineer / EMT for the Salina Fire Department; Robert Budke, Paramedic / Firefighter for the Salina Fire Department; Brian McClurg, Police Officer / EMT for the Salina Police Department; Darrell Fiske, Police Sergeant for the Salina Police Department; Ann Haden, Secretary to the Police Chief, Salina Police Department; Debra Hozduke, Police Records Clerk for the Salina Police Department; Kay Jennings, Account Clerk for the Central Garage Division of General Services; Jesse Young, Flood Control Supervisor for the Department of General Services, Garold Muse, Landfill Operator for the Solid Waste Division of General Services; Dennis Bethe, Maintenance Worker for Special Gas Division of General Services, Sharon Cope, Customer Account Clerk for Water Customer Accounting; and Paul Behle, Water Plant Operator for the Salina Water and Wastewater Department. (4.2) The Mayor presented plaques of appreciation to past Board and Commission members: Rex N. (6.2) Petition Number 4050, filed by Bill Floten of Pacific Gamble Robinson Company, Inc. for the vacation of the East 10' of North Third Street right-of-way from the north line of Elm Street north 170 feet. (Refer the petition to the City Engineer to establish a date for public hearing.) Moved by Commissioner Ryan, seconded by Commissioner Brungardt that all items on the Consent Agenda be approved. Aye: (5) . Nay: (0) . Motion adopted. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 92-9542, amending the Comprehensive Land Use Plan of the City of Salina, Kansas. Moved by Commissioner Divine, seconded by Commissioner Warner that Ordinance Number 92-9542, amending the Comprehensive Land Use Plan of the City of Salina, Kansas, be adopted. Aye: Brungardt, Divine, Ryan, Warner, Beggs. (5) . Nay: (0) . Motion adopted. (8.2) Second Reading Ordinance Number 92-9543, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof. (Rezoning of the East 40' of Lot 9 and all Lots 10 and 11, Block 8, Elmdale Addition to District C-5, requested in Zoning Application 92-11) Moved by Commissioner Warner, seconded by Commissioner Brungardt that Ordinance Number 92-9543, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. Aye: Brungardt, Divine, Ryan, Warner, Beggs. (5) . Nay: (0) . Motion adopted. (8.3) Report on bids received November 3, 1992 for the sale of a Schwab Fireguard Safe. ( Recommendation to reject all bids.) Robert K. Biles, Director of Finance and Administration, reviewed the bids received and recommended that all bids be rejected and that staff be authorized to check into other in-house alternatives for the use of the safe. Moved by Commissioner Ryan, seconded by Commissioner Divine that the recommendation of staff be accepted and that all bids for the sale of the Schwab Fireguard Safe be rejected. Aye: (5) . Nay: (0) . Motion adopted. (8.4) Authorize Change Order Number 1 for Engineering Project 92-859, Subdivision Improvements, for the Holmquist water main improvements, in the amount of $5,070.00. Shawn O'Leary, Assistant Director of Engineering and Utilities, reviewed the change order. He said ten of the nineteen property owners requested the installation of water service at this time, to the ten tracts. Moved by Commissioner Brungardt, seconded by Commissioner Warner that Change Order Number 1 for Engineering Project 92-859, Subdivision Improvements, for the Holmquist water main improvements, in the amount of $5,070.00, be approved. Aye: (5). Nay: (0). Motion adopted. 92-443 92-444 92-445 92-446 (8.5) Authorize Change Order Number 6 for Engineering Project 90-817, Water Tower Painting Improvements, in the amount of $9,775.00. Don Hoff, Director of Engineering and Utilities, reviewed the project and recommended that the change order be approved for additional deficiencies on the Sunset Water Tower. Moved by Commissioner Ryan, seconded by Commissioner Divine that Change Order Number 6 for Engineering Project 90-817, Water Tower Painting Improvements, in the amount of $9,775.00, be approved, and that the Mayor be authorized to execute the change order document. (9.1) Authorize City of Salina to accept responsibility for certain future maintenance of the building to be purchased for the use of the Salina -Saline County Health Department. Dennis M. Kissinger, City Manager, said Saline County has made an offer to purchase the building at 236 - 240 North Seventh from capital improvement funds made available by refinancing certain mortgage revenue bonds at a lower interest rate, for the purpose of relocating the Salina -Saline County Health Department from the City -County Building, on the condition that the City assume responsibility for the future maintenance of the structural, mechanical and roof components of the building. Moved by Commissioner Warner, seconded by Commissioner Brungardt that staff notify Saline County of the City's willingness to accept future responsibility for the structural, mechanical and exterior grounds (including the parking lot) of the building located at 236 - 240 North Seventh Street to be used as the Salina -Saline County Health Department Building.
