w The Special Meeting of the Board of Commissioners was called to order at 12:30 p.m. in
y Room 107, City -County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.

Commissioner Samantha P. Angell
Commissioner Kaye J. Crawford
Commissioner Aaron Householter
Absent: Commissioner Barb Shirley
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Shandi Wicks, Deputy City Clerk
ADMINISTRATION
(3.1) Lease purchase agreement, amendment to the current interlocal agreement, and
contribution agreement regarding the HVAC system in the City -County Building.
Greg Bengtson, City Attorney, explained the lease purchase and contribution
agreement.
' Aaron Martin, Clark, Mize & Linville, and Mr. Bengtson noted the amendments to
the purchase and interlocal agreements.
Jason Gage, City Manager, explained the building space allocation.
Jim Schroeder, City -County Building Authority Superintendent, explained the
project cost and cost savings.
12-0322 Moved by Commissioner Crawford, seconded by Commissioner Householter, to adopt
Resolution No. 12-6962. Aye: (4). Nay: (0). Motion carried.
12-0323 Moved by Commissioner Angell, seconded by Commissioner Householter to pass
Ordinance No. 12-10669 on first reading. Aye: (4). Nay: (0). Motion carried.
12-0324 Moved by Commissioner Angell, seconded by Commissioner Householter, that Ordinance
No, 12-10669 be considered for passage on second reading on the same day as the first
reading due to a compelling public purpose of achieving cost savings on the project. Aye:
(4). Nay: (0). Motion carried
12-0325 Moved by Commissioner Angell, seconded by Commissioner Householter, to adopt
Ordinance No. 12-10669 on second reading. A roll call vote was taken. Aye: (4) Angell,
Crawford, Householter, Jennings. Nay: (0). Motion carried.
