03-25-1993 Minutes Special MtgCITY OF SALINA, KANSAS SPECIAL MEETING OF THE BOARD OF COMMISSIONERS MARCH 25, 1993 4:00 p.m. The Special Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Thursday, March 25, 1993, at 4:00 p.m. to consider the following: Consider a grant application for multi -agency law enforcement project. There were present: Mayor Carol E. Beggs, Chairman presiding Commissioner Peter F. Brungardt Commissioner John Divine Commissioner Stephen C. Ryan Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Absent: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk None 1. Consider a grant application for multi -agency law enforcement project. Dennis M. Kissinger, City Manager, explained that the special meeting was called because the grant application deadline is April 2, 1993 and the next regular meeting of the Board of Commissioners is April 5, 1993. Jim Hill, Police Chief, reviewed the grant application and explained the Police Departments, Sheriff Departments and County Attorney offices from Saline, McPherson and Dickinson Counties are proposing to create a task force for drug enforcement. He said the grant would allow the addition of 4 full-time drug investigators for Saline County and 2 each in McPherson and Dickinson Counties. A crime analyst would also be added to the staff in Salina. Darrell Wilson, Saline County Sheriff, said he received endorsements for this program from the Saline County Commissioners and the City of McPherson. Julie McKenna, Saline County Attorney, reviewed her office's role in prosecuting drug cases. She said drug related crimes have steadily increased and it is necessary to take preventative action before the problem gets out of hand. She also reviewed the relationship between Salina and surrounding communitites regarding drugs and the sale of stolen property. Jim Hill, Police Chief, said this would be a one-year, renewable grant that will "roll over" to the current federal grant. He said he has received a letter from the Salina All-American Partnership endorsing the project. The Commissioners and staff discussed monitoring the project and the types of reports that will be generated. Dennis M. Kissinger, City Manager, reviewed the administration of the grant and said the total program cost is estimated to be $408,000, with the City's share being $73,015, Saline County's share being $20,625 and Dickinson County's and McPherson County's share each being $33,660. 93-128 Moved by Commissioner Divine, seconded by Commissioner Ryan that the Board of Commissioners support participation in the grant application for multi -agency law enforcement and authorize staff to proceed.
