The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, August 9, 1993, at 4:00 p.m.
There were present:

CITIZEN FORUM
Milton E. Tucker, 722 Smoky Hill Drive, said the public address
system used during the recent Tri -Rivers Fair and Rodeo was so loud that it
caused him headaches and blackouts. He said he contacted the Salina Police
Department but was not satisfied with its response. He asked the
Commissioners to consider doing something about the excessive noise during the
fair.
Dennis M. Kissinger, City Manager, suggested that staff visit with
the Saline County Fair Board when it is in the planning stages for the fair
next year.
Ronald Williams, President of the Central Kansas Taxpayers
Association, asked the City Commissioners to require that Saline County repay
the $450,000 budgeted to help the County with transitional costs associated with
the new Saline County Jail.
Dennis M. Kissinger, City Manager, said he would address Mr.
Williams' comments during the public hearing on the budget.

Mayor Brungardt declared the public hearing open.
Robert K. Biles, Director of Finance and Administration, reviewed the
Resolution and Ordinance. He said the Resolution sets the mill levy, addresses
requirements mandated by the Environmental Protection Agency, and contains a
solid capital improvement program. He said the Ordinance authorizes the City
Manager to administer the budget as adopted.

Dennis M. Kissinger, City Manager, discussed the concerns Mr.
Williams raised regarding the $450,000 budgeted for Saline County for the new
jail.
The Commissioners and staff discussed previously filed grant
applications and the impact of those on the 1994 budget.
There were no other comments filed, written or oral, so the Mayor
declared the public hearing closed.

Resolution 93-4625 adopting the 1994 Annual Budget, be approved. Aye: (5).

Ordinance Number 93-9587, providing for the adoption and appropriation, by
fund, of the budget of the City of Salina for the year beginning January 1
1994; and appropriating money from the various funds to pay payrolls and
claims against the City of Salina for the calendar year 1994, be introduced for
first reading. Aye: (5). Nay: (0). Motion adopted.
(5.2) Resolution 93-4626, adopting the job classification and salary schedule
for city employees, created pursuant to Section 2-51 of the Salina Code and
repealing Resolution Number 92-4533 and all previous resolutions, motions or
actions in conflict therewith.
Robert K. Biles, Director of Finance and Administration, said the
1994 Budget includes a 2% salary increase for city employees, and this
Resolution adopts the pay plan for 1994.
Commissioner Beggs asked for clarification of how the job
classification and salary schedule works.
Dennis M. Kissinger, City Manager, reviewed the job classification
process and the steps an employee works through on the salary schedule.
Moved by Commissioner Beggs, seconded by Commissioner Warner that
Resolution 93-4626, adopting the job classification and salary schedule for city
employees, created pursuant to Section 2-51 of the Salina Code and repealing
Resolution Number 92-4533 and all previous resolutions, motions or actions in
conflict therewith, be adopted. Aye: (5). Nay: (0). Motion adopted.

(8.6) Report on bids received August 3, 1993 for Fall 1993 Street Marking
Project. (Award the contract to Tiger Striping, Inc. in the amount of
$10,998.64).
Frank Weinhold, Director of General Services, reviewed the bids
received and recommended the contract be awarded to Tiger Striping, Inc.

the staff recommendation be accepted and that the contract for Fall 1993 Street
Marking Project be awarded to Tiger Striping, Inc. in the amount of
$10,998.64. Aye: (5). Nay: (0). Motion adopted.
(8.7) Resolution Number 93-4627, authorizing the Mayor to execute an
agreement with Tri -Stem, Inc., Waco, Texas, for the study of electrical and
telephone billings.
Robert K. Biles, Director of Finance and Administration, reviewed the
agreement. He said Tri -Stem's compensation is based on actual refunds
received by the City and if no refunds are received, they will receive no
compensation. He said some staff time will be involved and it will take
approximately 4 to 6 months to do the analysis.

(8.8) Resolution Number 93-4628, amending Articles 2, 3, 12, 14, 16, 17,
21, 23, 24 of the City of Salina, Kansas Personnel Manual, and repealing the
existing articles.
Mike Morgan, Assistant City Manager, reviewed the proposed
changes. He said many of the changes reflect housekeeping issues, while some
of the changes reflect federally mandated requirements such as the Americans
with Disabilities Act and the Family Leave Act. He said Article 12, Workers
Compensation, has been revised to allow employees to utilize their leave
balances to maintain their average pay check.
Keith Lindemann, 531 South Delaware, Salina Fire Department
employee, said he was injured in the line of duty and agrees with the changes
proposed in the Workers Compensation Article.
Moved by Commissioner Warner, seconded by Commissioner Divine that
Resolution Number 93-4628, amending Articles 2, 3, 12, 14, 16, 17, 21, 23, 24
of the City of Salina, Kansas Personnel Manual, and repealing the existing
articles, be adopted. Aye: (5). Nay: (0). Motion adopted.
(8.9) Resolution Number 93-4629, amending Article 22, Section 3 of the City
of Salina, Kansas Personnel Manual, and repealing the existing section.
Mike Morgan, Assistant City Manager, said this Article deals with
residency requirements of city employees. He said the proposed changes
reflect previous City Commission directives and allows for certain exceptions
when in the best interest of the City.
Moved by Commissioner Divine, seconded by Commissioner Beggs that
Resolution Number 93-4629, amending Article 22, Section 3 of the City of
Salina, Kansas Personnel Manual, and repealing the existing section, be
adopted. Aye: (5). Nay: (0). Motion adopted.
OTHER BUSINESS
Dennis M. Kissinger, City Manager, said a tour of the new
wastewater treatment plant will be conducted for the City Commissioners after
the City Commission meeting on August 16th.
Commissioner Beggs stated that a letter was received from the Mayor
of Abilene, thanking the city crews for their help during the recent flooding.
Commissioner Divine stated that the bid deadline for purchase of the
Days Inn has been advertised in the newspaper. He said this is a positive
step forward in the sale of this property.
Greg Bengtson, City Attorney, reminded the City Commissioners that
the City has not received formal notification from the Resolution Trust
Corporation regarding the sale of the Days Inn property.
Commissioner Maxwell said that staff has satisfactorily answered her
questions regarding the landfill contract.
