K—U 93-447 93-448 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS NOVEMBER 1, 1993 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, November 1, 1993, at 4:00 p.m. There were present: Mayor Peter F. Brungardt, Chairman presiding Commissioner Carol E. Beggs Commissioner Evelyn Maxwell Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Absent: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Jacqueline Shiever, City Clerk Commissioner John Divine None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed Thursday, November 11, 1993 as "VETERANS DAY." The proclamation was read by Bob Aills, Commander of the VFW. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting October 25, 1993. Moved by Commissioner Maxwell, seconded by Commissioner Warner that the Consent Agenda item be approved. Aye: (4) . Nay: (0) . Motion adopted. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Plat Application 93-8/8A, filed by the Salina Parks and Recreation Department, requesting approval of the final plat for Stimmel School Addition to the City of Salina, Saline County, Kansas, be approved. (Southeast corner of Fifth and Stimmel Road . ) Roy Dudark, Director of Planning and Community Development, reviewed the application and the recommendation from the City Planning Commission. Moved by Commissioner Beggs, seconded by Commissioner Maxwell that the recommendation from the City Planning Commission be accepted, that Plat Application 93-8/8A be approved and that the Mayor be authorized to sign the final plat of Stimmel School Addition. ADMINISTRATION (8.1) Resolution Number 93-4654, authorizing the public sale of $1,800,000 principal amount of General Obligation Internal Improvement Bonds, Series 5-242 of Salina, Kansas. Robert K. Biles, Director of Finance and Administration, said this bond issue will provide funding for 3 projects: construction of cell one at the landfill, traffic signal improvements and the golf course storage building. 93-449 93-450 93-451 93-452 Dennis M. Kissinger, City Manager, reviewed the financial overview contained in the Preliminary Official Statement. Moved by Commissioner Warner, seconded by Commissioner Beggs that Resolution Number 93-4654, authorizing the public sale of $1,800,000 principal amount of General Obligation Internal Improvement Bonds, Series 5-242 of Salina, Kansas, be adopted. Aye: (4). Nay: (0). Motion adopted. (8.2) Resolution Number 93-4655, authorizing the Mayor to execute an agreement between the City of Salina and Kennedy and Coe, Certified Public Accountants, for an audit of City records for the year ending December 31, 1993. Robert K. Biles, Director of Finance and Administration, reviewed the terms of the agreement and the services to be provided by Kennedy and Coe. Moved by Commissioner Maxwell, seconded by Commissioner Beggs that Resolution Number 93-4655, authorizing the Mayor to execute an agreement between the City of Salina and Kennedy and Coe, Certified Public Accountants, for an audit of City records for the year ending December 31, 1993, for an amount not to exceed $25,000, be adopted. Aye: (4). Nay: (0). Motion adopted. (8.3) Resolution Number 93-4656, authorizing the Mayor to execute and the City Clerk to attest a supplemental agreement to the original agreement dated January 25, 1993 between the City of Salina, Kansas and Wilson & Company, Engineers & Architects for consulting engineering services related to the construction of a new chlorine facility at the Water Treatment Plant in an amount not to exceed seventy-eight thousand, nine hundred eighty dollars ($78,980). Don Hoff, Director of Engineering and Utilities, reviewed the project and the services covered by this supplemental agreement. Moved by Commissioner Beggs, seconded by Commissioner Maxwell that Resolution Number 93-4656, authorizing the Mayor to execute and the City Clerk to attest a supplemental agreement to the original agreement dated January 25, 1993 between the City of Salina, Kansas and Wilson & Company, Engineers & Architects for consulting engineering services related to the construction of a new chlorine facility at the Water Treatment Plant in an amount not to exceed seventy-eight thousand, nine hundred eighty dollars ($78,980), be adopted. Aye: (4). Nay: (0). Motion adopted. OTHER BUSINESS Mayor Brungardt announced that a public meeting will be held Thursday, November 11, 1993 to discuss the possibility of a Magnolia/I-135 interchange.
