REGULAR MEETING OF THE BOARD OF COMMISSIONERS
OCTOBER 25, 1993

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, October 25, 1993, at 4:00 p.m.
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Month of October, 1993 as "ALPHA DELTA
KAPPA MONTH." The proclamation was read by Marcella Kovanda,
Representative of Alpha Delta Kappa Sorority and Salina Area Retired
Teachers.
(4.2) The Mayor proclaimed the Week of October 23 through 31, 1993 as
"RED RIBBON WEEK." The proclamation was read by John Roth, member of
the Salina All American Prevention Partnership.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting October 18, 1993.
(6.2) Resolution Number 93-4651, directing public notice of application for
vacation of a certain 10' utility easement located in Block 3 Hoffman Replat of
Part of Blocks 1 and 2 and all of Blocks 7 and 8 Hageman Park Addition to the
City of Salina, Saline County, Kansas.
Moved by Commissioner Warner, seconded by Commissioner Beggs that
all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion
adopted.

ADMINISTRATION
(8.1) Resolution Number 93-4652, establishing a City of Salina policy
position regarding unfunded mandates.
Dennis M. Kissinger, City Manager, reviewed the proposed policy
position. He said staff will begin with a citizen information campaign which will
be coupled with contacts with elected officials of the federal and state
governments.
93-443 Moved by Commissioner Divine, seconded by Commissioner Beggs that
Resolution Number 93-4652, establishing a City of Salina policy position
regarding unfunded mandates, be adopted. Aye: (5) . Nay: (0) . Motion
adopted.
(8.2) Resolution Number 93-4653, to provide for the regulation of basic
service rates and related equipment, installation and service charges of any
cable television system operating in the City of Salina, Kansas.
Dennis M. Kissinger, City Manager, said this resolution provides for
the regulation of basic cable service rates only. He reviewed the timetable and
the actions required by staff to file the Certification Application.
Mike Henry, Executive Director of Community Access Television of
Salina, urged the Commissioners to adopt this resolution.
93-444 Moved by Commissioner Beggs, seconded by Commissioner Warner that
Resolution Number 93-4653, to provide for the regulation of basic service rates
and related equipment, installation and service charges of any cable television
system operating in the City of Salina, Kansas, be adopted. Aye: (5). Nay:
(0) . Motion adopted.
(8.3) Consider an offer from Leonard L. and Barbara E. Knox in the
amount of $11,500 for Lots 7 and 8, Block 1, Eastgate Addition to the City of
Salina, Saline County, Kansas.
Robert K. Biles, Director of Finance and Administration, said the
asking price for these two lots is $13,000. He said the lots are within 1,000
feet of the flood control dike and have experienced drainage problems. He
recommended accepting the offer of $11,500.
93-445 Moved by Commissioner Beggs, seconded by Commissioner Divine that
the offer of $11,500 from Leonard L. and Barbara E. Knox for Lots 7 and 8,
Block 1, Eastgate Addition, be accepted. Aye: (5). Nay: (0). Motion
adopted.
OTHER BUSINESS
Commissioner Maxwell asked if Lot 13, Block 1, Eastgate Addition
could be considered as a park to be maintained by either the City or a
Homeowner's Association for the area.
Dennis M. Kissinger, City Manager, said the City has plans for a
park at Republic which is about two blocks north of this area.
Commissioner Maxwell announced that Kansas State University -Salina
is holding a meeting on Thursday for the Kansas Joint Committee on Economic
Development. She said the public is invited to attend.

93-446 Moved by Commissioner Warner, seconded by Commissioner Beggs that
the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5).
Nay: (0). Motion adopted. The meeting adjourned at 4:39 p.m.
