SEPTEMBER 20, 1993.

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, September 20, 1993, at 4:00
p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of September 19 through 25, 1993 as
"SALINA RESCUE MISSION WEEK." The proclamation was read by Debbie
Divine, Member of the Board of Directors.
(4.2) The Mayor proclaimed the Week of September 17 though 23, 1993 as
"CONSTITUTION WEEK." The proclamation was read by Maxine Wilson,
Constitution Week Chairman of the Mary Wade Strother Chapter of the
Daughters of the American Revolution.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting September 1.3, 1993.
(6.2) Set the date of Tuesday, November 9, 1993 as the date to receive
bids on Engineering Project 93-879, Water Treatment Plant Chlorination Facility.
(6.3) Petition Number 4066 was filed by Elly Ritter for certain street and
utility improvements in Georgetown Addition, Replat of Blocks 4, 10, 11 and
12. (Refer the petition to the City Engineer for a report on its validity)
Commissioner Maxwell stated that the minutes of the September 13
meeting, Item 7.1, should reflect that the amendment to the Code will allow the
parking of motor homes, not mobile homes.
Moved by Commissioner Warner, seconded by Commissioner Divine that
all items on the Consent Agenda, with corrections to the minutes, be

Roy Dudark, Director of Planning and Community Development,
reviewed the plat application and the recommendation of the City Planning
Commission.
The Commissioners and staff discussed the pedestrian crossing over
Dry Creek.
Moved by Commissioner Beggs, seconded by Commissioner Maxwell
that the recommendation from the City Planning Commission be accepted, that
Plat Application 93-6/6a, filed by Monty Montee and Danny Huehl, for the
replat of part of Blocks 1 and 3 and all of Block 4, Country Oaks Subdivision,
be approved, and that the Mayor be authorized to sign the plat drawing. Aye:

(7.2) Recommendation from the City Planning Commission that Zoning
Application 93-8, filed by Ray and Dennis Lindenmuth, for the rezoning of Lots
139, 141, 143, 145 on Fourth Street, Original Townsite, from District R-3
(Multiple Family Residential) to District PC -5 (Planned Service Commercial), be
approved. ( Introduce Ordinance Number 93-9597 for first reading.)
Roy Dudark, Director of Planning and Community Development,
reviewed the zoning application.
The Commissioners and staff discussed drainage requirements and
possible problems associated with the removal of trees.
Commissioner Maxwell asked that the City Planning Commission
consider the retention/removal of trees when reviewing various zoning
applications.
Moved by Commissioner Divine, seconded by Commissioner Warner that
the recommendation of the City Planning Commission be accepted, that Zoning
Application 93-8, filed by Ray and Dennis Lindenmuth, for the rezoning of Lots
139, 141, 143, 145 on Fourth Street, Original Townsite, from District R-3
(Multiple Family Residential) to District PC -5 (Planned Service Commercial), be
approved and that Ordinance Number 93-9597, providing for the amendment of
Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the
Zoning District Map therein and thereby adopted and providing for the rezoning
of certain property within the City and prescribing the proper uses thereof, be
introduced for first reading. Aye: (5) . Nay: (0) . Motion adopted.

(8.5) First Reading Ordinance Number 93-9598, amending Section 39-115 of
the Salina Code regarding the marking of vehicles and equipment by licensed
tree trimmers; and repealing the existing section.
Steve Snyder, Director of Parks and Recreation, reviewed the
proposed changes regarding signage requirements of licensed tree trimmers.
Moved by Commissioner Warner, seconded by Commissioner Beggs that
Ordinance Number 93-9598, amending Section 39-115 of the Salina Code
regarding the marking of vehicles and equipment by licensed tree trimmers; and
repealing the existing section, be introduced for first reading. Aye: (5).

(8.6) Report on bids received September 14, 1993 for Golf Course Cold
Storage/Cart Storage Building, Engineering Project 93-884, at the Salina
Municipal Golf Course. (Award the contract to Salina Building Systems in the
amount of $58,751.)
Steve Snyder, Director of Parks and Recreation, reviewed the bids
received and recommended the contract be awarded to Salina Building Systems
in the amount of $58,751. He said the project will be financed through the
issuance of general obligation bonds.
Moved by Commissioner Beggs, seconded by Commissioner Divine that
the staff recommendation be accepted and that the contract for Golf Course
Cold Storage/Cart Storage Building, Engineering Project 93-884, at the Salina
Municipal Golf Course be awarded to Salina Building Systems in the amount of
$58,751. Aye: (5). Nay: (0). Motion adopted.
