The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, April 25, 1994, at 4:00 p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed Friday, April 29, 1994 as "ARBOR DAY".
The proclamation was read by Susie Marietta, Chairperson of the Salina Tree
Advisory Board.
(4.2) The Mayor proclaimed the week of April 24 through 30, 1994 as
"NATIONAL CRIME VICTIM'S RIGHTS WEEK". The proclamation was read by
Nancy Bonawitz, Witness Victim Coordinator for the County Attorney's office.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting of April 1.8, 1994.
(6.2) Resolution Number 94-4734 authorizing the sale of a certain dwelling
unit as requested by the Salina Housing Authority.
(6.3) Approval of the 1994 Joint and Crack Sealing Project No. 94-202 and II!
setting the date to receive bids.
(6.4) Approval of 1994 Latex Modified Slurry Seal Project No. 94-903 and
set date to receive bids.

ADMINISTRATION
(8.1) Staff report and recommendations regarding a Policy and Action Plan
for addressing groundwater contamination issues in Central Salina, as identified
in the K . D . H . E . report ( Salina Public Water Supply Wells Site) .

Dennis M. Kissinger, City Manager, gave an explanation of the water
contamination in Central Salina and how it affects the city's water supply. He
then gave staff recommendations regarding the cleanup.
The Commissioners asked questions of staff.
Robert Selm, 135 Mount Barbara Road, agreed that the city does not
want to get involved in the Superfund and the best solution is to work with
KDHE . He said he felt the situation was more widespread than anyone could
imagine.
Janice Butler, President of Continental Environmental Laboratories,
said she agreed working with KDHE is the best solution and felt the sooner the
cleanup, the better.
Dennis M. Kissinger, City Manager, explained the proposed action
plan.
94-179 Moved by Commissioner Brungardt, seconded by Commissioner Maxwell
that staff proceed with the remediation of the contamination as outlined in
Option C. Aye: (5) . Nay: (0) . Motion carried.
(8.2) Request for an Executive Session to discuss a real estate matter.
94-180 Moved by Commissioner Beggs, seconded by Commissioner Brungardt
that the Board of Commissioners recess into executive session for 20 minutes
for the purpose of conducting preliminary discussions relating to the acquisition
of real property for the reason that public discussion of the matter would
adversely affect the City's ability to potentially acquire the real property at the
least public expense and under the most favorable terms possible. Aye: (5) .
