03-07-1994 MinutesA� - - CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 7, 1994 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 7, 1994, at 4:00 p.m. There were present: Mayor Peter F. Brungardt, Chairman presiding Commissioner Carol E. Beggs Commissioner John Divine Commissioner Evelyn Maxwell Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Judy D. Long, City Clerk Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Month of March, 1994 as "EMPLOY THE OLDER WORKER MONTH." The proclamation was read by Ed Crawford, Client of Older Kansans Employment Program. (4.2) The Mayor proclaimed the Week of March 7 through 11, 1994 as "SEVERE WEATHER AWARENESS WEEK." The proclamation was read by Gail Aills, Director of Saline County Emergency Management. i PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on street and utility improvements in Holmquist Estates and Austin Subdivision, installed in Engineering Project 92-859. (5.1a) Introduce Ordinance Number 94-9625 for first reading. Robert K. Biles, Director of Finance and Administration, reviewed the !I � purpose of the public hearings. Mayor Brungardt declared the public hearing open. There were no comments filed, written or oral, so the Mayor declared the public hearing closed. 94-096 Moved by Commissioner Divine, seconded by Commissioner Warner that Ordinance Number 94-9625, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas for the purpose of paying a portion of the cost of street and utility improvements in Austin Subdivision and Holmquist Estates Planned Development District, be introduced for first —` reading. Aye: (5) . Nay: (0) . Motion carried. (5.2) Public Hearing on street and utility improvements in Austin Subdivision and Mayfair Addition, installed in Engineering Project 93-872. (5.2a) Introduce Ordinance Number 94-9626 for first reading. Mayor Brungardt declared the public hearing open. Robert Selm, 2160 Sherwood Lane, said he is concerned with the manner in which the work was assessed. He said he feels the city should pay for its portion of the improvements along Huntington Road. (5.3a) Introduce Ordinance Number 94-9627 for first reading. Mayor Brungardt declared the public hearing open. There were no comments filed, written or oral, so the Mayor declared the hearing closed. 94-098 Moved by Commissioner Beggs, seconded by Commissioner Maxwell III that Ordinance Number 94-9627, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas for the purpose of paying a portion of the cost of street and utility improvements in Laurie Subdivision and Tasker Addition, be introduced for first reading. Aye: (5) . Nay: (0) . Motion carried. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting February 28, 1994. (6.2) Set the date of Tuesday, April 12, 1994 as the date to receive bids for the Household Hazardous Waste Building. (6.3) Resolution Number 94-4706, directing public notice of application for vacation of Claflin Avenue from the east right-of-way of Ohio Street to the west right-of-way of Austin Circle in Lots 1 and 2, Block 1, Lundberg Addition; Lots 1, 2 and 3, Gile Addition; and, Lot 8, Block 1 and Lot 18, Block 4, Austin Addition to the City of Salina, Saline County, Kansas. (Sets March 21, 1994 as the date for the public hearing.) Commissioner Maxwell said the minutes of the February 28th meeting should be corrected to reflect the amended motion in Commission Action #94-092. 94-099 Moved by Commissioner Maxwell, seconded by Commissioner Warner that all items on the Consent Agenda be adopted as amended. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Resolution Number 94-4707, authorizing the Mayor to execute the Dean Evans Stadium Concessions Agreement between the City of Salina, Kansas and the American Legion, Leslie Kreps Post No. 62 for concession operations at the Dean Evans Stadium. Steve Snyder, Director of Parks and Recreation, reviewed the agreement. 94-100 ',' Moved by Commissioner Warner, seconded by Commissioner Beggs that Resolution Number 94-4707, authorizing the Mayor to execute the Dean Evans Stadium Concessions Agreement between the City of Salina, Kansas and the American Legion, Leslie Kreps Post No. 62 for concession operations at the Dean Evans Stadium, be adopted. (8.2) Approve Change Order No. 1 for Engineering Project 93-889, Building Demolition Project, in the amount of ($50) . - - - - --- Shawn O'Leary, Assistant Director of Engineering and Utilities, reviewed the change order. i 94-101 Moved by Commissioner Divine, seconded by Commissioner Beggs that Change Order No. 1 for Engineering Project 93-889, Building Demolition Project, in the amount of ($50), be approved. Aye: (5). Nay: (0). Motion adopted. 94-102 �I (8.3) Consideration of League of Kansas Municipalities question regarding the purchase of an office building and adjacent parking. Dennis M. Kissinger, City Manager, explained the proposed purchase by the League. Moved by Commissioner Warner, seconded by Commissioner Divine that the City of Salina support the purchase of the Victory Building by the League of Kansas Municipalities and a surcharge on annual dues to pay the City's portion of the purchase, not to exceed 15 years in length. Aye: (5) . Nay: (0) . Motion carried. OTHER BUSINESS Mayor Brungardt announced that there would be no meeting on Monday, March 14, 1994 as the Commissioners would be attending the National League of Cities Conference.
