05-02-1994 Minutesgmmssign-- - -- -- Acion CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MAY 2, 1994 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, May 2, 1994, at 4:00 p.m. There were present: Mayor Joseph A. Warner, Chairman presiding Commissioner Carol E. Beggs Commissioner John Divine Commissioner Evelyn Maxwell comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Judy D. Long, City Clerk Absent: i Commissioner Peter F. Brungardt CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of May 1 through 7, 1994 as "BE KIND TO ANIMALS WEEK." The proclamation was read by Betty Lambert, Saline County Humane Association. (4.2) The Mayor proclaimed the Week of May 6 through 12, 1994 as "NATIONAL NURSES WEEK." The proclamation was read by Gwen Philbrook, RN, President, District V Kansas State Nurses Association. i (4.3) The Mayor proclaimed the Week of May 8 through 14, 1994 as "NATIONAL PRESERVATION WEEK." The proclamation was read by Melissa Rose Hodges, Chairman of the Salina City Heritage Commission. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting April 25, 1994. (6.2) Introduce the East Crawford Recreation Area Ball Diamond Lighting Improvements, Project No. 94-905 and set date to receive bids. (6.3) Introduce the East Crawford Recreation Area Ball Diamond Fencing Improvements, Project No. 94-906 and set date to receive bids. 94-182 ! He said the City has used this ordinance for several years. Moved by Commissioner Divine, seconded by Commissioner Maxwell that Ordinance Number 94-9632, relating to the cutting of weeds and vegetation, providing for notice and providing for cutting by the City of Salina, and providing for charges therefore, be introduced for first reading. (8.2) Resolution Number 94-4735, authorizing the public sale of $1,175,000 principal amount of General Obligation Internal Improvement Bonds, Series 1994-A of the City of Salina, Kansas. ( Sets May 16, 1994 at 2:00 p.m. to receive bids and approves the Preliminary Official Statement.) Robert K. Biles, Director of Finance and Administration, said this bond issue is for special assessments in Laurie, Tasker, Austin, Mayfair and Holmquist Additions. 94-184 Moved by Commissioner Beggs, seconded by Commissioner Divine that Resolution Number 94-4735, authorizing the public sale of $1,175,000 principal amount of General Obligation Internal Improvement Bonds, Series 1994-A of the City of Salina, Kansas, be adopted. Aye: (4). Nay: (0). Motion carried. (8.3) Resolution Number 94-4736, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Wilson & Company, Engineers & Architects, to provide the design of sludge facilities at the Wastewater Treatment Plant in an amount not to exceed $103,200. Don Hoff, Director of Engineering and Utilities, explained that this project is necessary to comply with new regulations. 94-185 Moved by Commissioner Beggs, seconded by Commissioner Divine that Resolution Number 94-4736, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Wilson & Company, Engineers & Architects, to provide the design of sludge facilities at the Wastewater Treatment Plant in an amount not to exceed $103,200, be adopted. Aye: (4). Nay: (0). Motion carried. (8.4) Approve Change Order Number 5 for Engineering Project 90-804, Wastewater Treatment Plant No. 1 Improvements. Don Hoff, Director of Engineering and Utilities, explained that this change order includes 15 separate items, for a net amount of $20,437.24, that were requested by Walters -Morgan Construction, Inc. 94-186 Moved by Commissioner Divine, seconded by Commissioner Maxwell that Change Order Number 5, in the net amount of $20,437.24, for Engineering Project 90-804, Wastewater Treatment Plant No. 1 improvements, be approved. Shawn O'Leary, Assistant Director of Engineering and Utilities, explained the project and the necessity for the change order in the amount of $5,400. 94-188 Moved by Commissioner Maxwell, seconded by Commissioner Divine that Change Order No. 1 for Municipal Swimming Pool Rehabilitation Project No. 94-896, in the amount of $5,400, be approved. Motion carried. 94-189 OTHER BUSINESS (9.1) The Mayor announced the following board appointments for members of the Board of Commissioners: Commissioner Beggs: Salina Business Improvement District No. 1 Board of j II Advisors, Convention and Tourism Committee; and Joint City -County y i Board of Health. Commissioner Brungardt: Arts and Humanities Commission; Joint City -County Board of Health; and, City -County Building Authority. j Commissioner Divine: Parks and Recreation Advisory Board; City -County Building Authority; and, the North Central Regional Planning Commission. Commissioner Maxwell: Joint City -County Board of Health; Salina Housing Authority; and, Local Emergency Planning Committee. Mayor Warner: Library Board; Chamber of Commerce; and, Economic Development Executive Committee. Commissioner Maxwell announced that the October Trade Conference is being held in Columbus, Ohio and that any local business owner interested in attending should contact the Chamber of Commerce. i ADJOURNMENT Moved by Commissioner Divine, seconded by Commissioner Maxwell that the Regular Meeting of the Board of Commissioners be adjourned.
