REGULAR MEETING OF THE BOARD OF COMMISSIONERS
JUNE 13, 1994
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, June 13, 1994, at 4:00 p.m.
There were present:

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting June 6, 1994.
Commissioner Maxwell said that the minutes should reflect that the
report she gave under Other Business was on Reinventing Government and the
Koch Crime Commission.
Moved by Commissioner Divine, seconded by Commissioner Brungardt
that the minutes by approved as amended. Aye: (5) . Nay: (0) . Motion
carried.

DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) First Reading Ordinance Number 94-9637, amending Chapter 40 of the
Salina Code pertaining to vehicles for hire, and repealing the existing Chapter.
Dennis M. Kissinger, City Manager, explained the ordinance which
amends the existing vehicle for hire regulations.
Mike Scriven, owner of City Cab, expressed concern that non-profit
providers are not regulated under this ordinance. He said that he has been
contacted by some of them to provide service and asked that all transportation
providers be regulated or none at all. He also expressed concern regarding
the inspection requirements and the adequacy of those inspections, fare skips,
the taxi drivers license and the inspection of taximeters.
Fred Thayer, owner of Economy Cab, asked for clarification on
insurance requirements, residency requirements for owners and fare
schedules. He said he has been very happy with the current inspection
procedures and felt the City Managers office has been fair in making decisions
on licensing requirements.

Moved by Commissioner Divine, seconded by Commissioner Maxwell
that Ordinance Number 94-9637, amending Chapter 40 of the Salina Code
pertaining to vehicles for hire, and repealing the existing Chapter, be
introduced for first reading. Aye: (5). Nay: (0). Motion carried.
(8.2) Resolution Number 94-4748, adopting a Driver's Policy to be included
as a part of Article 18 of the City of Salina Personnel Manual.
Keith Rawlings, Risk Manager, explained the proposed driver's policy.
Moved by Commissioner Maxwell, seconded by Commissioner Brungardt
that Resolution Number 94-4748, adopting a Driver's Policy to be included as a
part of Article 18 of the City of Salina Personnel Manual, be adopted. Aye:

(8.3) Resolution Number 94-4749, authorizing the Mayor to execute
Supplemental Agreement No. 1 between the City of Salina, Kansas and Camp,
Dresser & McKee, Inc. in an amount not to exceed $26,790.
Frank Weinhold, Director of General. Services, explained the
agreement.
Moved by Commissioner Brungardt, seconded by Commissioner Divine
that Resolution Number 94-4749, authorizing the Mayor to execute Supplemental
Agreement No. 1 between the City of Salina, Kansas and Camp, Dresser &
McKee, Inc. in an amount not to exceed $26,790, be adopted. Aye: (5) . Nay:
(0) . Motion carried.
(8.4) Resolution Number 94-4750, authorizing and directing the issuance of
temporary notes of the City of Salina, Kansas, in an aggregate principal amount
not to exceed $460,000, for the purpose of providing funds to pay the cost of
street and utility improvements, Engineering Project 94-898.
Robert K. Biles, Director of Finance and Administration, explained
the bids received for this temporary note issue.
Moved by Commissioner Beggs, seconded by Commissioner Maxwell
that Resolution Number 94-4750, authorizing and directing the issuance of
temporary notes of the City of Salina, Kansas, in an aggregate principal amount
not to exceed $460,000, for the purpose of providing funds to pay the cost of
street and utility improvements, Engineering Project 94-898, be adopted. Aye:
(5) . Nay: (0) . Motion carried.
