Warner, Chairman presiding Commissioner Carol E. Beggs Commissioner Peter F. Brungardt Commissioner Evelyn Maxwell comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Dennis M. Kissinger, City Manager Judy D. Long, City Clerk Absent: Commissioner John Divine CITIZEN FORUM None AWARDS - PROCT.AMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting July 11, 1994. (6.2) Set the date of Tuesday, August 9, 1994 as the date to receive bids for Engineering Project 94-911, 1994 Concrete Pavement Improvements. (6.3) Set the date of Tuesday, August 9, 1994 as the date to receive bids for Engineering Project #94-910, Fire Station #4 Addition. 94-270 Moved by Commissioner Beggs, seconded by Commissioner Brungardt, that all items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion carried. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Consideration of a request from the Salvation Army for city assistance in playground equipment installation. Dennis M. Kissinger, City Manager, explained the request. Captain Carol Lemirand, Salvation Army, 1137 N. Santa Fe, explained where the equipment will be placed. Commission Action # 94-271 94-272 94-273 94-274 94-275 Moved by Commissioner Maxwell, seconded by Commissioner Beggs, tnat the service grant request from the Salvation Army be approved, and that the City Manager be authorized to proceed with planning and execution of any necessary agreements, and assignment of staff to provide the service at a value / cost of $1,450. (8.2) Second Reading Ordinance Number 94-9640, amending Chapter 5, Article IV, Division 2, Section 5-143 of the Salina Code regarding the transferability of a club or drinking establishment license and repealing the existing section. Commissioner Maxwell asked City Attorney, Greg Bengtson to explain how the state licensing system worked in this area. Moved by Commissioner Brungardt, seconded by Commissioner Beggs, that Ordinance Number 94-9640, amending Chapter 5, Article IV, Division 2, Section 5-143 of the Salina Code regarding the transferability of a club or drinking establishment license and repealing the existing section, be adopted. (8.3) Resolution Number 94-4761, declaring it necessary to repair, alter, extend, reconstruct, enlarge or improve the combined water and sewage system of the City of Salina, Kansas, by acquiring and constructing a wastewater treatment plant filter press facility and related improvements and equipment; to issue combined water and sewage system revenue bonds in an amount not to exceed $1,500,000 for the purpose of paying the costs thereof and related bond reserves and financing costs; and providing for the giving of notice of said intention. Dennis M. Kissinger, City Manager, explained the resolution. (8.4) Resolution Number 94-4762, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Central Kansas Railway, L.L.C. for the upgrading of railroad crossings on Santa Fe Avenue. (8.5) Resolution Number 94-4763, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Union Pacific Railroad Company for the upgrading of the railroad crossing at Belmont and Magnolia. (8.6) Resolution Number 94-4764, authorizing the Mayor to execute three agreements between the City of Salina, Kansas; Union Pacific Railroad Company; and, the Secretary of Transportation of the State of Kansas for the rehabilitation of railroad crossings on Santa Fe Avenue (Project No. 85 X-1795-01; STP - X179(501)); Ohio Street (Project No. 85 X-1794-01; STP -X179(401)); and, Ninth Street (Project No. 85 X-1779-01; STP -X177(901)). Shawn O'Leary, Assistant Director of Engineering and Utilities, reviewed items 8.4, 8.5 and 8.6. Moved by Commissioner Brungardt, seconded by Commissioner Beggs, that Resolution Number 94-4762, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Central Kansas Railway, L.L.C. for the upgrading of railroad crossings on Santa Fe Avenue, be adopted. Moved by Commissioner Beggs, seconded by Commissioner Maxwell, that Resolution Number 94-4763, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Union Pacific Railroad Company for the Commission Action # 94-276 94-277 upgrading of the railroad cross. (8.7) Resolution Number 94-4765, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Bucher, Willis & Ratliff to provide engineering services for the interior and exterior painting of the Gypsum Hill Water Tower in an amount not to exceed $7,800.00. Don Hoff, Director of Engineering and Utilities, reviewed the resolution. Moved by Commissioner Brungardt, seconded by Commissioner Maxwell, that Resolution Number 94-4765, authorizing the Mayor to execute an agreement between the City of Salina, Kansas and Bucher, Willis & Ratliff to provide engineering services for the interior and exterior painting of the Gypsum Hill Water Tower in an amount not to exceed $7,800.00, be adopted. OTHER BUSINESS Commissioner Maxwell said the Kansas Department of Transportation has a number of new publications regarding aviation, bicycles and public transit that are available from them upon request. Commissioner Maxwell said the Commission would still like public input regarding the budget.
