09-19-1994 MinutesAction 94-357 94-358 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS SEPTEMBER 19, 1994 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, September 19, 1994, at 4:00 p.m. There were present: Mayor Joseph A. Warner, Chairman presiding Commissioner Carol E. Beggs Commissioner Peter F. Brungardt Commissioner John Divine Commissioner Evelyn Maxwell comprising a quorum of the Board, also present: Absent: Greg Bengtson, City Attorney Judy D. Long, City Clerk Dennis M. Kissinger, City Manager None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the week of September 17 through 23, 1994 as "CONSTITUTION WEEK". The proclamation was read by Maxine Wilson, Chairman of the Daughters of the American Revolution. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting of September 12, 1994. (6.2) Authorize the City Clerk to issue Surety on Bail Bonds Agent license to Jimmy Brown, agent for AAA Bonding. (6.3) Approval of the Underground Cable Installation Project #94-913 and authorize the Engineering Department to set a date to receive bids. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 94-9651, providing for the vacation of the west 10' of the 20' utility easement located on Lots 1-8, Block 3 and Lots 1-5, Block 4, Austin Subdivision to the City of Salina, Saline County, Kansas. Moved by Commissioner Brungardt, seconded by Commissioner Maxwell, that Ordinance Number 94-9651, providing for the vacation of the west 10' of the 20' utility easement located on Lots 1-8, Block 3 and Lots 1-5, Block 4, Austin Subdivision to the City of Salina, Saline County, Kansas, be adopted. Action (8.2) Second Reading Ordinance Number 94-9652, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof (aka 411 S. Clark) . 94-359 Moved by Commissioner Beggs, seconded by Commissioner Divine, that Ordinance Number 94-9652, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof (aka 411 S. (8.5) Resolution Number 94-4796, prescribing the form and details of and authorizing the delivery of $1,230,000 Combined Water & Sewage System Improvement Revenue Bonds, Series 1994-B, of the City of Salina, Kansas, previously authorized by Ordinance Number 94-9654. Biles, Director of Finance and Administration, explained the resolution. 94-362 Moved by Commissioner Divine, seconded by Commissioner Brungardt, that Resolution Number 94-4796, prescribing the form and details of and authorizing the delivery of $1,230,000 Combined Water & Sewage System Improvement Revenue Bonds, Series 1994-B, of the City of Salina, Kansas, previously authorized by Ordinance Number 94-9654, be adopted. (8.6) Resolution Number 94-4797, appointing members to the Business Improvement District No. 1 Advisory Board and the Business Improvement District No. 1 Design Review Board. 94-363 Moved by Commissioner Brungardt, seconded by Commissioner Beggs, that Resolution Number 94-4797, appointing members to the Business Improvement District No. 1 Advisory Board and the Business Improvement District No. 1 Design Review Board, be adopted. Aye: (5). Nay: (0). Motion carried. (8.7) Report on bids received Tuesday, September 13, 1994 for Engineering Project #94-907, Subdivision Improvements. Shawn O'Leary, Assistant Director of Engineering and Utilities, reviewed the bids received. 94-364 Moved by Commissioner Maxwell, seconded by Commissioner Divine, that the contracts for En ineering Project 94-907 be awarded to J.H. Shears' Sons, Inc. for streets storm drainage improvements in the amount of $469,688.65 and to Stevens Contractors, Inc. for water/sanitary sewer improvements in the amount of $219,754.00, for a total amount of $689,442.65.
