BOARD OF COMMISSIONERS
The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, October 17, 1994, at 4:00 p.m,
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) Resolution Number 94-4802, expressing gratitude and appreciation to
Leland Tinkler for serving as Firefighter, Fire Equipment Operator and Fire
Lieutenant for the Salina Fire Department from January 5, 1969 to September
30, 1994.
Moved by Commissioner Divine, seconded by Commissioner Brungardt,
that Resolution Number 94-4802, expressing gratitude and appreciation to
Leland Tinkler for serving as Firefighter, Fire Equipment Operator and Fire
Lieutenant for the Salina Fire Department from January 5, 1969 to September
30, 1994, be adopted. Aye: (5). Nay: (0). Motion carried.
(4.2) The Mayor presented City Service Awards to city employees with ten
and twenty-five years of service. Those receiving ten year service awards
were:
Karon Young, Landfill Attendant for the Solid Waste Division; Allen Salzman,
Police officer; Wayne Pruitt, Police Of Russ Lamer, Police
Officer/EMT; Robert Campbell, Police Officer; Frank Weinhold, Director of
General Services; Robert Morrison, Street Sweeper Operator for the Street
Division; Wade Pinnick, Concrete Finisher for the Street Division; Kaye
Crawford, Human Relations Investigator for the Human Relations Department;
JoAnn Ash, Secretary II for Parks & Recreation; Bret Lyon, Sanitation Worker
for the Sanitation Division; Christopher Lackey, Maintenance Worker I for the
General Services Department; Philip Chamoff, Bicentennial Center Manager; Lee
Gallion, Accounts Coordinator II for the Bicentennial Center; Jack Baker, Utility
Maintenance Worker II for the Water Department; Douglas Burch, Utility
Maintenance Worker I for the Water Department; and, Richard Fischer,
Wastewater Superintendent for the Water Department.
Those receiving twenty-five year service awards were: Wayne C. Clark,
Custodian I for the General Services Department; Leland Tinkler, Fire
Lieutenant; Allen Kopf, Fire Lieutenant; Monte Elam, Fire Lieutenant; Bob
Pixler, Fire Engineer/EMT; and Ronald Berry, Maintenance Worker II for the
Street Division.
(4.3) The Mayor presented plaques of appreciation to past board and
commission members: Sarabeth Geis and Edwin (Ned) Rose, Arts and
Humanities Commission; Donald E. Morris and Michael Haug, Board of Zoning
Appeals; Donald E. Morris, E. Clark Garnett and Kristin M. Seaton, City
Planning Commission; Michael W. Catlin, Gayland Gaut and Adley E. Johnson,
Business Improvement District Advisory Board; Robert L. Constable, Business
Improvement District Board of Design Review; William E. Weis, Convention and
Action
Tourism Committee; Billy R. Booe, Krista M. Serrien and Howard Williams,
Disciplinary Advisory Board; Jean Brewer, Heritage Commission; Shirley A.
Jones, Housing Authority; and, Cynthia Adcock, C.L. Engebritson, Donna
Macey and J.Q. Rodriquez, Human Relations Commission.
(4.4) The Mayor proclaimed the Week of October 23 through 31, 1994 as
"NATIONAL RED RIBBON WEEK." The proclamation was read by Mary Cart
and Keri Feyerherm of the Salina All-American Prevention Partnership.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting October 3, 1994.
(6.2) Resolution Number 94-4806 authorizing the Mayor to execute an
agreement for a private water line in a public right-of-way.
(6.3) Report on downtown parking lot revision.
(6.4) Resolution Number 94-4805, authorizing the installation and/or removal
of traffic control devices in the City of Salina.

(7.1) First Reading Ordinance Number 94-9662, amending the
I Comprehensive Plan of the City of Salina, Kansas.
Roy Dudark, Director of Planning and Community Development,
reported on the proposed update.

that Ordinance Number 94-9662, amending the Comprehensive Plan of the City
of Salina, Kansas, be introduced for first reading. Aye: (5) . Nay: (0) .

ADMINISTRATION
(8.1) Second Reading Ordinance Number 94-9658, authorizing the City
Manager to execute a contract for fire protection of property outside the city
limits (248 E. Berg Road) .

that Ordinance Number 94-9658, authorizing the City Manager to execute a
contract for fire protection of property outside the city limits (248 E. Berg
Road), be adopted. Aye: Beggs, Brungardt, Divine, Maxwell, Warner. (5).

(8.2) First Reading Ordinance Number 94-9657, levying the annual Business
Improvement District service fees for 1995 applicable to all businesses located
within the Salina Business Improvement District Number 1; and repealing
Ordinance Number 93-9602.
Robert K. Biles, Director of Finance and Administration, explained the
fees and noted the 1995 budget and an incentive plan.
Nick Schlecta, Executive Director of Salina Downtown, Inc., was
present to answer questions.

that Ordinance Number 94-9657, levying the annual Business Improvement
District service fees for 1995 applicable to all businesses located within the
Salina Business Improvement District Number 1; and repealing Ordinance

(8.4) First Reading Ordinance Number 94-9660, amending Chapter 20 of the
Salina Code regarding licenses.

(8.5) First Reading Ordinance Number 94-9661, amending Chapter 5,
Sections 5-18 and 5-67 of the Salina Code regarding Alcoholic Beverages.

the Salina Code regarding Alcoholic Beverages, be introduced for first reading.

(8.6) Resolution Number 94-4803, authorizing and directing the issuance of
temporary notes of the City of Salina, in an aggregate principal amount not to
exceed $520,000 for the purpose of providing funds to pay the cost of street
and utility improvements, Engineering Project 94-907, setting the authorization
amount for the project at $677,951.03.

(8.8) Report on bids received on October 4, 1994 for one 1994 mid-size 1/2
ton pickup truck for the Permits and Inspections Division.
Robert K. Biles, Director of Finance and Administration, reviewed the
bids received.
Moved by Commissioner Divine, seconded by Commissioner Maxwell,
that the contract for one 1994 mid-size 1/2 ton pickup truck for the Permits andl
Inspections Division be awarded to J -J Chevrolet in an amount not to exceed
$9,808.83. Aye: (5). Nay: (0). Motion carried.

(8.9) Approve Change Order No. 1 for Project No. 94-900, Filter Press
Building - Wastewater Treatment Plant, in the net amount of $1,800.40.
Don Hoff, Director of Engineering and Utilities, explained the change
order.
Moved by Commissioner Beggs, seconded by Commissioner Maxwell
that the recommendation of city staff be accepted and that Change Order No. 1
for Project No. 94-900, Filter Press Building - Wastewater Treatment Plant, in
the net amount of $1,800.40, be approved. Aye: (5). Nay: (0). Motion
carried.
OTHER BUSINESS
Commissioner Maxwell presented information on the Waste Reduction
and Recycling Conference to be held at K -State University.
Commissioner Maxwell said that we have received information on the
Koch Crime Commission that is now available to the public.
