REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, May 1, 1995 at 4:00 p.m.
There were present:

CITIZEN FORUM
Roberta Huseman, 2404 Edgehill, Salina National Day of Prayer
Chairman, advised the Commission that this Thursday, May 4, 1995, has
been proclaimed a National Day of Prayer by President Clinton and endorsed
by Governor Graves. There will be a kickoff supper and prayer this
Wednesday night, May 3, 1995, at the First Covenant Church. The
supper will begin at 5:30 p.m. with a prayer service for the concerns of
the nation to follow at 6:45 p.m.
AWARDS - PROCLAMATIONS
(4.1) The Week of May 1 through May 7, 1995 as "REHABILITATION
COUNSELORS WEEK" in the City of Salina. The proclamation was read by
Tom Hutchinson, Part -Time Instructor at Salina Area Vo -Tech School, with
Robert Brown, Rehabilitation Counselor.
(4.2) Friday, May 12 and Saturday, May 13, 1995 - "BUDDY POPPY
DAYS" in the City of Salina. The proclamation was read by Michiel T.
Prochaska, Commander of V.F.W. Post 1432.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing and report on Petition Number 4099 requesting the
vacation of Smoky Hill Drive from Columbia Avenue to Penn Avenue.
Shawn O'Leary, Assistant Director of Engineering and Utilities,
gave the staff report and recommended continuing the hearing until May 22,
1995.
The Mayor opened the public hearing.
Harold Martin, 914 W. South St., petitioner, explained his vacation
request asking for the vacation of Smoky Hill Drive.
No other comments were received.

Maxwell, to continue the public hearing until May 22, 1995. Aye: (4) .

(5.2) Public Hearing and report on Petition Number 4100 requesting the
vacation of public street right-of-way on North Second Street from Elm
Street north to the railroad tracks.
Shawn O'Leary, Assistant Director of Engineering and Utilities,
reported on the proposed vacation request noting the existence of a 30 inch
sanitary sewer force main in the requested area. It was recommended to
deny the request.
The Mayor opened the public hearing. No comments were
received. The Mayor closed the hearing.
Moved by Commissioner Maxwell, seconded by Commissioner
Seaton, that the vacation request be denied due to the need to maintain the
area for the utility in the right-of-way. Aye: (4). Nay: (0). Motion
carried.
CONSENT AGENDA
Judy Long, City Clerk, explained that item 6.3 had been removed
from the agenda at the request of the applicant.
(6.1) Approve the Minutes of the Regular Meeting of April 24, 1995.
(6.2) Resolution Number 95-4865 authorizing the City Commission to
approve Certificates of Release from Environmental Condition Liability.
(6.4) Authorize staff to receive bids for a hydraulic vertical wheelchair
lift.
Moved by Commissioner Seaton, seconded by Commissioner
Perney, that all items on the Consent Agenda be approved as amended.

DEVELOPMENT BUSINESS
(7.1) Consider adoption of the Neighborhood Improvement Program.
Roy Dudark, Director of Planning and Community Development,
explained the Neighborhood Improvement Program.
Moved by Commissioner Perney, seconded by Commissioner
Maxwell, to approve implementation of the Neighborhood Improvement Plan.

(7.2) Consider approval of Guidelines for the HOME Homeowner
Rehabilitation Program.
Roy Dudark, Director of Planning and Community Development,
explained the program which will help qualifying owners upgrade their
dwellings.
Moved by Commissioner Maxwell, seconded by Commissioner
Seaton, to adopt the HOME Housing Rehabilitation Program Guidelines.

ADMINISTRATION
(8.1) First reading Ordinance Number 95-9689, authorizing and
directing the issuance, sale and delivery of $2,434,000 principal amount of
General Obligation Improvement Bonds of the City, Series 1995-A.
Bob Biles, Director of Finance and Administration, explained the
low bid received today was from Stern Brothers at 5.071178%.

Roger Edgar, George K. Baum, explained the bond issue which
includes subdivision and landfill improvements. He then noted that 6 bids
were received today which is a lower number than usual due to the size of
the issue.
Moved by Commissioner Seaton, seconded by Commissioner
Maxwell, to award the bid to Stern Brothers. Aye: (4) . Nay: (0) .
Motion carried.
Moved by Commissioner Maxwell, seconded by Commissioner
Perney, to approve Ordinance Number 95-9689 for first reading.
OTHER BUSINESS
Mayor Divine stated that May 4 is the National Day of Prayer,
May 1 through May 7 will be Rehabilitation Counselors Week and that May 12
and 13 will be Buddy Poppy Days in Salina.
ADJOURNMENT
Moved by Commissioner Maxwell, seconded by Commissioner
Brungardt, that the Regular Meeting of the Board of Commissioners be
adjourned. Mayor Divine advised that next week the Commission Meeting
will be downstairs in Room 101 at 4:00 p.m., with a Study Session to
follow. Aye: (4) . Nay: (0) . Motion carried. The meeting adjourned at
4:49 p.m.
