JOINT RESOLUTION OF THE CITY OF SALINA AND
COUNTY OF SALINE, STATE OF KANSAS, ESTAB-

SALISE COUNTY DEFENSE COUNCIL, AND PRESCRIB-
IiG THE DUTIES AND POWERS OF SUCH DEFENSE
COUNCIL.
WHEREAS, The governing Bodies of the City of Salina and
the County of Saline deem it advisable to establish a joint City -
County Defense Council in order that tinere may be closer coordination
between various defe:,se agencies now and to be established,in the City
of Salina and County of baline.
NOW, T LREFORE, EE IT RESOLVED BY THE BOARD OF COMESSION-
ERS OF THE CITY OF SAUNA, KANSAS, AND THE BOARD OF COUNTY CORhaSSIONERS
OF THE COUNTY OF SALINE:
SECTION 1: That the attached 'roclamation creating and
establishing a joint City -County Defense Council to be known as the
Salina -Saline County Defense Council, be and the same is hereby adopted.
SECTION ": This Resolution shall take effect and be in
force from and after its adoption by the Board of City Commissioners
of the City of Salina, and the Board of County Commissioners of the
County of Saline, State of Kansas.

WHEREAS, the Governing Bodies of the City of Salina
and County of Saline, State of Kansas, deem it advisable to establish a
joint City -County Defense Council to include the City of Salina and the
County of Saline in order that there may be closer coordination between
various defense agencies now and to be established in the City of Salina
and in said County:
N0W MREFORE, The Board of Commissioners of the City of
Salina and the Board of County Commissioners of Saline County, State of
Kansas, constituting the governing bodies of said City and County under and
by virtue of the authority vested in them by 1947 Supplement to the General
Statutes of Kansas, Sections 48-601 to 48-607 inclusive, do hereby establish
and proclaim a joint City -County Defense Council, including all territory
in the City of Salina and all territory in Saline County, Kansas, said defence
council to be designated as the Salina -Saline County Defense Wuncil.
SECTION 1: Organization of Council (a) The Salina- Saline
County Defense Council shall consist of five (5) members to be.selected
as follows:
1. The City Lanager of the Cit;, of Salina.;
2. A member of the Board of Commissioners of the City of
Salina to b e chosen by said Board of City Commissioners;
3. A civilian member to be chosen by the Board of Commission-
ers of the City of Salina;
4. A member of the Board of County Commissioners of Saline
County to be chosen by said Board of County Commissioners;
5. A civilian member to be chosen by the Board of County
Commissioners of Saline County, Kansas,.
(b) The appointive members of the council shall serve at
the pleasure of the appointing body, and in the event of the resignation
or death of any member of the council his position shall be filled by
the original appointing body.
(c) The members of the council shall serve without compensation,
but shall be reimbursed for actual and necessary expenses incurred in
connection with their duties.
(d) The council shall be provided with appropriate office
space, supplies and equipment, but it shall incur no expense until the same
has been authorized by the governing bodies of the City and Gbunty, and the
funds from which such expenses shall be payable have been designated.
Provided, nothing herein shall be construed as requiring such authorization or
designation where work is done by a regular officer, office, department,
board or other agency of the City or County for the benefit of the
Council.
SECTION 2: Powers and Duties. The Salina -Saline County
Defense Council shall have the following powers and duties.
(a) To adopt, amend and repeal rules, regulations and by-laws
governing its procedure and activities.
(b) To cooperate with the Office of Civilian Defense or
with any similar Federal Agencies hereafter created and with any
departments or other Federal agencies engaged in defense activities.
(c) To cooperate with and assist the State Council of Defense
and perform such services as will be required of it.
(d) To act jointly and cooperate with other local defense
councils.
(e) To superviseznd direct investigations and rejort to the
governing bodies of the City aid County and tot he State :Defense Council
with recommendations for legislation, regulations or Other appropriate
action as it may deem necessary with respect to the type of activity or
matter of public concern or welfare insofar as the same shall or may be
related to defense.
(f) To create committees, either within or without its membership,
to aid it in the discharge of its powers and duties.
(g) To request the cooperation and assistance of the agencies and
officials of the City of Salina and County of Saline, State of Kansas.
(h) To employ an overall director to supervise and coordinate
the activities of all civilian defense agencies in the City of Salina and
the County of Saline. Said director shall have authority to make such
additional appointments as he deems necessary to carry out the provisions
of this proclamation, said appointments, however, shall be confirmed by
the Defense Council before becoming effective.
(i) Said Defense Council and the director shall have the power
to do all actis and things not inconsistent with law in the furtherance
of defuse activities.
SECTION 3. Budget and Expenditures. The Defense Council shall
prepare a proposed budget estimating the anount of funds necessary to
carry on the .grogram of defense, which budget shall be sL.bmitted to the
governing bodies of the City and County for approval. When the proposed
budget is approved by the City and the County as is herein provided, the
funds necessary to meet the necessary expenditures shall be provided for
by the City of Salina and the County of Saline on the following percentage:
Eighty per cent (80%) by the City of Salina and Twenty per cent (20b) by
the County of Saline, and all normal operating expenses shall be borne by
the City and County respectively in such proportions. Payment of all bills
shall be made as l.,rovided by law; provided current monthly operating expenses
shall to paid by the City and the County's proportionate share thereof
(20 per cent) shall be certified to the Board of County Commissioners and
payment of said amount shall be made to the City by the County within thirty
(30) days after presentment.
SECT10u la.. Equipment The governing bodies of the City of Salina
and (bunty of Saline shall make available to the Council Equipment,
mac1iinery and facilities and shall make no charge therefor.
SECTION 5. Termination of Council. Such Defense Council shall
terminate or cease activities whenever the Council is dissolvedor suspended
by action of the Board of Commissioners of Saline County and the Board of
Commissioners of the City of Salina, Kansas, or as by law provided.
SECTION 6. Effective Date. This proclamation creating and estab-
lishing the Salina- Saline County Defense Council shall take effect after the
passage of the Resolution adopting same.
Oroclaimed by the Governing Bodies of the City of Salina and the
County of Saline, and executed for the said City of Salina by its mayor and
for the Board of County Commissioners by its Chairman, and attested respect-
ively by the City Clerk and the County Clerk on this 8th day of January
