CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
AUGUST 26, 1998
4:30 p.m.
The Special Meeting of the Board of Commissioners was called to order at 4:30 p.m. in Room 107,
City -County Building.
There were present:
Vice Mayor Monte Shadwick, Chairman presiding
Commissioner Kristin M. Seaton
Commissioner Don Heath
Commissioner Alan Jilka
comprising a quorum of the Board, also present:
Absent:
Greg Bengtson, City Attorney
Dennis M. Kissinger, City Manager
Judy D. Long, City Clerk
Mayor Peter F. Brungardt
(1) Second reading Ordinance Number 98-9887 submitting to the electors of the city the
question of imposing an additional quarter percent (1/4%) retailer's sales tax, beginning January 1,
1999, and ending June 30, 2004, with the proceeds to purchase instructional technology and
career/technical education equipment, services and training for U.S.D. No. 305.
Moved by Commissioner Seaton, seconded by Commissioner Jilka, to approve
Ordinance Number 98-9887 on second reading. A roll call vote was taken. Aye: (4), Heath, Seaton,
Jilka, Shadwick. Nay: (0). Motion carried.
(2) Second reading Ordinance Number 98-9890 pledging, pursuant to K.S.A. 12-197, the
general purposes proposed for the future use of the revenue to be received from the proposed
additional quarter percent (1/4%) sales tax to begin January 1, 1999, and end June 30, 2004.
Moved by Commissioner Heath, seconded by Commissioner Seaton, to approve
Ordinance Number 98-9890 on second reading. A roll call vote was taken. Aye: (4), Jilka, Seaton,
Heath, Shadwick. Nay: (0). Motion carried.
ADJOURNMENT
Moved by Commissioner Seaton, seconded by Commissioner Heath, that the Special
Meeting of the Board of Commissioners be adjourned. Aye: (4). Nay: (0). Motion carried. The
meeting adjourned at 4:35 p.m.

WAIVER AND CONSENT TO HOLD
A SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
We, the undersigned, being duly elected, qualified and acting City Commissioners
of the City of Salina, Kansas, and constituting a majority of the Board of commissioners of
the City of Salina, Kansas, do hereby waive notice and consent to the holding of a special
meeting of the Board of commissioners of the City of Salina, Kansas, on the 26"' day of
August, 1998, at 4:30 p.m., for the purpose of considering the following:
1. 2nd reading of an ordinance submitting to the electors of the city the question
of imposing an additional quarter percent (1/4%) retailer's sales tax beginning January 1,
1999, and ending June 30, 2004, with the proceeds to purchase instructional technology and
career/ technical education equipment, services, and training for U.S.D. No. 305.
2 2nd reading of an ordinance pledging, pursuant to K.S.A. 12-197, the general
purposes proposed for the future use of the revenue to be received from the proposed
