ORDINANCE NUMBER 12-10643
AN ORDINANCE' PROVIDING FOR THE AMENDMENT OF ORDINANCE
NUMBER 8526, THE SAME BEING CHAPTER 42 OF THE SALINA CODE, AND THE
ZONING DISTRICT MAP THEREIN AND THEREBY ADOPTED AND PROVIDING FOR
THE REZONING OF CERTAIN PROPERTY WITHIN THE CITY AND PRESCRIBING THE
PROPER USES THEREOF,
WHEREAS, all conditions precedent for the amendment of the Zoning District Map, the
rezoning of certain property therein, hereinafter described has been timely complied with, SO NOW,
THEREFORE,
BE IT ORDAINED by the Governing Body. of the City of Salina, Kansas:
Section 1. AMENDMENT. DISTRICT "PDD C-5". SERVICE COMMERCIAL
PLANNED DEVELOPMENT DISTRICT. That the Zoning District Map of the City of Salina,
Kansas, duly adopted and published as a part of Ordinance Number 8526, the same being Chapter 42 of
the Salina Code and the Wheatridge Planned Development District be and are hereby amended so that
the following described property be rezoned as follows, to -wit:
Lot 3 less the South 60 feet thereof, Wheatridge Addition to the
City of Salina, Saline County, Kansas.
shall become a part of District "PDD C-5". SERVICE COMMERCIAL PLANNED
DEVELOPMENT DISTRICT.
Section 3. CONDITIONS OF APPROVAL. That the use of said described property
shall be subject to all the conditions, restrictions and limitations as made and provided for in Ordinance
Number 8526, the same being Chapter 42 of the Salina Code with reference to the PLANNED
DEVELOPMENT DISTRICT. Development of the property shall be subject to the plans on file with
the City Planning Commission and/or City Clerk and the following conditions, to -wit:
1. Development on Lot 3, except the South 60 feet thereof, Block 2 of the
Wheatridge Addition shall be limited to a mini -warehouse complex of no more
than five (5) buildings, two (2) buildings for use as general nonclimatized
commercial storage, an office space in Building Number 6 and accessory off-
street parking and outdoor storage areas as identified on the amended final site
development plan.
2. All access drives and aisles in the development shall be paved with concrete or
asphalt. As an alternative to asphalt or concrete, off-street parking spaces,
access drives and aisles may be surfaced with alternative methods of paving,
provided that the pavement surface and base for any alternative to asphalt and
concrete must be designed by a professional engineer licensed in the State of
Kansas and reviewed and approved by the City Engineer. A pavement cross-
section shall be provided demonstrating the structural ability of the design to
support the anticipated vehicle loads including fire apparatus.
3. An irrigated landscape buffer shall be provided along the east side of the site and
shall include at a minimum a six (6) foot cedar fence combined with a row of
densely planted evergreen trees to screen the mini -warehouse complex from
adjacent residential property. The species of evergreen tree shall be identified
on the final site development plan. The species of evergreen shall be subject to
the approval of the City Forester. The front yard landscaping buffer shall
conform with the landscape plan submitted and approved with the original final
development plan unless a substitute plan is submitted and approved by the
Zoning Administrator and City Forester. The original landscape plan shall be
modified to show two (2) inch caliper shade trees from the City's
Recommended Tree List in front of the two (2) proposed buildings instead of
ornamental trees. All missing and / or dead plantings in the Phase I landscape
area shall be replanted as part of Phase II development.
4. Access shall be limited to one driveway entrance south of the cul-de-sac. All
driveway approaches within the limits of the right-of-way shall be designed and
constructed to meet City of Salina standards.

5. Except for semi -tractor trailers which may off load in the Foxboro Drive
driveway, all off-loading and loading of storage vaults / PODS and other
storage inventory shall take place behind the 6 ft. screening fence. In addition,
no parking of vehicles or trailers shall be permitted in the front yard buffer area
or Foxboro Drive.
6. Design plans for water line extensions, proposed utility easements and fire
hydrant locations shall be reviewed and approved by the Director of Utilities
and Fire Marshal. Existing water lines and easements shall be shown on the
amended final site development plan.
7. Any freestanding identification sign along Foxboro Drive shall not exceed 20 sq.
ft. in size or 4 ft. in height, shall be set back at least 20 ft. from Foxboro Drive
and may be externally or internally illuminated.
8. The maximum height of ,any building mounted lighting on the two (2) north
storage buildings shall be eight (8) ft.
9. Development of Lot 3, less the South 60 feet thereof, in the Wheatridge Addition
shall conform to the approved amended final site development plan, including
building locations, landscaping, fencing, parking, site lighting, outdoor storage
areas, signage and proposed building elevations.
Section 3. That Ordinance Number 03-10183 that previously applied to the development
and use of this property is hereby repealed.
Section 4. That this ordinance shall be in full force and effect from and after its adoption
and publication once in the official city newspaper.
